MINUTES
Members Present: Neil Poulsen.,Larry Woodward,Dave Skelton, Chuck Winn, Craig Brawner

Chairperson Dave Skelton called the meeting to order at 10:00 a.m.
A. INITIAL `PEEK' REVIEW
1. Vallev Glass and Windows MiSP/COA#Z-97152- (Sa-unders)
20 Rawhide Ridge
- A Minor,Site Plan with a Certificate of Appropriateness Application to
allow the construction of a 12,355 square foot structure for retail, office, and
warehouse uses and related site improvements.
Planner Chris Saunders presented the application,noting the location along Simmental Way and
Rawhide Ridge:. Fire Marshal Chuck Winn asked when the area would be annexed. Planner
Saunders noted annexation has slat been requested. Mr. Winn noted he has no comment.
Planner Saunders asked City Engineer Craig Brawner if there are waivers of right to protest
annexation for the area in conjunction with the water being installed. Mr. Brawner noted that
there are waivers for Simmental Way for annexation,however,he thought the Planning
Department was pursuing annexation of that area aggressively.
Water/Sewer Superintendent Larry Woodward noted that since there are no watesr mains or
services shown,this is an incomplete application.
Mr. Brawner noted a waiver is needed for not only a water main trunk SID but also for the local
laterals that will be needed for development of the area. Planner Saunders noted waivers will
also be required for improvements to Rawhide Ridge and Simmental Way. Mr.Brawner noted
there should be a way to require them to hook up to water as soon as it is available. Planner Jody
Olsen noted that the covenants of Simmental Plaza require hook up to sewer as soon as it is
available and she thought the businesses would hook to water also. Discussion ensued on how to
get them to hook up to water also. Discussion followed on how and when the area will be
annexed.
Mr. Winn noted that Rae Fire Department should be notified and become a part of this discussion
as soon as possible. There is a problem with fire protection out there with no water available.
Mr. Brawner noted they are probably within 30 days of getting the S.M. Mr.Winn asked when
the digging will start. Mr.Brawner noted digging would begin during the next construction
season.
Mr. Woodwarcl noted the plans need to show the water and sewer and the applicants will be

required to meter their water.Mr.Brawner noted that there are several property owners between
Oak Sstreet and Baxter Lane who are carrying their own sewer trunk installation, The private
extension will begin on October 3. Discussion continued on the sewer extension..
2. Interior Home &.Bath MiSP/COA#Z-97148 -(Olsen)
Rawhide Ridge and North 19th Avenue
A Mirror Sire Plan with a Certificate of Appropriateness Application to
allow the constriction of a 9,000 square foot retail and warehouse:building and
related site improvements.
Planner Jody Olsen presented the application,noting it is located in the same area as the previous
application. Gaston Engineering has been retained to do the grading and drainage plan and will
have it submitted next week: -
Water/Sewer Superintendent Larry Woodward noted that water./sewer mains and services have to
be shown on the plans. City Engineer Craig Brawner noted there aren't any dimensions shown,
everything is fairly minimal. Mr.Woodward noted they will probably need a pump for the sewer
system.
Planner Olsen asked if these two project will be required to install water service systems in
anticipation of the availability of water in the near future. Mr.Woodward noted that with
previous projects,DRC has only suggested they install water/sewer services which are ready to
connect to City services.
Planner Olsen noted she would tell the engineer to dimension the phins, show water/sewer
services and mains, and provide grading/drainage on the plans he is submitting.
B. INFORMA-L REVIEW
1. Professional/Office Building Informal#I-9755- (Olsen)
1825 South 11 th Avenue
- An Informal Review for comments and advice on a 7,653 square foot
office building.
Planner Jody Olsen presented the application,noting the major issue is that it exceeds the height
requirement by 21 feet. "
Chairperson Skelton asked if the applicant has enough parking. Planner Olsen noted she couldn't
determine the parking required as the applicant didn't indicate how many tenants; doctors, and
employees there will be.
Concerns of the DRC included not enough parking is shown for the size of the building,the
building is one story too tall,the sidewalks aren't shown properly on South I Ith Avenue and
Kagy Boulevard. Also, curbing and gutter and a waiver for signalization will be required. City

Engineer Craig Brawner noted it would be better to get cash towards the signalization as the
waivers don't work very well.
DRC members also noted waivers for water improvements will be required for water lines for fire
protection as all professional buildings in that area are required to be sprinklered. Water/Sewer
Superintendent Larry Woodward noted there will have to be a capacity analysis completed to
ensure the water capacity is available.
Planner Olsen noted the angled Im.-king is angled the wrong way. Bill Hanson, Taylor Architects,
joined DRC. Jody reA.iewed the issues with the submittal. Mr. Hanson noted the building is
designed for four independent de:nrists with part-time and fill-time employees.
Mr. Hanson asked Planner Olsen to explain how the height of the building is measured,which she
noted is from the slope to the peal-:of the roof. Chairperson Skelton noted there are
infrastructure, sidewalks, and water issues. Mr. Brawner noted the sidewalks have to be shower in
the proper locations and curb and gutter along Kagy Boulevard will be required. Signalization
waivers or some sort of participation will be required along with waivers,or he'd rather see cash,
for improvements to Kagy Boulevard. Mr.Hanson asked when signalization of 11th and Kagy
will occur.Mr. Brawner noted it probably wasn't in the near future. Mr. Hanson was concerned
as street parking is allowed now and probably wouldn't be allowed with signalization.
Chief Building Official Neil Poulsen noted the site is fill-dirt and will need a soil analysis. Mr.
Hanson noted that is why they are showing a basement as they have to remove at least 12 feet of
bad material. He asked about water/sewer in the area. Mr. Brawner discussed his question,
noting it will require looping of the water. Fire Marshal Chuck Winn and Mr. Woodward
discussed the water volume and pressure available. Mr.Hanson asked how long the extension for
required looping would be. Mr. Brawner responded. Mr.Winn asked if the building will be
sprinklered. Mr. Hanson wasn't sure. Mr.Winn discussed the sprinklering and hydrant
requirements.
Mr. Hanson asked if there are any other developments in the area that will be affected.
Chairperson Skelton noted that i%&. Cook's professional office building will be right across the
street, Cowdrey has expressed an interest in development of his lot,and Marks Kagy Crossroads
is also in the works.
Mr. Hanson noted the project is scheduled for construction next spring. Chairperson Skelton
noted the water is the biggest issue. The Variance will be decided by the City Commission. He
suggested expending energy on the water issue:. Mr. Brawner suggested having a discussion with
Mr. Cook on the possibility of joining efforts in getting the water problem corrected. Mr. Hanson
asked if the costs would be covered by an SID. Mr.Brawner discussed the possibilities,noting,
that time-wise, it is faster to privately install the water mains. Discussion followed on the
intentions on the size of water mains to be installed and over what distance, and where the current
main exists. Mr.Hanson asked if they could sign a waiver for an SID for the water
unprovements. Mr. Brawner noted that is the very least that would be required. Mr.Winn noted
that Mr.Hanson can build the building now and sprinkler it. Mr.Hanson noted the owners would
have to be aware that the hammer would fall eventually for water improvements.

Chairperson Skelton suggested discussing the accesses and their appropriateness. Mr. Brawner
noted that this access is much beater that any other suggested thus far for this property.
Planner Olsen noted this would be a CUP application. She noted that a signage proposal should
be included with proposal. Mr. uroodward noted the water line size has to be shown and the
pressure zones are to be indicated.
C. DISCUSSION T ms
1. Barnard Compa.fq, - (Saunders)
701 Gold Avenue
An application to modify a previously approved site plan to add a new
2,000 square foot storage building.
Planner Chris Saunders presented the discussion item,noting it is a re-re-development for a
records storage building. lie noted that one issue is the easement for a 12 inch main through the
property. Fire Marshal Chuck IATfim asked if the bridge will be upgraded for access. Planner
Saunders noted no, however,they have installed a secondary access connecting Gold Avenue and
Pear Street paralleling the Story lvEll Spur. Mr. V`Ann noted the building will have to be
sprinklered. Chief Building Official Neil Poulsen noted the addition sloes have occupancy, even if
it is only occasionally occupied.
Mr. Winn noted he has no comments until he looks at the file for previous requirements.
Discussion followed on the sewer easement and the need for an easement for waiver.
2. Stoneridge MiSub I&II- (Skelton)
West of North 19th,between Durston Road and Baxter Lane
Tom Henesh and Lowell Springer joined the DRC. Senior Planner/Chairperson Dave Skelton
presented the discussion item,noting this is a.pre-application subdivision review that the Planning
Office and D.R.C. members are xequired to give comments on in 15 days. DRC will see this one
more week. The property has been rezoned from R-4 to B-2 and M-1. The biggest issue is the
private street.
Water/Sewer Superintendent Larri Woodward indicated the size of the water main changes by 10
inches depending on what part of the plan one reviews. Mr.Henesh explained the water main
sizes and looping. Discussion followed on the major sewer trunk lines, access location,the street
standard, and curb & gutter.
Dave asked for ;vritten comments next week for recommendation to the applicant to prepare the
preliminary plat. He noted that the minor subdivision Preliminary Plats for phases 1 and 2 will be
submitted within 2 to 3 weeks. City Engineer Craig Brawner noted that no site improvements can
be done until all of the infrastructure is installed. Discussion followed on the requirements of the
improvements to be done. Planner/Chairperson Skelton suggested it 50 foot street with a
boulevard and sidewalk. With private streets proposed that are so narrow,no parking will be
allowed. Mr. Springer noted they don't want to encourage parking along the street. Discussion
ensued on parking, fire lanes,ADA requirements,restriction of parking on narrow private street,
location of utilities, width of the street,the proposed businesses to be located there,the

inaccessibility of the street when.et/er there is tae need far a sewer pumping tnick to be parked
the street.
