TUESDAY, SEPTEMBER 16, 1997

Assistant Planning Director Debbie Arkell called the meeting to order at 10:00 a.m.
A. FINAL WEEK REVIEW
1. Montana Meadows Annexation#A-9707 - (Arkell)
North of Durston Road/West of Cottonwood Road
An Annexation Application to annex a 157 acre tract.
Assistant Planning Director Debbie Arkell noted the applicant has verbally asked that the
application be continued.
2. American Bank Re-Use#R-9713 - (Skelton)
1632 West Main Street
- A Re-Use Application for landscaping and parking modifications for City
Staff comments to be forwarded to the Public Service Director and the Planning
Director.
Assistant Planning Director Debbie Arkell described the application. She noted that DRC doesn't
usually see Re-uses,but Staff felt it should be reviewed by DRC.
James Nickelson reviewed the comments from Engineering,noting they pertain to a joint access
easement, signage, curbing,parking arrangements, dimensions on FSP, storm water drainage and
treatment, drive approaches, waivers, and other site plan requirements. Planner Arkell noted the
comments will be forwarded to the Public Service Director and the Planning Director. Chief
Building Official Neil Poulsen joined DRC
C. INITIAL WEEK REVIEW
1. Montana Meadows MPA&ZMA#P-9740 &#Z-97132 - (Arkell)
North of Durston Road/West of Cottonwood Road
Master Plan Amendment and Zone Map Amendment Applications to
change the Master Plan from Rural Residential to Urban Residential and to rezone
the property R-3 (Residential, Medium Density) and B-1 (Neighborhood
Business). (Materials are included in the submittal book for annexation, MPA, and
ZMA.)
Assistant Planning Director Debbie Arkell noted the applicant has verbally asked to continue
review of this project.
Fire Marshal/Vice-Chairperson Chuck Winn joined DRC.

2. Old Story Mill Variance#C-9721 - (Arkell)
2150 South Story Mill Road
- A Variance Application to allow the installation of an on-site septic system
instead of connecting to City sewer. (1 of 2 week review)
Ed McCrone joined DRC. Assistant Planning Director Debbie Arkell presented the application,
noting the applicant wants to install a third septic system for his property. She noted,in another
application a couple years ago for Jeff and Katherine Ball, a similar variance was denied and the
Ball's were required to extend the sewer main 700 feet and connect to City sewer.
Chief Building Official Neil Poulsen asked Mr. McCrone if he has a potiential lessee. Mr.
McCrone noted that he has the space currently leased, however,the lessee is considering moving
to Belgrade. He noted the lessee utilizes the bathroom in an adjoining building. He indicated on
the plans where the septic system might be located. He noted he plans to connect to City sewer
when it is available.
Vice-Chairperson Chuck Winn asked if he was discussing building C. Mr. McCrone noted he
wasn't,however,he may divide building C as it is so large. He noted other buildings could be
connected to the septic system. Vice Chairperson Winn asked if the sprinkler system was
functional. Mr. McCrone noted it is disconnected. Vice-Chairperson Winn noted that his
department propably couldn't give complete fire protection without a functional sprinkler system
unless, by luck,they could catch the fire in the beginning.
Water/Sewer Superintendent Larry Woodward noted he will want to see the location of the septic
system and the drainfield due to the water lines in the area. W.McCrone noted he has gas mains
to deal with too. Mr. Woodward noted that septic systems and drain fields have to be located
specific distances from water mains.
Planner Arkell noted that if the variance is granted, County Health would have to approve the
plans. She discussed other issues pertaining to vehicles driving over the lines.
B. ONE OF ONE WEEK REVIEW
1. Evangelical Free Church Addition#Z-9004A- (Arkell and Forbes)
Lincoln and South 19th Avenue
A Redevelopment Application for a less than 20%building and parking lot
addition. (The paperwork will be distributed at the meeting.)
Vice-Chairperson Chuck Winn noted he was unaware of any restrictions or agreements made with
the City in regard to infrastructure. He noted that what is there, is satisfactory. However,he will
write a letter to the church stating that no more construction will be allowed until City fire
protection is extended to that area. He noted that the 900 foot plus addition is small and will be
allowed by his department,but absolutely no more expansion until fire hydrants are extended onto
this property.
Mr. Poulsen noted that his department will look at the whole building. They will be requiring a

more complete submittal. Water/Sewer Superintendent Larry Woodward had no comment.
Public Service Director Phill Forbes laid out the original site plan. Discussion followed on the
progression of improvements.
3. State Capitol Employees Credit Union Variance#C-9724 -(Arkell)
8645 Huffine Lane
- A Variance Application to allow the addition of parking spaces by reducing
the front setback by 15 feet and the driving lane to 25 feet. (1 of 2 week review)
Assistant Planning Director Debbie Arkell presented the application,noting the applicant wants to
make the current parking pattern safe for their customers. The customers are parking in the
driving aisle in front of the bank. Planner Arkell presented the plan for the retaining wall. Chief
Building Official Neil Poulsen noted the applicant will need a building permit for the wall. Planner
Arkell reviewed the modifications that have been granted in the parking lot.
Vice-Chairperson Winn noted the hydrant should be shown where the hydrant is required to be,
not where it is currently located. Project Engineer Karen Finke asked if the applicants are aware
of the plans and specs requirements. Planner Arkell noted that Gaston Enineering is their
engineer, and they should know that.
Discussion ensued on the adjoining ditch.
For The Betterment of the DRC
1. Further discussion followed on the Story Mill variance application. Mr. Forbes noted that
there should be a condition to fill in the hole along Story Mill Road. Mr. Poulsen noted the
buildings are not structurally sound or safe. Discussion continued on the temporary occupancy
that has been issued for the recycling business.
2. Further discussion ensued on the State Capitol Employees Credit Union Variance
application. Mr. Forbes noted that future improvements to Fowler Road may damage the
retaining wall. Vice-Chairperson Winn asked if the submitted site plan is official. Planner Arkell
noted it is not. Vice-Chairperson Winn is concerned about the location of the hydrant as shown
on the site plan.
3. Mr. Woodward asked what is Temporary Occupancy. Bin Chang is trying to get one at
University Apartments, and there is a dead end road with no room for trucks to turn around. Mr.
Poulsen noted the way they see it is it allows a use before all improvmeents are in. Discussion
ensued on the emergency access.
4. Planner Arkell noted the Sub Regs are available. Mr. Woodward and Mr. Winn requested
copies. Planner Arkell will provide them with copies.
5. Discussion ensued on the written approval from the Farmers' Canal Company to allow
Clair Dairies to move a ditch-a landmark occasion.

6. Mr. Forbes noted that he and the Planning Director are reviewing a retaining wall along
Kibbey Plaza. Discussion followed on what is being redirected and where. Planner Arkell noted
that the furniture store is going out of business and Montana Motors has brought in a Re-Use
Application to move there.
Mr. Forbes moved,Mr. Poulsen seconded, that the meeting be adjourned. The motion carried
unanimously and the meeting was adjourned at 10:55 a.m.
