HomeMy WebLinkAbout09-09-1997 DRC Minutes DEVELOPMENT REVIEW COMMITTEE TUESDAY, SEPTEMBER 9, 1997 MINUTES Members Present: Larry Woodward, Craig Brawner, Chuck Winn,Neil Poulsen, Dave Skelton, Phill Forbes Staff Present: Karen Finke,Dean Patterson, Debbie Arkell, James Nickelson, Carol Schott Visitors Present: Bob Gilbert, Bruce Erickson, Todd Smith, Brian Tolstedt Vice-Chairperson Chuck Winn called the meeting to order at 10:05 a.m.. A. CONTINUED REVIEW 1. American Bank Drive-Through MiSP/COA#Z-97131 -(Patterson) 32 North Willson Avenue - A Minor Site Plan Application with a Certificate of Appropriateness to allow a new facility with drive-through and walk-up facilities. Bob Gilbert and Bruce Erickson joined DRC. Water/Sewer Superintendent Larry Woodward noted he had no new conditions since last week. Planner Dean Patterson noted that City Staff met with Mr. Gilbert to discuss some of last week's issues. Project Engineer Karen Finke reviewed her conditions,noting that most are standard. Mr. Gilbert noted the applicant will likely contain the storm drainage in an on-site drainage basin. City Engineer Craig Brawner noted the capacity of the retention ponds needs to be check to be sure they won't be overflowing in peak seasons. Ms. Finke noted that condition#5 requires written assurance that snow will be removed from, not stored on,the site, #6 requires a traffic analysis, condition#7 requires the elimination of parking spaces if there is an insufficient line of sight on Mendenhall, and condition#8 requires written assurance, approved by the City Attorney, that the applicant is financially responsible for future street improvements. Mr. Erickson was in agreement with#8 as long as it is concerned with signage, striping, curbing, and/or a median to restrict left turning. In response to Mr. Erickson, Mr. Brawner will do the estimate of costs. Mr. Brawner also noted there will be signage required with this application as proposed. Discussion followed on meeting the ADA requirements for access. Engineer James Nickelson suggested making a delination between the property and the alley. Mr. Gilbert noted there is an existing wall that physically separates the two. Discussion ensued on what improvements will be required. Planner Patterson noted that for the additional plans that show less parking, brought in today, there will be an additional condition for parking spaces to be purchased from the parking commission to meet the parking requirements. Ms. Finke noted, on behalf of Streets/Sanitation Superintendent Roger Sicz, the trash container will be moved to meet the requirements of the City. Development Review Committee N inutes-September 9,1997 1 Water/Sewer Superintendent Larry Woodward asked for the distance from here to there. Karen noted incoming service line is 54 feet from property line. Mr. Woodward noted the shutoff has to be located inside the property line. Planner Patterson noted the pedestrian pathway has to be clearly depicted. Mr. Brawner noted that for the retention ponds the applicant might consider putting in some sort of bottom drain which would flow into an underground gravel bed for drainage, since the runoff is basically from roofs and doesn't contain oils etc. Planner Dave Skelton noted a decision is to be made on the application today. Planner Patterson asked Public Service Director Phill Forbes if his comments from last meeting are still valid. Mr. Forbes noted they are not valid. Planner Skelton moved,Neil seconded,to conditionally approve the application. The motion carried 7-0. Planner Skelton asked to switch the 3rd and 4th items. The request was granted by DRC. B. ONE OF ONE WEEK REVIEW 1. Ohmont Office Modification to MiSP #Z-9723A- (Olsen) 719 West Mendenhall Street - A Modification to an approved Minor Site Plan/Certificate of Appropriateness with Deviations to allow professional office/retail businesses to replace the approved restaurant. Todd Smith joined the DRC. Senior Planner Dave Skelton presented the modification application. Mr. Smith explained his plan to lease the upstairs for the next three years, then return to the DRC for a restaurant use. City Engineer Craig Brawner asked if there was any differential in parking. Mr. Smith noted there might even be a reduction in the required number of parking spaces.. Project Engineer Karen Finke questioned condition#20 with regard to the need of the Streets Department for "No Parking" signage. Planner Skelton noted if there is a need to modify any conditions of DRC,they will be modified. Planner Skelton moved,Neil seconded, to conditionally approve the application for modification of the Minor Site Plan to allow office use.. The motion carried 7-0. D. INITIAL WEEK REVIEW(1 of 2) 1. American Bank Re-Use 4R-9713 - (Skelton) 1632 West Main Street - A Re-Use Application for landscaping and parking modifications for City Staff comments to be forwarded to the Public Service Director and the Planning Director. Bruce Erickson and Bryan Tolstedt joined the DRC. Senior Planner Dave Skelton explained the modifications to be done now and in the future. The application will be an in-house ADR review, however, he'd like comments from DRC. Comments may involve a retention/detention condition for the parking lot. He'd like recommended conditions next week pertaining to parking and Development Review Committee Minutes-September 9,1997 2 landscaping. Mr. Erickson explained the modifications,noting the landscaping is out of date. He's concerned about the landscaping drainage,puddling on the pavement, and the curbs and gutters are not in good repair. He's hoping to develop a face lift for both buildings in the next few months. He's trying to elimnate the raceway between Main and Babcock thru the property. Project Engineer James Nickelson asked about an easement for the use of the storm drain. Planner Skelton noted the parking spaces are larger than typical to the east of the former Petcetra building,and asked why. Mr. Erickson noted that someday there may be covered parking there. Mr. Tolstedt explained the changes that are proposed 1)curb cuts reduced from three to two, and 2)more landscaping in front of one building and in another area. City Engineer Craig Brawner asked if they were curbing the lot between them and the Red Barn. Mr. Erickson stated yes. During the ensuing discussion,Mr.Nickelson asked about the elimination of parking for Beaver Pond Plaza. Planner Skelton noted there is no perpetual parking agreement. Public Service Director Phill Forbes asked if there will be a landscaping curb to prevent drivers from driving into the landscaped areas. Discussion followed on the parking for the adjacent businesses on this property. Mr. Brawner noted there won't be room for parking for the office building to the south after this modification is in. Mr.Erickson noted where there will be a fence of sorts. C. SECOND WEEK REVIEW 1. Assistant Planning Director Debbie Arkell asked the secretary if Morrison-Maierle had been sent an agenda. The secretary noted the agenda was sent out to all on our list. Planner Arkell noted that City Staff had met with the owners from Florida. They want to annex now even though the property is not contiguous, as they think Valley West will be annexed,which would then make this tract contiguous. The owners had noted to Planner Arkell that the sewer could be extended from Valley West and they would be willing to participate in the improvements to Durston Road. The Planning Director had indicated the application is premature due to fire, street, water, and sewer costs yet to be estimated as the property is outside the City growth area. Planner Arkell noted the Planning Office is not supporting the annexation due to the property being outside the Urban Growth Area and outside the Sewer Service Boundary. She explained the sewer proposal by Morrison-Maierle. Final comments will be due from DRC members next week for inclusion in the preliminary annexation report to the City Commission. The DRC could then request further review prior to the preparation of the final report, if desired. Development Review Committee Minutes-September 9,1997 3 For the Betterment of the DRC: Chief Building Official Neil Poulsen asked if the addition to the E-Free Church will be coming before the DRC. Planner Arkell noted that the Director of Public Service and the Planning Director will make that determination. The Fire Marshal and the Chief Building Official requested the application come before DRC. Planner Skelton moved, Mr. Poulsen seconded, that the meeting be adjourned.
