HomeMy WebLinkAbout08-05-1997 DRC Minutes DEVELOPMENT REVIEW COMMITTEE TUESDAY,AUGUST 5, 1997 Members Present: Larry Woodward, Dave Skelton,Phill Forbes Staff Present: Debbie Arkell, Jody Olsen, Mark Braungardt, Chris Saunders, Rick Hixson, James Nickelson, Carol Schott Visitors Present: Jim Kack, Ron Schmidt, Rex Easton, Jim Ullman, Keith Belden, Tom Milleson, Dan Kamp, Herman Chan, Joan Rudberg, Jeff Krogstad, Ryan Smith Chairperson Dave Skelton called the meeting to order at 10:10 a.m. A. FINAL REVIEWS 1. Bridger Greens Townhouses, MaSub Preliminary Plat#P-9734 - (Skelton) 1050 Boylan Road - A Major Subdivision Preliminary Plat Application to allow the subdividing of 2.77 acres into 18 townhouse lots. Keith Belden, Jim Ullman, and Rex Easton joined the DRC. Chairperson/Senior Planner Dave Skelton reviewed the application and Planning Staff s recommended conditions. Water/Sewer Superintendent Lazy Woodward noted his department's recommended conditions were the same as for the preliminary plat as he distributed his comments. Mr. Belden asked about Planner Skelton's condition#6, which requires a certificate on the plat for the Certificate of Director of Administrative Services and change the name on the Certificate of the County Treasurer. Planner Skelton noted he would verify the need for that certificate with the County Treasurer. Project Engineer James Nickelson reviewed the recommended conditions from his department. Mr.Nickelson moved, Mr. Woodward seconded, to recommend conditional approval as per DRC recommended conditions to the Planning Board on August 19 and to City Commission on September 3. The motion carried 5-0. B. SECOND WEEK REVIEWS 1. Kack Lot 9, Evergreen Bus. Park MiSP/COA#Z-97112 - (Arkell) 1701 Evergreen Drive - A Minor Site Plan Application with a Certificate of Appropriateness to allow the construction of a 10,000 sq. ft. Warehouse/office. Jim Kack and Ron Schmidt joined DRC. Chairperson Skelton noted a decision on this application will be made next week. Assistant Planning Director Debbie Arkell reviewed the application noting there were two issue - 1)the number of drive accesses from the private street and 2) semi- truck loading doesn't seem feasible. Mr. Kack explained the planned shift of the loading dock for Development Review Committee Minutes-August 5,1997 1 easier loading. Planner Arkell noted the overhead door and the sewer line problems, and also noting that the creation of an artificial lot will lessen the area to be landscaped. Mr. Kack noted the building would not be sprinklered for fire. Discussion followed on where the sewer stubs are located and the possibility of installing an additional stub for future development. Mr. Woodward noted there is one stub existing. Mr. Schmidt asked about connecting to the existing 2" water line. Mr. Woodward noted it was feasible as the proposed structure is on the same lot. Project Engineer Rick Hixson asked where the drainage from the roof will be retained/detained. Discussion followed on the retention/detention areas and the landscaping thereof. Mr. Hixson asked if there were cleanouts and inside drains. Mr. Woodward noted cleanouts will be required every 50 feet. Mr. Kack noted there would be no floor drains as the building is being planned for an electrical supply company. It was noted that written conditions will be presented next week. 2. Farquharson MiSP/COA#Z-97113 - (Olsen) 2325 Birdie Drive - A Minor Site Plan Application with a Certificate of Appropriateness to allow the construction of one structure for four warehouse/office units. Dan Kamp joined the DRC. Chairperson Skelton noted a decision would be made next week on this application along with a DRB decision. Planner Jody Olsen reviewed the application noting there were no real planning or zoning issues. Public Service Director Phill Forbes asked if the access will be used. Mr. Kamp noted it probably would be used. Mr. Forbes noted it needs further delineation. 3. The Wok MiSP/COA/Dev#Z-97108 - (Braungardt) 319 North 7th Avenue - A Minor Site Plan Application with a Certificate of Appropriateness and a Deviation to allow the construction of a 1,411 sq. ft. addition on the west elevation.and complete parking lot improvements. Tom Milleson, Herman Chan, and Ryan Smith joined the DRC. Chairperson Skelton noted a recommendation would be made to the City Commission next week. Intern Planner Mark Braungardt reviewed the application. Discussion ensued on the need for sprinklering being triggered by the serving of alcohol. W. Milleson noted that the building has been separated into two smaller spaces of less than 5000 sq. ft. each to avoid the need for sprinklering. He continued with an explanation of the drainage into the storm drain. Mr. Chan noted the location of the two storm drains. Mr. Milleson suggested building a swale in the parking lot to channel the drainage to the storm drains. Mr. Chan concurred. Project Planner Rick Hixson asked if there would be curb and gutter around the parking lot. Mr. Development Review Committee Minutes-August 5,1997 2 Milleson noted there was none now,then explained where it was proposed. Chairperson Skelton asked if parking spaces 40 and 41 were on the lot. Mr. Milleson noted they were and the parking lot is paved to the sidewalk. Mr. Hixson noted the condition of the sidewalks along North 7th would be inspected and a condition added if they need to be replaced at this time. Water/Sewer Superintendent Larry noted the fixture count will determine if there is an adequate water supply. Mr. Milleson noted it will be done. Mr. Woodward noted that if an increase in waterline size is necessary, the project would be subject to impact fees. Chairperson Skelton noted written comments are needed next week for a recommendation to City Commission. C. ONE WEEK REVIEW 1. Kagy Crossroads MaSub Pre-Application#P-9736 -(Arkell) Southwest comer of South 19th and Kagy Blvd. A Major Subdivision Pre-Application Application to create a 10 lot subdivision, 9 lots for commercial use and one lot for R-4, High Density Residential,use. Assistant Planning Director Debbie Arkell presented the application,noting that the 15 day review period will be up on Friday, August S,therefore, she needs DRC comments before then. Discussion ensued on the extension of South 20th,which Project Engineer Rick Hixson noted should actually be South 22nd, and the connection of the extension to Research Drive,making 22nd, Research Drive, and the extension a through-street. Planner Arkell noted that a 60 foot access easement was shown between Kagy Boulevard and Remington Way. She and Mr. Hixson concurred that Remington Way is the access to the church and should continue to be. Neither Planner Arkell nor Mr. Hixson felt the easement was a good idea, as it would allow curb cuts within 600 feet of one another on South 19th Avenue. Planner Arkell noted the access between Remington Way and Kagy Boulevard appears to be a driveway, not a street. Discussion followed on the streets/driveways within the property. Mr. Hixson noted the Engineering Department would deny access from South 19th, Planner Arkell discussed the open space area, noting there is no indication if it is to be a park. Mr. Hixson noted the retention/detention area is to be on open space or park land, not on one of the lots as shown. Mr. Hixson noted the plans show a 24 inch water line,however,the new Facilities Plan shows a 12 inch line. He discussed the extension of the 24 inch line to the edge of the planning jurisdictional boundary. The Engineering Department will work out the details of the water needs and calculate any paybacks, impact fee credits, etc., if they are needed. He continued, the Water/Sewer Department will decide which side of the street the water main will be installed. Planner Arkell asked DRC for the standard for construction for Kagy Boulevard. Mr. Hixson Development Review Committee Minutes-August 5,1997 3 noted the road is not depicted in the center of the right-of-way. Mr. Hixson noted the City has the full 90 feet, and full curb and gutter will be required on the north side of Kagy Boulevard. He noted the alignment of the sewer and water has to follow the street and conform to its easement. Discussion followed on easements for Remington Way and Kagy Boulevard. Mr. Woodward noted a sewer easement with an all weather service road will be required. Mr. Hixson suggested installing the two lanes of Kagy on one side of the right-of-way so that when the time comes to add two more lanes,they could be added without tearing up the whole right-of-way. Public Service Director Phill Forbes asked if Research Drive was planned to cut through Lot 10. Chairperson Skelton noted it should go around the edge of the lot. Planner Arkell noted the site plan shows it passing through the lot. Mr. Forbes noted the current application doesn't work for a large neighborhood grocery store and other services in a B-2 district. Mr. Woodward noted that all water/sewer service sizes indicate small buildings. Mr. Forbes noted that a site plan showing a larger area including the existing streets is needed. D. INITIAL WEEK REVIEW 1. Prendergast MiSP #Z-97123 - (Arkell) 107 South Church Avenue - A Minor Site Plan Application to allow the removing of an existing garage and the replacement with a garage/apartment. Assistant Planning Director Debbie Arkell presented the application. Water/Sewer Superintendent Larry Woodward noted the changes he and Mr. Prendergast had discussed. 2. Swan Falls CUP #Z-97126 - (Skelton) 1915 West College Street - A Conditional Use Permit Application to allow a phased 2-building, woodframe, 2-story office complex. Chairperson/Senior Planner Skelton presented the application. He noted Planner Saunders had visited with a party today in regard to doing three phases on this project to allow the development of the Montessori school. Planner Arkell noted the plat for the Minor Subdivision had not been filed. She noted the biggest issue was the sewer main extension. Chairperson/Planner Skelton noted the plans were borderline complete- it barely has the necessary dimensions or the calculations for detention/retention. Discussion ensued on the tracts which were subdivided in the Minor Subdivision. Water/Sewer Superintendent Larry Woodward noted a manhole would be required,however, the sewer may be privately owned by Cowdrey. Discussion followed on the sewer. 3. Kids Clubhouse CUP #Z-97121 - (Olsen) 1612 West Babcock Street - A Conditional Use Permit Application to allow a daycare for 28-35 children in an existing home. Development Review Committee Minutes-August 5,1997 4 Planner Jody Olsen presented the application,noting that two variances have been requested, 1) to leave the parking lot surfaced in gravel, and 2) to allow parking in the side yard. She noted the structure is on City sewer and a well. The owner has indicated plans to connect to City water. Water/Sewer Superintendent Larry Woodward noted they will be required to connect to City water. Planner Olsen noted most of the modifications will be interior. The applicant will need to install a fire exit and a handicapped ramp Public Works Director Phill Forbes asked if the necessary right-of-way has been obtained on this block for Babcock Street. He suggested waivers for curb, gutter, sidewalks, or other street improvements. Planner Olsen noted that parking is adequate. Mr. Woodward noted he'd had a discussion with the owner about installing a fire line, which would require a full pavement cut across Babcock Street, which will be expensive due to all the public utilities located in the street. 4. Sourdough Montessori Preschool CUP #Z-97120 - (Olsen) 4310 Sourdough Road - A Conditional Use Permit Application to allow a pre-school for 20-25 students in an existing home. Planner Jody Olsen presented the application, noting the applicant is proposing a one-way drive into the property and is requesting two variances, 1)to allow the parking lot to remain with a surface of gravel, and 2)to allow more signage than allowed by code. She noted the property is on City water and septic, and drainage plans have not been submitted pending the decision on the gravel surfaced parking lot. 5. Reid ZMA#Z-97114 - (Saunders) 310 Ice Pond Road - A Zone Map Amendment Application to amend the zoning designation on a 6.978 acre tract of land from R-S, Rural Residential Density, District to R-3, Residential Medium Density,District. Planner Chris Saunders presented the application. Chairperson Skelton noted that access to the property is an issue. Planner Saunders noted the applicant wants to change the zoning which would enable him to determine what can be built there and then address the access and sewer issues. He noted the Ice House would be removed in a short time frame. Chairperson Skelton noted the DRC will identify the main concerns and let the applicant address them. He noted several of the applicant's neighbors have called him with concerns. Project Engineer Rick Hixson noted that the sewer in that area is at capacity. Planner Saunders noted that when they come in for subdivision, a condition would be that they repair/replace sewer mains to block out the water infiltration that is occurring there to create capacity for his development.
