The meeting was called to order by Vice-Chairperson Chuck Winn at 10:00 a.m..
A. FINAL REVIEWS
1. Gateway Limited Partners MPA and ZMA#P-9722, #Z-9742 - (Skelton)
5000 Block of Durston Road
- A Master Plan Amendment Application and a Zone Map Amendment
Application to amend the Master Plan to allow a change in land use from County
Zoning District#1 to Urban Residential Infill and to amend the Zone Map to
initially zone the property R-2A,both on a 148.05 acre tract of land.
Walt Wolf, Keith Belden, and Joe Sabol joined DRC. In the absence of Senior Planner Dave
Skelton,Assistant Planning Director Debbie Arkell reviewed the application and the Planning
Department's comments. She noted that the Planning Staff is supporting the application. She
asked that any additional conditions be sent immediately to Planner Skelton.
Water/Sewer Superintendent Larry Woodward noted his comments were submitted with
annexation review comments.
2. XL Partnership ZMA#Z-9743 - (Patterson)
5000 Block of Durston Road
- A Zone Map Amendment Application to amend the zoning designation on
approximately 160 acres of land from A-S (Agriculture Suburban)to R-3
(Residential, Medium Density).
Joe Sabol joined DRC. Planner Dean Patterson reviewed the application noting that he would
like any comments to forward to the City Commission. Project Engineer Karen Finke noted that
she had no comments on this application,but she would have comments for next week's
annexation final review. Water/Sewer Superintendent Larry Woodward noted that his comments
will be provided with the annexation application review.

B. FIRST WEEK OF TWO WEEK FINAL REVIEWS
1. XL Limited Partnership Annexation#A-9705 -(Patterson)
North of Oak Street, West of North 27th Avenue, South of Baxter Lane
An Annexation Application to annex approximately 160 acres. (Final
review)
Joe Sabol joined the DRC. Planner Dean Patterson distributed the preliminary Staff Report for
XL Partnership. He asked each to department to proofread the document to be sure that the
department's comments have been presented accurately. Planner Patterson noted that easements
for all streets have to be finalized, including a possible connector easement for Mid-Section Road.
Discussion followed on the Far West Trunk sewer easement location and the actual size of the
power line . Mr. Sabol noted that he had sent the description of the power line to the Planning
Office.

- An Annexation Application to annex approximately 148 acres. (Final
review)
Joe Sabol, Keith Belden, and Jack Schunke joined DRC. In Senior Planner Dave Skelton's
absence, Assistant Planning Director Debbie Arkell reviewed the application and the easements
needed.
C. FIRST WEEK REVIEWS
l. Harrington MaSP/COA#Z-9782 - (Arkell)
32550 East Frontage Road
- A Major Site Plan with a Certificate of Appropriateness Application to
allow a beverage distribution warehouse.
Rob Bukvich, Montana Department of Transportation, joined DRC. Assistant Planning Director
Debbie Arkell reviewed application. It was noted that there are two Virginia Way street names in
the City.
Mr. Bukvich noted that Harringtons and Gansers have a joint access. Planner Arkell indicated the
joint access is not required on the subdivision plat as originally thought. Discussion of fire
hydrant locations, changing the name of Virginia Way(one of them),requirements for on-site
hydrants or sprinklering or both, sewer at near-capacity, the need for an SID for sewer upgrade,
and waivers for street improvements.
2. McGough Subdivision Variance#P-9731 -(Arkell)
2715 West Babcock
- A Subdivision Variance Application to allow the placement of double-wide
manufactured homes with attached garages, which requires setback variances.
Assistant Planning Director Debbie Arkell reviewed the application,noting that the lot lines are
proposed to vary to allow the installation of manufactured double wides with garages. The
applicant wants a variance to allow the structures to follow the same setbacks as for a site built

house.
Water/Sewer Superintendent Larry Woodward noted that there are utility easements across the
back of each lot on both sides and the applicant is proposing to build two feet over the easements.
Discussion followed on the locations of water, sewer, and meter pits.
Planner Arkell noted this is a first of a two week review.
3. Ganser Concept PUD #Z-9783 - (Olsen)
32404 East Frontage Road
- A Concept Planned Unit Development Application for comments and
advice on the development of a"settlement"-type subdivision.
Planner Jody Olsen presented the application. Assistant Planning Director Debbie Arkell noted
the applicant may be short on parking. Mr. Bukvich of Montana Department of Transportation
noted the need for a traffic impact study.
Planner Arkell noted the project will be phased. She continued that all PUD's are required to have
35% open space in addition to the yard setbacks.
Water/Sewer Superintendent Larry Woodward noted there may not be sewer capacity farther
down the line to handle this size development or a looped water system. He noted the only way
to provide looped water would be with meter pits and private fire hydrants. He noted that the
wastewater lift station currently may be overloaded and it wasn't sized for a use this intense.
Mr. Woodward and Project Engineer Rick Hixson noted a utilities design report will be required
for the PUD submittal.
City Engineer Craig Brawner joined DRC and noted that the water can be looped through the
development. Mr. Woodward noted that looping wouldn't solve the dead end that exists. Mr.
Brawner noted a concern with the turning radii in the interior of the settlement and with parking.
Planner Arkell asked Mr. Bukvich if the two accesses from Highway 10 will remain. He noted
that they would probably remain,however,they may be relocated.
DRC members noted that a storm water drainage plan and a wastewater capacities report will be
required with the PUD submittal.
Mr. Poulsen moved, Mr. Sicz seconded, that the meeting be adjourned. The motion carried
unanimously and the meeting was'adjourned at 11:05.
