HomeMy WebLinkAbout03-18-1997 DRC Minutes DEVELOPMENT REVIEW COMMITTEE TUESDAY,MARCH 18, 1997 Members Present: Karen Finke, Jody Olsen, Larry Woodward,Neil Poulsen Staff Present: Carol Schott Visitors Present: Tom Milleson, Jerry Taylor, Sid Gustafson, Gene Michelio, Joan Rudberg, Terry Thielbild Chairperson pro tem. Jody Olsen called the meeting to order at 10:00 a.m. B. SECOND WEEK REVIEWS 1. Bozeman Vet Clinic CUP #Z-9717 - (Olsen) 918 South Church Avenue - A Conditional Use Permit Application to allow an existing single family residence to be converted for use as an outpatient veterinary clinic. Sid Gustafson joined the DRC. Chairperson pro tem. Olsen introduced and reviewed the application. She reviewed the conditions from the Planning Office. Project Engineer Karen Finke noted that her department has no comments other than the details of the well, septic, and storm water/snow storage are to be shown on the plans. Sewer/Water Superintendent Larry Woodward noted that the ceiling height may be an issue. Chief Building Official Neil Poulsen noted that his department usually wouldn't look at the ceiling height until the time for Plans Check. However he noted that in most instances ceilings in commercial buildings have to be Tin height. Neither had further comment. Chairperson pro tem. Olsen noted that formal comments are due next week for this application. She asked Mr. Gustafson for a landscape identification legend. C. FIRST WEEK REVIEW 1. Hound City Cafe#Z-9723 - (Olsen) 719 W. Mendenhall - A Minor Site Plan and a Certificate of Appropriateness with Deviations to allow the conversion of a residential use to a restaurant use. Chairperson pro tem. Olsen introduced and reviewed the application. She noted that there requests for 4 deviations. Discussion followed on a sewer easement along the north property line which would allow Dairy Queen to connect with the sewer/water on that side rather than across the street. Chairperson pro tem. Olsen noted that it may be a fair trade-off for the applicants to give the easement for the granting of the deviations requested. Chief Building Official Poulsen noted that the continued use of the basement apartment will require one-hour fire protection between the two floors. Water/Sewer Superintendent Larry Development Review Committee-March 18,1997 1 Woodward noted that a back flow prevention device will be required. Discussion followed on the location of water and sewer and parking off the alley. Mr. Woodward noted that the City would save money if the sewer were to be installed straight across the property rather than through the alley right-of-way as it is shorter. He also noted that they will need a grease trap. Mr. Poulsen noted that a ventilation system may also be needed. Mr. Woodward asked if the parking lot, on plan page 3 where the car is parked off 8th, will have any change in the slope of the curb and gutter. Chairperson pro tem. Olsen noted that this application will be seen for two more weeks. D. INFORMAL REVIEW 1. Bozeman Personal Care#I-9716 - (Olsen) Unfinished portion of Oak Street just east of the Gallatin County Rest Home An Informal Review to provide the applicant information on the proposal. Summary notes for file. Tom Milleson, Jerry Taylor, and Terry Thielbild joined DRC. Chairperson pro tem. Olsen located the property. Mr. Milleson inquired if a driveway of that length is possible. Project Engineer Karen Finke suggested that the applicant and his clients come back next week when more of the DRC is expected to be present. Chairperson pro tem. Olsen noted that Juniper Street is planned, in the Master Plan Amendment just adopted,to go through from N. 7th Street to N.19th Street. Mr. Milleson asked if they can assume that Juniper will come straight off N. 7th to N. 19th. Mr. Taylor asked what the time frame was for the extension of Juniper. Mr.Milleson asked if it would happen in the near future. Chairperson pro tem. Olsen noted that the City would ask for the standard easement across the property. Mr. Woodward noted that a problem would be that they need a looped water main that services both lots, fire sprinklering, and on-site fire hydrants. Mr. Milleson noted that they plan to retain the rest of the property for expansion. If they build on the north end of the lot,there would be no access to the south end of the lot. Chairperson pro tern. Olsen noted that the site layout is good. Mr. Taylor noted that sewer service is already there and water service is very close by. Discussion followed on the dead end water main that currently exists. Mr. Taylor noted that if Juniper is going to be developed,this project is dead. Discussion followed on the problems with the lot. Mr. Woodward noted that the fire department usually requires a secondary access. Mr. Thielbild asked what impact the development of Juniper to the development of the land to the east of this property. Discussion ensued on the meaning of the Master Plan and how it applies to this project. Mr. Milleson asked if there could be a different street that would be extended. He continued that the major stumbling block may the construction of the extension of Juniper. Chairperson pro tem. Olsen noted that the project can be heard again next week. She will check on the answers to the questions the applicants have asked. Discussion followed on curving the road to fit the curve of the property and street extensions planned for that area. Development Review Committee-March 18,1997 2 A. DISCUSSION ITEM 1. Comment regarding meeting format Chairperson pro tem. Olsen asked the secretary to elaborate on this item. Secretary Schott noted that Commissioner Stiff had noted in the Commission minutes that the audience has a difficult time following the project and hearing the discussion at DRC meetings. Commissioner Rudberg noted that until the City Commission bites the bullet and provides a regular conference room with space for meetings such as this, this is the best we can do.
