Chairperson Dave Skelton called the meeting to order at 10:10 a.m. He noted a need to revise
the agenda by inserting the one week review and the two informal reviews ahead of the two
Costco applications and that the Costco representatives had agreed to the change, which allowed
more time for discussion of their applications.
A. DISCUSSION ITEM
1. Comment regarding meeting format
Due to the length of the agenda this item was continued until the next meeting.
B. FINAL WEEK REVIEWS
1. Midwest Industries MaSP/COA/Dev#Z-9709 - (Skelton)
2320 North 7th Avenue
- A Major Site Plan/Certificate of Appropriateness Application with a
deviation to allow an 11,468 sq. ft. shop addition and a 2,100 sq. ft. office addition
to the existing C.M.U. facility, and related site improvements.
Chuck Westlake and Douglas Westlake joined DRC. Planner Dave Skelton reviewed the project
and noted that the DRC is to make a formal recommendation today to the Planning Board and
City Commission. He reviewed the changes made in the site plan to accommodate the DRB,
namely the elimination of the parking spaces at the northwest corner of the property,the addition
of landscaping in the northwest corner of the property, the elimination of the landscape island at
the front of the building along N. 7th Avenue, and the permitting of a two-way driving aisle
between the front of the building and N. 7th Avenue.
Project Engineer Rick Hixson reviewed his conditions (all memo's are on file in the Planning
Office). He noted that for condition#5 - a typical section of the sidewalk is to be provided and
any deviation from the City standard reviewed and approved by the City Engineer. For condition
#6 - a typical section for the crushed gravel base to be placed under all portions of the proposed
concrete curbing is to be provided. He noted that the rest of his conditions are standard.
Planner Skelton reviewed his conditions. Other than screening being required for any outdoor
storage (condition#4), his conditions are standard.

MOTION: Mr. Hixson moved, Mr. Winn seconded, that the DRC recommend conditional
approval to the Planning Board and the City Commission as per the conditions outlined in the
memos of the DRC.
2. West Babcock Trailer Court MaSub Pre-Application#P-9711 - (Saunders)
2700 Block of West Babcock Street
- A Major Subdivision Pre-Application Application to allow the subdivision
of 20.154 acres into 92 manufactured home lots.
Ray Center and Gene Cook joined the DRC. Planner Chris Saunders reviewed the application
and his conditions(all conditions are on file at the Planning Office). Discussion followed on
conditions #2,#5, and#13. Planner Saunders asked Mr. Center to reference the mobile home
spaces by lots and blocks. Mr. Center noted that it is easier for the trailer court to keep track of
the spaces in numerical order.
Project Engineer Rick Hixson reviewed his conditions. He noted that most are standard
comments. Mr. Brawner noted that there are two dead end streets and turn around areas are
needed on both of them. Discussion ensued on both streets. It was noted that the applicant
should talk to Streets/Sanitation Superintendent Roger Sicz about the type of turn around needed
for garbage collection.
Chief Building Official Neil Poulsen inquired about the electrical services to the site. Mr. Cook
noted that each lot will have separate meters.
Planner Saunders noted that the Planning Office needs written approvals from U.S. West, TCI,
and MT Power. Mr. Forbes noted that there is a real sewer capacity problem in this area. Mr.
Cook noted that when they gave the easement to the Mall for the sewer main to go through, he
was given assurances that there would be capacity for them to be able to connect their sewer line
to the Main Mall line. Planner Saunders noted that Project Engineer Karen Finke has made some
calculations and the applicants should meet with her to discuss them.
3. Cape France ZMA#Z-9710 - (Saunders)
Straddles N. 19th, S. of Baxter
- A Zone Map Amendment Application to amend the zoning designation on
a 32.69 acre tract of land from R-3 to a combination of M-1 and B-2 zoning.
Lowell Springer and Don Cape, Sr.,joined the DRC. Chairperson Skelton note that no formal
recommendation was needed for this application, only comments to Chris to help with the Staff
Report. Planner Saunders reviewed the application.
Mr. Springer noted that the applicant will be in shortly with his concept of the water line location.
He also noted that it will be built with private funding and will connect Oak Street with Durston
Road.
C. FIRST WEEK REVIEW
1. Bozeman Vet Clinic CUP#Z-9717 - (Olsen)

- A Conditional Use Permit Application to allow an existing single family
residence to operate as an outpatient veterinary clinic.
Planner Jody Olsen gave an overview of the project. She noted that the applicant will be required
to give the right-of-way for Sourdough Road. Mr. Forbes noted that the City would like to clear
up the property line being on the center line of the roadway. Planner Olsen noted that there are
two more weeks to review this application before it proceeds to the Planning Board and then to
City Commission.
D. INFORMAL REVIEW

An Informal Review on a Minor Site Plan with a Certificate of
Appropriateness Revisions Application to get advice and direction.

2. Humane Society #I-9715 - (Skelton)
2125 N.Rouse Avenue
- An Informal Review for advice on water requirements.
Summary of notes:
Sam Rotellini joined the DRC. Chairperson Skelton asked him to review the project. Mr.
Rotellini noted that they currently have city sewer and a well. He continued that they want to
connect to City water. The question is where will they be required to connect. He noted that
they plan to continue using the well for power spraying for the most part. He stated that the need
for City water was for the sprinkler system for the proposed building. Mr. Forbes asked about the
size of the building. Mr.Rotellini noted that most of the building will be for animal kennels. Only
4,000+ sq. ft. Will be used for office space and examining rooms. Mr. Poulsen noted that they
may not need a sprinklering system. Discussion followed on water, looping, and location of
mains. Mr. Rotellini noted that the well water is not potable. Mr. Woodward noted that a
separate system would have to be installed. Mr. Forbes noted that he should visit with Fire
Marshall Winn. Mr. Woodward noted they will have to loop the water. Mr. Forbes noted that
the City doesn't want them to build over the water/sewer infrastructure.
E. FOURTH AND FINAL WEEK
4. Costco MaSP#Z-9708 - (Patterson)
On the south side of East Valley Center Road, and approximately 1,000 feet west
of the intersection of N. 19th and East Valley Center Road
A Major Site Plan Application to allow the construction of a 123,745 sq.
Retail structure with a tire sales-and-installation center, and related site
improvements.

West of N. 19th Avenue, between the Valley Center Road and Baxter Lane
intersections
A Minor Subdivision Application to allow the subdivision of 148.44 acres
into 3 lots.
Jerry Gaston, Jack Frank, Walter Kaczinski, and Dave Jarrett, all representing Costco,joined the
DRC. Also joining DRC was Lynn Zanto of MDOT. Planner Patterson distributed a diagram
depicting the application scheduling for the project. Chairperson Skelton noted that there are
other reviews that need to be completed to get this project done on the schedule that Costco
desires.
City Engineer Craig Brawner reviewed his conditions for the MiSub (All memos referring to
conditions for the Graf 3-Lot MiSub and Costco MaSP are on file in the Planning Office).
Discussion ensued on methods of getting water to the Costco property, water main sizes, water
looping, and street improvements. Mr. Gaston asked for clarification on the road serving the
three lot minor subdivision. Mr. Brawner noted that the road is to be constructed according to
standard. Discussion followed on sidewalk and pedestrian facility requirements. Mr. Brawner
added condition#3 to the street improvements for the subdivision, "Recommend a minimum
private street width of 30'back-of-curb to back-of-curb."
Mr. Brawner then reviewed the conditions for the MaSP application. He noted that the street
improvements condition on the MaSp memo is to be stricken as it is a condition of subdivision.
Project Engineer Karen Finke reviewed her conditions for the MiSub. She noted there may be
additional waivers of right to protest SID's. She also highlighted the last sentence in condition
#14. Discussion ensued as to which sewer main they would be connecting. She then continued
with the conditions for the MaSP. She noted that most were standard conditions. Public Service
Director Phill Forbes noted that there are alternate means for traffic control in the interim until the
traffic signal can be installed. Mr. Frank inquired about how to get the traffic signal on the CIP
list. Planner Patterson noted that he should contact Planner Chris Saunders.
Mr. Forbes reviewed his conditions(on file in the Planning Office). He noted that his condition
for connection to City water differs slightly from Mr. Brawner's and will get final wording to
Planner Patterson after meeting with Mr. Brawner. He noted that Costco must connect to City
water as soon as possible and break the connection with the wells.
Ms. Zanto reviewed MDOT's conditions (on file in the Planning Office).
Photocopies of the memos from MDOT, Fire Marshall Chuck Winn, and Mr. Forbes were copied
and distributed. Planner Patterson noted that Mr. Winn had given him changes in the Fire
Department's conditions from the memo.
Mr. Frank noted that he has a concern with the turn around time for approvals from the State.
Ms. Zanto noted that it usually takes two weeks for a project to be reviewed. However, she
noted that Mr. Frank could contact Carl Peil,the MDOT engineer for this project.

Planner Patterson reviewed the conditions from the Planning Department for the MiSub. He
noted that some of the conditions relate to the ZMA and the Annexation applications. If those
applications are not approved, this subdivision is void. Discussion followed on the stream
setbacks and the meandering of the stream in condition#8. The wording for the conditions
relative to easements and trails needs to be refined. Condition#16 -Add"A digital copy shall be
submitted containing all required appropriately worded certificates." Discussion ensued on the
correctness of the word "setback"in the third sentence of condition#23.
Planner Patterson reviewed the conditions for the Costco MaSP. Conditions #145 tie to the
ZMA and Annexation applications being approved. If not approved,the subdivision is void.
Condition#9 will be reworded after Planner Patterson discusses it both DEQ or DNRC.
Mr. Frank asked about the difference in applying for a building permit and having the final site
plan approved. Chairperson Skelton noted that usually building permits are not issued until a FSP
has been received and approved. Discussion followed on how the timing will mesh on the
concurrent applications and the building permit application.
Planner Patterson continued with the review of conditions. Discussion ensued on the signage.
Chairperson Skelton reviewed conditions in relation to the N. 19th Avenue/Oak Street Entryway
Corridor Master Plan Amendment. Mr. Gaston asked that Chairperson Skelton discuss the last
three conditions. Chairperson Skelton recommended that Mr. Gaston meet with the Recreation
Board which meets once a month to discuss the trail location. Discussion followed on the trail on
the north end of the property.
Planner Patterson inquired about the location of the utility easement following the stream
corridor. Chairperson Skelton noted that would be appropriate as long as the utility easement
were not inside the stream easement. Planner Patterson asked Water/Sewer Superintendent Larry
Woodward about the open-space easement being located on top of the utility easement. Mr.
Woodward noted that will have to be rectified as it is not permissible.
MOTION: Planner Patterson moved, Mr. Forbes seconded, that the application for MiSub be
forwarded to the Planning Board and City Commission with a recommendation for conditional
approval, with the conditions modified to combine similar conditions and to clarify and coordinate
all conditions of the City Departments. Motion carried 5 - 0.

Chairperson Skelton thanked the group for working together and making the Costco and related
applications come closer to reality.
