Chairperson Dave Skelton called the meeting to order at 10:00 a.m. He noted there are three
initial week reviews and two informal reviews.
A. INITIAL WEEK REVIEW
1. Boodles Restaurant CUP#Z-96100-(Arkell)
215 East Main Street
- A Conditional Use Permit Application to allow the restaurant to serve
alcoholic beverages.
Planner Debbie Arkell explained the application,noted that this will be a two week review due to
the holidays, and noted the review criteria to be used and applicable sections of the Bozeman
Municipal Code.
Al Scholes of the Fire Department noted that a requirement will be to sprinkler the basement.
Water/Sewer Superintendent Larry Woodward noted that the water line will have to be brought
up to standards. He asked Neil Poulsen if grease traps will be required in the basement. Mr.
Poulsen noted grease traps are required by local ordinance, however, the plumbing code only
instructs how to install them.
Chairperson Skelton noted that written comments are needed next week from each department.

2. Aaker/Payne/Scenic Developers Master Plan Amendment#P-9653 -
(Saunders)
West of South 19th Avenue between Lincoln Road and Stucky Road
A Master Plan Amendment Application to allow a change in land use
designation on 120.37 acres from Urban Residential to 56.33 acres of Commercial
with 64.04 acres remaining Urban Residential.
Mr. Payne and Mr. Marks joined DRC. Planner Chris Saunders explained the application. City
Engineer Craig Brawner joined DRC. Planner Saunders noted the differences between the MPA
and the ZMA. He continued that extensions of Kagy Blvd. and Remington Way will be needed
before development occurs. He noted the current locations of sewer and water mains and where
extensions will be needed. He concluded that he needs written comments from the departments
next week.
Mr. Brawner inquired about the sewer capacity report that should have been with the application.
Mr. Marks explained that the sewer capacity report is part of the annexation application and,
therefore, wasn't included with this application. Mr. Brawner noted that the South 19th sewer
system is Master Planned to serve the area cast of South 19th. The area west of South 19th is to
be served by the main to the west. Discussion ensued on the easements that would be necessary
from MSU for a sewer tie-in with its line and other alternatives.

3. Gibson Guitar Addition MaSP #Z-9699 - (Skelton)
1894 Orville Way
- A Major Site Plan Application to allow a 9,100 square foot addition to the
existing facility and parking lot expansion.
Planner/Chairperson Dave Skelton explained the application. He noted that Orville Way has been
paved to the County standard of 24' wide to the east end of the cul-de-sac. He continued that
waivers for SID's for sidewalks and curb/gutters will be required. He noted that the applicant has
also applied to vacate the cul-de-sac, however, Fire Marshall Chuck Winn noted in a memo that
he is concerned about vacating it as emergency vehicles would have problems turning around
without it.
Mr. Brawner noted that cul-de-sacs on dead-end streets are also necessary as snowplow
turnarounds. He continued that his department is not in favor of vacating the cul-de-sac.
Discussion ensued on the existing building being sprinklered, what will be required for fire
protection in the addition, and the ownership of the two adjacent properties by the applicant.
Planner Skelton noted that DRC will have two more weeks to review this application,

l. University Square Shopping Center Office Building- (Arkell_
West Main Street and South 23rd Street
An Informal Review for comment on a proposed 5,400+ sq. ft. office
building.
Planner Debbie Arkell reviewed the proposal. She inquired of Secretary Schott if Prugh and
Lenon had been invited to the meeting. Ms. Schott noted that an agenda had been sent. DRC
offered comments. Mr. Cliff Chisholm of Prugh and Lenon and Mr. Mark Chandler arrived after
the discussion had ended.

B. INFORMAL REVIEW
2. Jennifer and Todd Smith -Restaurant proposal -(Skelton)
719 West Mendenhall
- An Informal Review for comment on a proposed conversion of an existing
residence to a commercial restaurant.
Planner Dave Skelton reviewed the proposal. Mr. Todd Smith joined DRC. DRC offered
comments.
C. DISCUSSION ITEM
1. Bin Chang's apartment complex being changed to townhouses.
Discussion ensued on what has been approved and what will be required to change the application
from apartments to townhouses.
2. Old Champion Auto Building
Larry Woodward inquired as to why this second application for the bakery wasn't coming
through DRC. Neil Poulsen noted that the first application was in a residential district and this
application is in a business district. Discussion ensued on the sewer/water service locations and
sizes.
There being no further business, Chairperson Skelton adjourned the meeting.
