MINUTES
ITEM 1. CALL TO ORDER AND ATTENDANCE
Acting Chairperson,Jim Raznoff, called the meeting to order at 3:35 p.m, and Jennifer Willems,
the Recording Secretary,noted the attendance.

ITEM 2. PROJECT REVIEW
A. Dunbar and Frazier Terrace Buildings MaSP/COA/DEV-#Z-01216- (Caroline)
450 East Main Street&25 South Church Avenue
�k A Major Site Plan and Certificate of Appropriateness Application with
Deviations to allow the demolition of the existing building and the
subsequent construction of a 13,640 square feet,two-story,retail/office building,
a 23 space parking structure with 6 condominium units above, and
enhancements to an existing parking lot.
Due to lack of quorum,the first agenda item had to be rescheduled for a special meeting on
Tuesday,November 19, 2001.

ITEM 3. INFORMAL REVIEW
A. Home Depot Informal Review-#I-0143—(Caroline)
North 19th Avenue
�k An Informal Application for advice and comment to construct a 94,000
square foot Horne Depot store.
Planner Caroline reviewed the proposal noting it is part of the Stone Ridge PUD and will have to
meet all of the requirements of the PUD. She reviewed the location of the building on the lot and
the pads for future development. She noted the project had been through DRC. She reviewed
the revised elevations.
Mr. Dave Kautz stated that the DRC noted the need for a more creative area for the employees,
and concerns about the landscaping on the islands and the perimeter of the store.
Mr. Springer stated that the whole subdivision has allowed for 40% of open space, wetlands and
trails, noting setbacks and landscaping requirements will still be met. He noted the 50' setback
along North 19th Avenue will be landscaped and a major pedestrian break in the large parking
area will be implemented to break up the parking. Mr. Springer explained where the open space
and pedestrian corridors will be located. He showed areas on the building for relief and noted
there will be a covered pedestrian area along the front, east fagade. Mr. Kautz stated they have
scaled the size of the building back by 20%.
Planner Caroline stated the DRB would like to see where the building would be located in
reference to the surrounding areas, existing buildings, Bridger Peaks Town Center, etc, during
formal review.
Mr. Glenn asked why they changed locations. Mr. Kautz stated it was mainly because of MDT
issues. Mr. Springer stated the improvements would have cost millions and taken over two
years to complete.
Mr. Springer stated they have preliminary approval for commercial use on the lot, on a regional
scale. A Convention Center/Hotel,was discussed during Preliminary PUD Application.
Planner Caroline stated Home Depot is Phase IV of The Stoneridge PUD and the applicant
needed to submit a MaSP/COA. Planner Caroline presented the Stoneridge,phased layout.
Mr. Springer explained the phases of Stoneridge. Planner Skelton stated there will be future
ZMA and Master Plan Amendments,noting that DRB needed to look for a unified plan.
Mr. Springer stated that the back of the building is a major function of the building for trucks,
loading, and unloading. Mr. Kautz stated there will be a customer pick up area with a canopy,
along the east elevation. He stated they did not want the customers in the back of the building.
Mr. Raznoff stated he would like to see the building oriented more towards 19'h Avenue.

Mr. Kautz stated they need a parking area that will function for the customers,re-orienting the
parking would make entering the building unsafe. Pedestrians would be mixed with vehicles
loading and un-loading.
Planner Caroline stated there was talk about lighting and noted the applicants had to submit a
lighting plan,which show average foot candles. She stated parking behind the building was
discussed. The two accesses off of 19"Avenue were discussed. She noted Craig Brawner was
concerned with southbound traffic stacking, and stated there was discussion about a decal or slip
lane on 19t"Avenue. Planner Caroline stated the primary access will come from Tschache Lane
which will need to be signalized, making it the primary access. She stated that the light would
have to be up and running before the applicant could gain occupancy.
Planner Caroline stated that Tschache Lane would have to be paved. She noted outdoor
amenities for the employees would need to be implemented.
Planner Caroline noted the landscaping plan needed to be incorporated with the landscaping. She
stated that the Engineering Department wanted a traffic analysis done for the right-turn in and the
right-turn out for southbound on 19t"Avenue.
Planner Caroline noted they looked at scheduling and Home Depot hoped to open December
2002. She stated the dedicated right-of-way for Tschache Lane needed to be clarified. Water and
sewer issues were discussed. Planner Caroline noted that the project would be going before City
Commission as an informal meeting on November 26, 2001.
Ms. Wills stated the type of entrance off of North 19t"Avenue for Target creates congestion.
Planner Caroline stated there is a center turning lane. Mr. Kautz stated they have no problem
with having a right-turn in and right-turn out only. Planner Caroline stated there is no entrance or
exit off of Baxter Lane. Mr. Springer explained the location of the entrance near the Chamber of
Commerce, lining up with the proposed ingress/egress from 19t" Avenue. Planner Caroline
stated there will probably be a pork-chop implemented for that access.
Mr. Springer explained the sidewalk/trail combination in the 50' set back along North 19t"
Avenue. He stated there will be a greater connection for pedestrian access. Ms. Wills stated the
pedestrian/pathway leads right into the customer pickup lane, and noted the customers will have
to avoid the vehicles waiting for pick-up, in order to enter the building.
Mr. Springer stated this prototype building is being developed for Durango right now and they
have implemented ideas into this prototype.
Ms. Wills stated that signage will be a concern. She asked if the material behind the sign is
wood. Mr. Springer stated it is and explained its location. He showed on the elevations where
the wood part of the signage would be located.
Ms. Wills asked what kinds of lights would be implemented. Planner Caroline stated they have
asked the applicant to do a point by point polar distribution diagram.

Mr. Springer stated that with staff they have picked a light which will be used on all exterior
lighting within The Stoneridge PUD, and would be implemented on Home Depot site.
Ms. Wills asked about the loading bays. Mr. Springer explained that there are retaining walls.
Ms. Wills asked if the docks could be blended in more with the elevations with the type of
material, maybe Iike the river rock proposed. Ms. Wills asked what the color was of the metal
materials. Mr. Lee stated they had not done a color material palette yet.
Ms. Wills asked about the height of the top of the pilasters/columns, in relation to the entry
doors. She stated the scale appeared large. Mr. Glenn stated it was scaled to the automobile.
Mr. Springer noted the height is 11 or 12 feet to the top of the stone column. He noted the entry
doors are 7 feet. Ms. Wills stated it would be nice to see brick,noting she was not a fan of the
river rock and suggested it looked fake on larger buildings. Mr. Glenn suggested that brick is no
longer a local material, to Montana.
Mr. Glenn stated that staff needed to go through the guidelines of the Prelimary Plat for
Stoneridge and apply it to the project. He stated in general the project is a big box store on the
strip and could be improved in a lot of ways. He stated the project is a template and there is very
little that can be done to improve the relationship of the building to the streets. Mr. Glenn
explained his thoughts on the big areas of parking. He noted that Bridger Peaks could be looked
at on how to improve the project,with pedestrian scaled walkways, landscaped planters,benches,
etc.
Mr. Glenn stated that the primary view is to the north and east elevations and noted and the steel
fencing would not be much to look at. He suggested an architectural expression to the north
elevation. Mr. Springer stated that in the spring time there will be a lot of trees and plants in that
area. Mr. Kautz stated that the area is seasonal and will have Christmas trees and then spring
plantings.
Mr. Glenn stated more expression needed to be implemented to the north elevation with an
outdoor patio type area to front the north side of the building. He stated right now there is
primary parking in front of the fence. Mr. Springer explained the possibility of the future
development to the north suggesting it will screen the parking lot of Home Depot.
Mr. Glenn reviewed parking requirements and questioned the project because of the
requirements. Mr. Glenn stated pedestrian activity within the lot is important. He reviewed
requirements of the PUD. He stated that generally there is no pedestrianized link. Mr. Springer
suggested shifting the walk areas in the parking lot. Mr. Raznoff stated the central pedestrian
pathway does not line up with the front doors.
Mr. Springer explained where the front doors are. Mr. Kautz explained the entrance and pickup
lane, noting they had no problem with restricting this area, so that pedestrians have a free and
unrestricted pathway into the building.
Mr. Glenn suggested using a material that defines the walking designations.

Ms. Wills suggested taking the center greenspace pathway and separate into thirds. Mr. Kautz
stated they put in big areas of greenspace to break up the parking. Mr. Glenn suggested
developing a third gable or peaked roof that would be in the northern elevation. Mr. Springer
stated that would be a good idea.
Mr. Glenn suggested a gateway into the garden center which is proposed for the northeast
elevation. Mr. Kautz stated he would look at creating something to soften the look. Mr. Kautz
stated they will look at the parking. He stated that the seasonal area needs a fence, even though it
could be temporary. He stated there would be a temporary fence and then a permanent fence
around the garden center. Mr. Springer suggested trading parking for a landscaped area in the
front of the building.
Mr. Raznoff stated the long walls of the box facade have not been addressed, especially the west
elevation. Mr. Springer explained the diversity of the jogs in the walls,noting there are no long
interrupted planes.
Mr. Raznoff stated along the west elevation there is a nature trail/stream corridor. Planner
Caroline stated there is no proposed street directly to the west. Mr. Raznoff suggested looking at
the elevation of Wal-Mart for suggestions for enhancements to the west elevation. Mr. Kautz
would be happy to look at the west elevation. Mr. Glenn suggested the store could benefit from a
daylight building/windows. He explained reasons for the daylight buildings. Mr. Kautz stated
the building has multiple skylights throughout the building. Mr. Glenn would like to see a roof
plan with the formal submittal. Mr. Glenn suggested looking at high clearstory windows towards
the top of the building on the south elevation. Mr. Kautz explained the resistance for the
clearstory windows. He stated this particular building is a brand new prototype.
Mr. Raznoff asked about snow storage. Mr. Springer explained that the whole subdivision had
snow storage everywhere. He stated there is a lot of open space for snow storage at the back of
the parking areas. Mr. Raznoff asked if the city would envision the trail being used all year.
Planner Caroline stated the trail is a class 2 trail and is in the stream setback corridor(70'),
eliminating it from being covered with snow.
Mr. Springer stated they can take the comments and improve the project. He asked if they should
improve the plans before the City Commission meeting. Planner Caroline stated that the
submitted plans and DRB minutes should go to the City Commission and revisions shown on the
formal submittal plans.
ITEM 4. ONE WEEK REVIEW

�k Discussion of staff participation.
Planner Saunders stated the City has completed a comprehensive plan. He stated that the Board
is welcome to make suggestions on the 2020 plan.

Mr. Glenn asked, since the election, can the Commission change the plan. Planner Saunders
stated that the Commission can make staff change the plan or make small amendments,whatever
they want. Discussion on the 2020 plan continued.
ITEM 5. ADJOURNMENT
Mr. Raznoff moved, Ms. Wills seconded, to adjourn the meeting. The meeting was adjourned at
5:45 p.m.
