MINUTES
ITEM 1. CALL TO ORDER AND ATTENDANCE
Acting Chairperson, Dick Pohl, called the meeting to order at 3:45 and asked the secretary to
record the attendance.

ITEM 2. PROJECT REVIEW
Acting Chairperson, Dick Pohl, stated Agenda Items 1-3 will be continued to May 1, 2001 as no
quorum was available.

ITEM 3. INFORMAL REVIEW
Country Inn & Suites Informal-#I-0118 - (Monroe)
Lots 2 &3 of Tange's Subdivision
�k An Informal Review for advice and comment to construct a 78 unit
motel with necessary site improvements.
Mr. Jesse Sobrepena joined the DRB.
Planner Monroe reviewed the site plans,noting a deviation will be requested for building height.
He stated the applicant is looking for comments from the DRB in reference to the architectural
aspect of the project.
Acting Chairperson Pohl asked at what point does the building exceed height requirements. Mr.
Sobrepena replied the roof exceeded the height requirements at the eve and the ridge of the
building and at the peak of the gable, explaining the request for the deviation.
Mr. Howe asked where the average point of height is. Planner Monroe stated there is a deviation
of 20% for the height of the building. He explained how the average point of height is
determined, noting problems with the accesses and suggesting the distance between the
intersections are to close.
Mr. Pohl asked if the applicant could tell the DRB more about the likelihood of the restaurant site,
the relationship of the parking to the hotel and the restaurant, and if the restaurant would be
developed in the same phase. Mr. Sobrepena stated the answer to Mr. Pohl's question is still up in
the air and the project has been on the back burner in his office. He stated the lady who is
developing the motel part of the site wants to develop one side first, and the other side later,to
include a restaurant. Mr. Sobrepena suggested the proposed project is not one development and
noted they are showing it as one because it could potentially be one development. He stated the
lot development is still undetermined.
Mr. Pohl asked if the entire parking layout would be installed at the time of the motel
construction. Mr. Sobrepena stated he did not know at this time. Planner Monroe suggested the
parking layout would probably not be developed at the same time. He stated if the site were to
include a restaurant, then the parking could possibly be short.
Mr. Pohl stated the only item be reviewed by the DRB at this time is the motel. Mr. Sobrepena
and Planner Monroe concurred.
Planner Monroe stated there is a required 1.1 parking stalls per room. He noted the motel will
have 78 units and the applicant has provided 95 parking stalls.

He stated the applicant has provided the requirement of 1 parking stall per employee during the
maximum shift, suggesting there could be 9 employees possible with the required parking.
Planner Monroe stated the applicant has provided the proper handicap accessible stalls.
Mr. Sobrepena stated, the drive access needs to be adjusted which could in turn effect the amount
of parking on the site, suggesting the proposal is in a very preliminary stage. Planner Monroe
suggested the joint access easement would have to straddle the property and stated the lot line is
pushed very close to the side yard setback.
Mr. Howe stated he had no comments.
Mr. Glenn stated the project resembles boxes in a parking lot such as found on North 19t"Avenue,
and stated he does not like the idea of strip architecture. He asked if there is any variation on the
facade. Mr. Sobrepena stated they have started with the standard Country Inn design. Mr. Glenn
stated the project is surrounded by parking, and stated he would like to see the parking broken up
throughout the site.
Mr. Glenn suggested dropping the roof to the 3'd level and plot the tresses differently. He stated
the project has a cartoon like expression of the country and suggests pushing the Corporation to
change the expression of Country Inn and Suites so that it fits in with the country setting of
Bozeman. Mr. Glenn suggested building with wood some where in the building and stated he
does not advocate dryvit as the major building material. He suggested by changing the dryvit in
the architecture,this could force the change of style on the chain of motels.
Mr. Glenn stated in terms of the ground scape he does not feel motels take into consideration
more clustering of greens instead of using the greens as a buffer between the parking lot and the
building. He suggested a central place, an outdoor seating area for the restaurant with some other
hardscape besides pavement.
Mr. Pohl stated his concerns about vehicular circulation. He suggests turning the circulation
space between the motel and the restaurant into a green plaza/pedestrian space. Mr. Sobrepena
stated the grand idea is to have a circulation space between the potential restaurant and the motel.
Mr. Pohl suggests the circulation is a hazard waiting to happen.
Mr. Pohl asked if the roads on the plan were existing roads on the Master Plan. Mr. Sobrepena
stated the roads are in the Master Plan. Mr. Sobrepena suggested the current road ends abruptly.
Mr. Pohl suggested if the current road ends abruptly, traffic would be forced to access onto Baxter
Lane. Planner Monroe noted the easements and how they will affect Oak Street. Mr. Howe stated
the easements are already legal, suggesting they will be used just the same.
Discussion on roads and easements followed.
Mr. Pohl concurred with Mr. Glenn suggesting clustering as much space as possible to make a
pedestrian place.

He located areas on the plan where he felt the pedestrian space would work well. Mr. Pohl
suggested detention basins should fit in in an organic way into the landscape rather than be
engineered and dropped in like a foot print for a building.
Mr. Pohl stated the facade looks tedious and he would like to see the building arranged more back
and forth. He asked what the columns represented. Mr. Sobrepena stated they are not true
columns.
Mr. Pohl would encourage grouping and massing plants.
Mr. Sobrepena reiterated the plan is very conceptual at this point.
Mr. Glenn asked if there were any rules to force breaking up the facade. Planner Monroe stated
he would have to double check, but seemed to think it was 100' maximum facade allowed.
Mr. Pohl asked if there were franchise colors. Mr. Sobrepena stated there were. He noted the
colors are green, on the metal roof, and a beige/white color dryvit. He stated the coins would be
beige and the building will have real brick on the bottom. Mr. Sobrepena suggested it is a fairly
nice looking motel chain comparing the motel with other franchise chains.
Mr. Glenn asked how it worked in an architectural firm when an applicant has set the architecture
before presenting the project. Mr. Sobrepena suggested they receive the drawings from the
applicant in electronic form and keep the architecture identical to the way the applicant presents it
to them.
Mr. Sobrepena suggested the retention pond slopes to the south west side of the site.
Mr. Pohl suggests changing the roof height and putting in dormers.
