CALL TO ORDER AND ATTENDANCE Chairperson Henry Sorenson called the meeting to order at 3:34 and the secretary recorded the attendance. MINUTES OF DECEMBER 12,2000 ITEM 3. INFORMAL REVIEW A. Del Taco Inc. Restaurant Site Plan Informal-#1-0051 - (Sherman) 1230 North 7`h Avenue-Parcels A&B An Informal Review for advice and comment regarding the construction of a 2200±square foot restaurant with a drive thru window. Matt Fogelsong and Tim Ballou joined the DRB. Planner Sherman presented the Informal Review and summarized DRC's comments. He noted concerns about setbacks,building materials, and franchise style architecture. Planner Sherman noted the proposal called for the restaurant's drive-up window to be located along the North 7`h Avenue Corridor. He stated the Design Objectives Plan requires screening of parking lots from North 7`h Avenue, pushing buildings to the street, compatibility with existing structures, roof slopes, and the use of natural materials. Planner Sherman stated the landscape issues include the installation of street trees spaced at 35, interior landscaping, and parking requirements. He noted wider parking stalls are required, and the driveway alignments need to be addressed with Montana Department of Transportation and the City of Bozeman. Planner Sherman stated future medians could be added and by extending the island, there would be less conflict with traffic and parking. Design Review Board Minutes-January 9,2001 1 He asked the DRB to comment on the fence, noting the code calls for 50'spacing between street trees,however, with a DRB recommendation, the spacing can be 35'. Mr. Fogelsong explained the location of the entrances and how the orientation works in controlling circulation,parking, and stacking. Mr. Ballou indicated on the plan how the drive-thru is channeled to keep pedestrians and vehicles separate. In response to Chairperson Sorenson, Mr. Ballou stated they had not considered outdoor seating because of limited space. Mr. Ballou stated grouping street trees rather than spacing them was proposed to separate the mass of the building and to screen the drive-thru. Planner Sherman stated the Zoning Ordinance requires one street tree for every 50' of street frontage. The DRB concluded screening along the drive-thru, landscaping,parking, and a possible pedestrian link between Del Taco and K-Mart all need to be addressed. The DRB also concurred, if neon is used on the building it should not contain waves. They stated they would like to see an outdoor seating area. Planner Sherman noted the DRC would also like to see a pedestrian link. Planner Sherman stated he will incorporate the notes of the DRC and the DRB into a letter, then mail it to the applicant. B. Cowdrey Tower/Parking Garage MaSP/COA/DEV INFORMAL #I-0053 -(Sherman) 202 West Main Street ilk An Informal Review for advice and comment regarding the construction of a 40,000+square foot, five level, apartment tower,with a parking tower located at 202 West Main Street. Mr. Lowell Springer and Historic Preservation Planner, Derek Strahn,joined the DRB. Planner Sherman noted Planner Strahn was asked to join in the discussion as the Firestone Building is listed in the National Register of Historic Places. He stated the existing building would be demolished which will require deviations. Planner Strahn summarized the concerns of the DRC,noting the main reasons for the informal review were due to issues related to the site plan. He stated the main deviation is needed in respect to design. He asked for input from the DRB in respect to the height deviation. Planner Strahn stated B-3 zoning limits building height to 55 feet,however the peak of the roof is 70'. He noted if they plan to construct the building taller 55', a deviation will be needed. Planner Strahn noted the key provision for granting a deviation is, "The project be more historically appropriate for the site in question and the adjacent properties,than would be achieved under a literal enforcement of this title". He stated,this project would involve the demolition of an individual listing on the National Register of Historic Places. Design Review Board Minutes-January 9,2001 2 He noted concerns about the project and wants to make sure any new building meets the above listed provision and is compatible and historically appropriate. Planner Sherman stated, at a minimum, he would like to see a similar store front facade and fenestration wrap around the corner to the western elevation. He also stated he would like to see fenestration added on the upper levels. Planner Strahn stated, the Planning Office received plans last summer and planning staff reviewed them thoroughly,making several comments to the architects which have been incorporated in the new plans. He stated he believes progress has been made in reference to design and compatibility issues, however, there are still several outstanding issues which need to be addressed. Mr. Springer stated the most significant change is in the base of the building. He stated the roof is proposed to be copper coated right now,but could change. Planner Sherman noted staff s concerns are the height of the structure,building materials,how the pitch of the roof will affect the way the sun hits the Emerson Cultural Building, and how the roof may reflect. He noted the parking lot, landscaping, and screening of parking are issues which also need to be addressed. Planner Sherman suggested moving the sidewalk to the street side and increasing it to10 feet, similar to main street, and screening the parking lot. Planner Strahn stated one of the main concerns on the original proposal was the building seemed to be floating and looked top heavy. He noted the current proposal depicts a reduction of one level which made the building far less massive and more compatible with the height limitation. Mr. Springer stated the height issue could be addressed by lowering the roof to the first level, reducing two units from the top floor, and incorporating the living space right into the roof. He reviewed the research which was done on the feasibility of a shared parking garage. Mr. Springer discussed parking requirements and the difficulty he's having meeting them. Planner Strahn stated he had located several photographs of local historic buildings. He noted Mr. Springer incorporated features of some of the buildings which were nearby including the Story Building, and the Emerson Cultural Center. Planner Sherman discussed a plan for underground parking. He noted his concerns are difficult parallel parking, the elevator location, employee parking,handicapped parking, the location of the parking for the units, landscaping, and dead-end parking. He stated a proposed loop would eliminate a few more parking stalls. Mr. Raznoff asked if there was difficulty in taking a historic building off of the Register. Planner Strahn replied it would require a Design Review recommendation and a public hearing before the City Commission to remove it. He noted the code requires a Major Site Plan application be submitted simultaneously with the request to demolish, therefore it is possible to compare the old with the new. Design Review Board Minutes-January 9,2001 3 The Board discussed and made suggestions on parking, lighting, continuing and enhancing the fenestration, a variance for the proposed height, landscaping, public safety, and balconies. Mr. Strahn asked Mr. Springer if he has looked into a legal agreement with his neighbors for shared parking, noting a provision in the code which allows shared parking. Mr. Springer stated shared parking with the number of spaces required was not feasible. Chairperson Sorenson suggested installing elevators or a lift instead of a ramp. Mr. Springer asked for positive direction and if there was reason to continue. Chairperson Sorenson stated the DRB would be willing to work with Mr. Springer. ITEM 4.
