Agreement

RECOMMENDATION: Approve and authorize City Manager to sign the Professional Services Agreement with Robert Peccia and Associates.
BACKGROUND: Attached is a copy of the partially executed Professional Services
Agreement with Robert Peccia and Associates for the Baxter/Davis Intersection Improvements
Project. The document is in the City’s standard format.
The intersection of Baxter Lane and Davis Lane has failed under the cumulative effects of a number of developments in the area. Excessive delays are experienced during the peak hours at
the intersection. As a result a higher level of intersection control is needed at the intersection to
reduce the congestion and increase the safety.
These services were procured through the City’s consultant selection process. A Request for
Proposals was published in the Bozeman Daily Chronicle on August 3rd and 10th, with the proposals being due on August 22nd. Proposals were received from 5 firms on the project which
were distributed to a selection committee of 5 city employees. The written proposals were
scored by the selection committee, interviews were held with 3 of the firms, and Robert Peccia
and Associates was selected the most qualified to complete the project.
The current contract is for the predesign services only. In this phase the consultant will review, compare, and contrast the installation of a signal versus a roundabout at the intersection. This
phase will culminate with a presentation to the City Commission to decide on which
improvements will be installed. After that decision is made, an amendment will be negotiated to
add the design and construction phase services.

FISCAL EFFECTS: $38,441 from the Street Impact Fee Fund and Transportation G.O. Bond.
