06:07:29 PM Rick Gale, Public Comment
Mr. Gale spoke regarding the Bozeman warming shelter and thanked a group of
volunteers that helped get the warming shelter up and running. He then invited the Commission to volunteer a day at the shelter.
06:09:58 PM Katherine Blank, Public Comment
Ms. Blank spoke regarding Giving Tuesday and thanked the Mayor for signing the
proclamation. This day is designated for recognition of non-profits. 06:11:04 PM Jane Jelinski, Public Comment
Ms. Jelinski spoke regarding the hazardous sidewalks in her area. She has safety
concerns. She spoke regarding the responsibility of homeowners to fix the sidewalks by
their property.

06:21:52 PM Commission Questions for Staff The Commission and staff discussed the City’s current bond rating, how the City
achieves a bond rating and the interest rate levels in regards to the bond at the time of the
sale.

Deputy Mayor - Carson Taylor: 2nd 06:27:05 PM Commission Discussion on the Motion Cr. Mehl stated that the City has a good bond rating but that there is always room for
improvement.

2. 06:29:31 PM Transportation System Discussion (Woolard)
06:35:40 PM Staff Presentation
Director of Public Works Craig Woolard gave the staff presentation for the transportation system. Mr. Woolard highlighted the evolution of the City’s Transportation system
including rapid growth, significant aging infrastructures, strained transportation system
that we have a complicated system, improvements that have occurred and the need for a
strategic change. He stated that the goal this evening is to discuss the transportation
network status, funding sources, funding deficiencies and policy and practice changes. Mr. Woolard stated that the City of Bozeman has about 277 miles of roadways. Mr.
Woolard spoke regarding the condition of the pavement surfaces including a recent
inventory that took place to help create an index. Mr. Woolard then spoke regarding the
transportation system performance including gaps in arterial and collector networks,
failing intersections and bike and pedestrian systems. He then spoke of the transportation funding that includes 9 different avenues of funding and highlighted the amount of each
of the 9 different funding avenues that the City receives or is perceived to receive
annually. Mr. Woolard spoke about our transportation system deficiencies including
routine a preventative maintenance, street reconstruction, gaps in bike and pedestrian

system, gaps in arterial and collector networks, local and non growth share and capacity
expanding share, developer contribution and impact fees and problems with this system.
Mr. Woolard then emphasized the amount of funding that we should be spending to
improve routine and preventative maintenance, street reconstruction, completion of existing arterial and collector network and addressing gaps in bike and pedestrian networks. He then spoke about policy and practice options including designing the
backbone in advance of development, creation of a transportation system model,
purchasing right of way if necessary, consideration of forced annexation or condemnation
in critical situations, reevaluating level of service standards, increasing routine and preventative maintenance funding, continuing the street reconstruction policy and consideration of dedicated funding for alternative transportation and demand
management. Mr. Woolard then concluded his presentation by speaking about options
for completing the arterial and collector networks.

Mayor Krauss opened public comment.
07:36:38 PM Taylor Lonsdale, Public comment Mr. Lonsdale spoke regarding growth in the City. His concern is safety and diversity. He
would like the Commission to adopt a transportation safety plan and look at ways to
reduce demand on the system. There needs to be a model that drives land use. Put an
emphasis on a safe and diverse transportation plan.
07:39:46 PM Penelope Peirce, Public Comment
Ms. Peirce stated that she is with Gallatin Valley Land Trust. She urged the Commission
to include bike and pedestrian in the analysis. She spoke regarding incomplete areas of
bike and pedestrian areas.
07:41:25 PM Tony Labearan, Public Comment
Mr. Labearan spoke regarding his concerns of costs. He feels we should be investing in
bike and pedestrian infrastructure and spoke regarding protected bike lanes. There is a
physical barrier with a protected bike lane and feels that the City could do this at a very
low cost. He urged that the City needs to complete networks for bike and pedestrians.

Ms. Gleason urged the Commission to update the plan in moving people, not just cars and urged the Commission to broaden their thinking.

07:44:17 PM Daryl Bearant, Public Comment
Mr. Bearant spoke regarding newer roads that are falling apart. He spoke regarding what
“cold” really does. He lived in Alaska and has a master’s degree in arctic engineering. He
encouraged the City to look at depth of frost in cold weather construction. Look at building roads that are going to last.
07:46:55 PM Jerry Pape, Public Comment
Mr. Pape spoke regarding growth and absorption. Sooner or later Bozeman will get
absorbed. He spoke regarding pockets that are adjacent to the County. He urged the City to begin a conversation with the County about working together on those packets. He spoke regarding paths. Towns are about moving stuff and we need the right paths for
doing this.
07:50:06 PM Audrey Higley, Public Comment Ms. Higley spoke regarding traffic out of CJ Middle School. She spoke regarding the lack
of safe routes to the School. The School cannot promote ride your bike to school
programs because there are no safe routes. We need more safe routes so parents do not
need to drive.
07:51:41 PM David Kack, Public Comment
Mr. Kack stated that we need to focus on what the issue really is. He spoke regarding
alternative transportation. It is a partnership with the County and with Montana State
University. He urged the Commission to look at moving people not vehicles.
07:53:35 PM Chris Budeski, Public Comment
Mr. Budeski stressed to create the transportation model and look at the entire city and get
ahead of future development areas. He urged that the public transportation be expanded.
07:55:00 PM Jessie McCampbell, Public Comment Ms. McCampbell spoke regarding seeing Deputy Mayor Taylor on a bike.
07:56:10 PM Rob Evans, Public Comment
Mr. Evans spoke regarding connectivity for pedestrian traffic. People want to live here,
but not to drive a car. He is for the proactive bookends.
07:57:55 PM Marillee Brown, Public Comment
Ms. Brown is with Safer Bozeman and stated that she has received emails about how
difficult it is to get around. She spoke regarding difficulties with getting to the parks.
There is not a safe bike path. She spoke regarding people along roadways and that the City is a magical kingdom. Her group would like to work with the Commission more.

Mr. Kack stated that he likes the idea of funding before development rather than after. He
would like to see more of a cost in the study of filling in the gaps as bikes and pedestrians
are at risk users. He spoke regarding safety of bike and pedestrians and vehicle systems.
08:04:11 PM Bill Cochran, Public Comment
Mr. Cochran spoke regarding funding of bike and pedestrian infrastructure. This is
lacking, been lobbying for continued improvements in this area. There is a significant
amount of our population who are not driving.
08:06:24 PM Paul Newbauer, Public Comment
Mr. Newbauer spoke regarding alternative transportation but urged that those trips be
short and productive. Retain commercial nodes on the west part of town.
08:08:28 PM Ralph Zimmer, Public Comment Mr. Zimmer spoke regarding the lack of continuity in pedestrian traffic. He spoke
regarding funding and difficulty of flexibility in funding. He spoke regarding
implementing a local gas tax.

08:11:46 PM Commission Questions for Staff
The Commission and staff discussed the transportation system failing due to the rapid
growth of the community, the need for cooperation with the County, funding concerns, PCI levels, the amount of funding annually for preventative maintenance, funding for all collectors and arterials in the City, estimated costs related to what development will pay,
barriers with impact fees, use of impact fees, the amount of traffic coming from outside
of Bozeman, roads on the map not maintained by the City, cooperation agreements with
the County, what it would take to get the City share of the gas tax changed, the fact that this will be discussed at the upcoming legislative session, unanticipated safety concerns when you do not have a system that works properly, changes for failing intersections,
levels of service, signal timing on 19th, the use of paybacks, frost depths as brought up in
public comment, doing the right amount of preventative maintenance, the fact that the
roads have failed so much in the old part of town that now we need to reconstruct them, not having control of where schools are placed and the need to discuss with the School
District before they are constructed, what is included in standard investments, how the
indefinite life of a road can occur if standards are followed, school areas that are only
accessed by local streets, that part of safety is looking at main collectors and arterial
access before constructing a school, routes in the community that are maintained by MDOT, urging the creation of a special improvement maintenance district be
investigated, pedestrian ramps, and timing of Ferguson Avenue improvements.

09:20:27 PM Cr. Mehl urged staff to explore the option of a gas tax and sales tax. He is
interested in purchasing right of way, would like to discuss forced annexation and level
of service standards further, likes the maintenance ideas from the Mayor, and would like
to see the Community Transportation money in the General Fund moved out of there because of core interests competing. As far as reconstruction, he would like to see how
the next couple of SIDs work and likes the idea of alternative transportation options
including leveraging money from the schools and the possible use of TOPS funding. He
doesn’t feel that current policies will be supported. Cr. Mehl stated that he doesn’t like
the idea of eliminating impact fees and doesn’t see a bond passing right now because of priorities with other bonds, and he favors re-evaluating impact fees but urged that we
focus on the low hanging fruit first, considerations of paybacks and local share.
09:27:35 PM Mayor Krauss spoke regarding support of a gas tax and would love to take
that to the voters of the City, whether the gas tax fails or not, look at funding out of a special improvement maintenance district for funding the roads without the Gas tax. with Impact fees, go to $25 million although he is not sure how to get this but that is our
challenge of what we do. That is the money that connects the arterials which is part of our
complete streets policy, he is good with keeping the bond money in the general fund and
leaving as an ad valorem tax, he spoke regarding premium savings for selling the bonds and feels that we should dedicate the $300,000 for filling in gaps for bike and pedestrians, he is good with ditching the idea of impact fees for streets, may have a
residual that hangs in there, encouraged working with the schools and business to stager
start times to help transportation, would get more use over time. He does not support
instituting new fees unless we change the old system. 09:35:55 PM Cr. Pomeroy likes idea of different start times, she suggested eliminating
Impact fees and replace with a system wide arterial collector assessment, she likes the
idea of looking at a maintenance district, she likes the statement within the staff materials
in regards to better planning, reducing admin costs and improved construction schedules.
09:37:49 PM Cr. Andrus likes the idea of gas tax and special maintenance districts. She
is not in favor of eliminating impact fees but want to explore how we are using them; she
likes the idea of creating a non growth share capital fund and wants to have a little more
discussion this. She likes the suggestion of moving people and not just cars. We need to look at all of those things.
09:39:16 PM Deputy Mayor Taylor stated that we need a better conversation with the
School district about the past and implications so they don’t get repeated. Also he agrees
with discussions with the County and gas tax. As far as Impact fees, he doesn’t want to change but want to make it more flexible. He wants to look harder at levels of service at some of the intersections and see if that would bring the price down, growth is inevitable.
His number 1 priority are the safety issues and wants to see dedicated funding and he
would like to hear back on this. His number 2 priority is keeping status quo on the
condition of streets and look at additional fees or a special improvement maintenance district. He is willing to wait on 19 miles of streets are poor until we see if the current SID system works. He agrees with finding funds for non-growth shares that would allow

us to finish the pieces of arterials that are sitting around doing nothing. He suggested
paybacks investigated. County related issues need a better relationship. He would like to
see them in areas where they own land do their portion of what is required as well as the
