CALL TO ORDER AND ATTENDANCE Chairperson Sorenson called the meeting to order at 3:31. The Secretary recorded the attendance. ITEM 2. MINUTES OF SEPTEMBER 12, 2000,AND SEPTEMBER 26,2000. MINUTES OF AUGUST 15, 2000, &AUGUST 22, 2000 (NOT AVAILABLE) Chairperson Sorenson called for corrections to the minutes of September 12, 2000, and September 26, 2000, hearing none, he called for a motion. MOTION: Mr. Raznoff moved, Mr. Glenn seconded, to approve the minutes as presented. The motion carried 6-0. ITEM 3. INFORMAL REVIEW A. Wheat Montana Deli Informal -#I-0042 (Sherman) 1102 West Main Street �k An Informal Review for advice and comment regarding the demolition of existing building and proposal for new Wheat Montana Bakery. Jeff Riggs, and Jeff Sandholm joined the DRB. Planner John Sherman introduced the Informal Review, stating this is a difficult site which has a combination of constraints. He noted the proposed site is located on the corner of 11" Street and West Main Street, which is designated as a collector with a 90'right of way. He stated properties located adjacent to collector streets require a 25'front yard set back. He stated, due to streets on three sides, this lot requires a 25' setback in front, rear and side yards, which is normally not the case in a B-2 district. Design Review Board Minutes-October 10,2000 1 Planner Sherman stated with the constraints of the setbacks, the project, as proposed, will require at least two deviations. He stated he could support the deviations. Mr. Sandholm stated they would like to place the building in the far east corner with big, inviting windows and a doorway which would take you out to an eating area screened by low vegetation. He stated they are trying to come up with ways to make the drive-thru and parking work and still keep the corner of 111b Avenue and Main Street full of landscaping. He noted the silo of Wheat Montana Bakery is an icon which the owners would like to keep. Mr. Sandholm stated there will be some covered metal structures with a seating area. He stated they would possibly put a flat roofed section on the corner where the open window will be placed. Mr. Sorenson asked if the parking area could be designed to avoid a deviation because of the setback. Planner Sherman stated because 11"Avenue is an arterial, there is a 25'setback. He explained how the lot sits in the B-3 district and compared the differences between B-3 and B-2 districts. Planner Sherman explained the parking requirements,stating it is one parking space for every 60 square feet of serving area. He stated to obtain a variance the applicant must show hardship,which will be difficult. During a discussion on variances and deviations, Planner Skelton stated when the highway was constructed, it was not made as wide as it needed in the future. The Department of Public Transportation required additional right of way and set backs. Mr. Sandholm stated it is worth the trouble to them to obtain variances for the building and the parking to be located in the setbacks. Mr. Riggs stated moving the building out of the setbacks restricts parking. Mr. Glenn stated on street parking should be added. Mr. Glenn stated buildings next to streets pose problems for pedestrians, and it is not a good idea to exit a building with a traffic speed limit of 35. Mr. Glenn would like to see the building urbanized, and suggested following the design of the Rocky Mountain Roasting Company. He stated traffic needs to be slowed down. Mr. Sandholm stated there is metal in small amounts, used as a highlight piece on the silo. He stated there will possibly be some masonry on the corner element of the building. The rest of the building will be real stucco. Mr. Raznoff asked about prior history of the lot as it once was a gas station. Mr. Riggs stated he has obtained a letter stating the tanks had been removed and the State gave clearance on the site. He stated the state also checked the soil and it was good. A discussion on the structure followed with suggestions from DRB to use the Rocky Mountain Roasting Company on the corner of 7`'Street and Main Street as a model and the site plan to include the silo. The DRB concurred it would support variances on the setbacks because the actual property line is triangulated at the comer which contributes to an existing hardship. Design Review Board Minutes-October 10,2000 2 Planner Sherman stated the City Commission will look at the three criteria for variances. He stated there are three basic criteria for establishing hardship. He stated one of the criteria is the hardship and must come from constraints of the site, excluding economic or self-imposed hardships. B. Empire Building Supply Informal -#I-0041 (Skelton) L Street * An Informal Review for advice and comment regarding the proposed improvements to site for the purpose of storing building materials. Planner Skelton presented the Informal Review noting historically the site has been used for storage. He stated there is an established trail all the way to the East Gallatin Recreational Park, which is hard to see at this time. He noted a Certificate of Appropriateness will be obtained and a chain link fence 6'in height will be installed. He stated the applicant proposes to use the current access. He stated the COA will include screening, landscaping, and other site improvements. He noted I-90 is elevated,which makes it hard to hide the site, therefore,the street scape will have to be enhanced. He stated there are no watercourses or physical features. DRB members suggested the trail connect Lindley Park and the creek trail using the trail along the old railroad bed. Ms. Smith suggested a solid wood fence rather than chain link, using recycled wood. Mr. Raznoff suggested an alternative would be a chain link fence with landscaping. Mr. Glenn suggested spending money on the landscaping rather than fencing. He noted the railroad needs the right-of-way to load and unload building materials. He suggests pulling the fence back and eliminating the egress point. ITEM 4. ADJOURNMENT MOTION: There being no further business to come before the DRB, Mr. Glenn moved, Mrs. Noel seconded; to adjourn.
