ITEM 1. CALL TO ORDER AND ATTENDANCE
Chairperson Ed McCrone called the meeting to order at 3:43 p.m. and directed the secretary to
record the attendance.

ITEM 2. MINUTES OF MARCH 28, 2000
It was moved by Mr. Raznoff, seconded by Ms. Mannell Noel to approve the minutes. The
motion carried 4-0.
ITEM 3. INFORMAL REVIEW
Microtel Inn Informal#I-0017 - (Sherman)
Nikles Drive
-J An Informal Application for advice and comment on a proposed 60-room Microtel
Inn with associated parking, landscaping, etc.
Lowell Springer and Jesse Sobprepena, the applicants, joined the DRB. Planner Sherman
presented the project. He noted his concerns with the facade facing Nikles Drive. He also
noted his view that the applicants should continue and join with the landscaping character
established in Evergreen Business Park.
Mr. Springer addressed the Board. He agreed with Planner Sherman that landscaping should
be continued to the east. He noted bay windows will be added to the plain facade facing Nikles
Drive. Mr. Springer also noted the issues addressed by the DRC may change the site plan.
He explained the traffic flow through the parking lot will change, as the DRC recommended
right turn only into and out of Nikles Drive onto Griffin Drive.
Chairman McCrone noted DRB's purpose with regards to landscape design and Entryway
Corridor design objectives. He noted there is approximately a 2' relief on the 150' north
elevation where the 2' window fenestration breaks up the facade. Mr. Springer noted
shadowing will pull the relief out. Ms. Mannell Noel questioned the white squares. Mr.
Springer responded that they are heating and cooling units; he hopes to design a louver to

cover the grating, as to not be off kilter, as the current plan shows.
Mr. Springer noted the plan is over and above the standard Microtel plan. Discussion followed
on the materials. Planner Sherman questioned the color of the vinyl siding as well as
additional materials. Mr. Springer noted the colors will consist of beige earth tones. Mr.
Sobrepena responded that they are looking into artificial river rock. Planner Sherman noted
the materials will be further addressed at a later stage. He also noted the added concern with
the project because the property is located in both the I-90 Entryway Corridor and the North
Seventh Avenue Entryway Corridor. Mr. Raznoff noted concern with vinyl siding,
specifically, that it does not meet the Design Objectives for an Entryway Corridor. Mr.
Sherman agreed that vinyl is not appropriate with Entryway Corridor Design Guidelines. It
was noted that the Design Objectives Plan says to incorporate native materials such as stone,
wood, and brick into Entryway Corridor designs. Planner Sherman suggested the DRB look at
the Design Standards Ordinance for the required materials before the applicants return with a
Major Site Plan Application. Mr. Springer noted the applicants are aware of the guidelines.
He also noted he has spoken with the property owners and that the owner despises vinyl
siding. He noted the owner would like to find something cost-effective, low-maintenance, and
that is more appropriate in the Entryway Corridor. `Shakertown' panels, a wood product
complimented with a concrete woodgrain siding was proposed. Mr. Raznoff said the cement
board siding has acceptable architectural character. Mr. Springer noted they will be looking
into products other than vinyl.
Chairperson McCrone noted his confusion on the yard. Mr. Springer responded the retaining
wall on south elevation defines one courtyard space. He also pointed out the presence of two
courtyards.
Planner Sherman questioned the applicants on the intention of flip-flopping the elevations with
regards to the presentation towards 1-90. Mr. Springer responded this presentation is the best
for Bozeman. Mr. Springer felt the project is putting its best foot forward towards I-90 with
the best impression to passers by. He feels this can enhance Bozeman's presentation to
travelers. He noted the only downside is the elevation facing Nikles Drive. He also noted the
structure looks good from three sides.
Mr. Raznoff questioned the filled in area. Planner Sherman noted his concern with flooding
and also noted landscaping in this area will be difficult. It was also noted deer and waterfowl
are present in this area. Mr. Springer explained that the water is due to the Walmart easement
and parking lot drainage. He noted the water eventually empties into the East Gallatin River.
Mr. Springer noted the retention area currently depicted is not sufficient.
Chairperson McCrone asked about the facilities, specifically if the intention is to hold
conventions. Mr. Springer responded the conference room facilities are an added alternative
to attract business people. He noted the main clientele will consist of short-term, family,
overnight visitors. Mr. Raznoff asked whether the building is ADA accessible. He noted

there is a parking space designated ADA that isn't compliant with ADA as indicated. Mr
Springer responded it is compliant.
Planner Sherman noted the parking requirements being 1.1 space per room, plus 1 per
employee, and since there is no restaurant or bar, but there is a conference room there will be
no double up on the requirements for that space. He noted the applicants may be able to get
credit for rooms, not doubling up with conference parking space. The future possibility of
landscaping in lieu of parking was also noted.
Chairperson McCrone questioned whether the landscaping was sufficient. Planner Sherman
responded the plan is a little short of the landscaping requirement. Mr. Springer noted he
would like to make the landscaping continuous with the adjacent Evergreen Business Park.
Planner Sherman noted both ADR Staff and the DRB can recommend that, with extra
landscaping points, they can give landscape in lieu of parking credits. Mr. Springer also noted
the applicants want to have a sufficient amount of parking. He noted the possibility of
realigning the boundaries to accommodate parking in Lots 2A and 3A. Chairperson McCrone
noted the increase in open space with this realignment would be a big credit.
Mr. Springer asked the DRB members to forward recommendations to himself, to Mr.
Sobrepena, or to Planner Sherman. He noted they will try to incorporate the suggestions into
the Site Plan Application. Mr. Springer also noted the next time the DRB would be presented
with a video showing the project in three dimensions, as well as examples of proposed
materials, including proposed colors.
Planner Sherman summarized that the Applicants should include off sets in the long facade
facing Nikles Drive as well as include material samples and colors with the next submission.
He also reminded the Applicants to go through landscaping points in both the Code as well as
Design Objectives for both the North 7th Avenue Entryway Corridor and the I-90 Entryway
Corridor to make sure the Site Plan submittal meets these requirements.
