MOTION - Ellen Kreighbaum moved, Maire O'Neill second, to accept
the proposal . The motion carried by a unanimous vote of the
members present .
Planner Arkell pointed out that the staff reports sent to each
applicant had any conditions that needed to be met and if the
applicant wanted to discuss those conditions with the board to do
so now. No discussion followed.
2 . The Root COA
MOTION - Ellen Kreighbaum moved, Maire O'Neill second, to accept
the proposal . The motion carried by a unanimous vote of the
members present.

3 . Pickle Barrel COA
MOTION - Ellen Kreighbaum moved, Maire O'Neill second, to accept
the proposal . The motion carried by a unanimous vote of the
members present .

Project Reviews
1 . Decorative Arts COA
Planner Morris was unable to attend and Planner Windemaker took
his place. Planner Windemaker reviewed that the applicant, Beth
Livingston, was unable to attend but had sent a letter voicing
her concerns to one of the conditions in the staff report .
Planner Windemaker read the letter to the board. Beth Livingston
objects to changing the color of the awning from salmon (which
name she felt did not adequately reflect the color chosen) to
forest green or carmine red. The salmon color chosen blends well
with the awning style, the store front, and the attempt she is
making to make her store unique from others on Main.
Cliff Chisholm asked if that is the only condition. Planner
Windemaker said that is the only one she is objecting to.
Marie O'Neill asked what other colors are being used such as for
the lettering. Planner Windemaker said she doesn ' t know. Marie
O'Neill stated that then dealing only with the color of the
awning. Planner Windemaker had pictures of the building front
for the board to look at.
Cliff Chisholm questioned if there is an issue of the sign scheme
being consistent for all businesses that occupy one building as
in the Madison House and Luggage Store. Planner Windemaker said
Planner Morris hadn ' t considered that to be a problem.
Maiie O 'Neill commented that the preservation officer ' s letter
had said an awning for all the stores in the building would add
to the symmetry of the building, whereas one store only would
break that symmetry. Cliff Chisholm wondered if they should
consider a uniform sign scheme.
Ellen Kreighbaum said she thought the color chosen was o.k.
although it did already look dusty and dirty.
Cliff Chisholm moved, Ellen Kreighbaum seconded, to approve the
application striking the first condition of the staff (changing
the color of the awning) and maintaining the second and third
conditions . The motion carried by a unanimous voice vote of the
members present.
2 . Wilkensen COA
Planner Windemaker, taking the place of Planner Morris, reviewed
the application for a 12 x 20 foot garage on South 3rd and the
recommendation by staff for approval . She indicated that one
letter in support for the approval had been received. Ellen
Kreighbaum said it fits in with the neighborhood.
Cliff Chisholm asked if the existing slab was 20 ' x 121 . Todd
Wilkensen confirmed it was . Cliff Chisholm commented that the
20 ' length was snug and that he was open to making it 1-2 feet
longer. The builder thanked them for being open to that .
Ellen Kreighbaum asked if the application would have to be
changed if they went to 221 . Planner Windemaker stated the
garage would have to go toward the house to still meet the set
back. Cliff Chisholm said they could frame an approval saying
that they could go that much farther and then leave it up to them
to do it.
Cliff Chisholm moved to approve the project as proposed allowing
the garage to go up to 22 ' x 12 ' as long as the set backs are
maintained as seen in the site plan.
The contractor asked if it could be 23 ' instead of 221 . Cliff
Chisholm agreed that was reasonable.
Cliff Chisholm rephrased the motion to approve the project as

Kreighbaum seconded. The rephrased motion carried on a unanimous
voice vote.
3 . Danhof PUD
Planner Windemaker reviewed that this was seen as concept about
three weeks ago. She reviewed the request which is located in
the block behind Holiday Gas and Dairy Queen, and the concept
suggestions . Planner Windemaker voiced concerns that the curved
window on the proposal was incongruous with style and that the
peaked windows shown in the concept would be better; also that
there were no windows in the garage doors and the double garage
door in the middle might look better with two single doors .
Maire O 'Neill commented that the drawing of the doors was blank
and a better feeling of the effect would be if they had been
"panalized" . She also clarified that her comment during the
concept dealing with the lodge look of the building was positive.
Maire O'Neill then stated that there was a lot of mullions on the
windows . Laura Danhof stated she would rather not use windows in
the garage doors because of placement of the doors in the alley
and would prefer to more privacy.
Laura Danhof also stated that there are raised panels on the
doors . She then showed the board revised elevations done using
comments in the staff report. Ellen Kreighbaum asked if one of
the changes was a false partition on the double door garage.
Laura Danhof confirmed it was . Cliff Chisholm asked how wide the
door was . Laura Danhof said it was a 18 foot opening, standard
garage door opening.
Cliff Chisholm asked about the shape of the window. Laura Danhof
said she had help from an architect and that the window is
recessed back and repeated on the front and the back. She said
the trapezoid window used earlier didn ' t fit in style on the
front of the house and felt better about this change. She
pointed out that the entry ways were also changed to better
define them. Maire O'Neill said she liked the protected entries
and the arch windows .
Cliff Chisholm said he could support this combination with less
expensive square window on the back and the more expensive curved
window on the front. Laura Danhof said that the front window
would not have to have window coverings , but the back would with
the master bedroom there.
Cliff Chisholm questioned the 18 foot garage doors and how long
they would be functional, but given they were on the alley he
could understand wanting the larger space to access . Laura
Danhof said she is thinking of using metal rather than wood.
Maire O'Neill said she liked the look of two single doors in the
middle. Ellen Kreighbaum said she liked it either way.
Cliff Chisholm moved, Ellen Kreighbaum seconded, to accept the
application and to eliminate condition #1 of the staff because
window options presented in revised elevations will be acceptable
and strike #2 that panalized garage doors and recessed panels be
used and that #3 remain as an option of the owner to use. The
motion carried with a unanimous voice vote.
Planner Windemaker reminded the board that this is a
recommendation and will go on for public hearings before the
Planning Board and City Commission.
Informal Review
1. George Mattson
Planner Windemaker presented the proposed detached garage with a
second story for a second dwelling unit in the place of Planner
Skelton. She reviewed that the proposal is zoned R-3A and
therefore probably the staff will not be able to support the
deviation of lot size that two dwelling units would require. She
stated that the north and west elevations needed to be presented
of the proposal so the location of any windows could be noted. A
window on the north side probably would not be allowed by
building codes as the house was on the edge of property line.
Maire O'Neill commented on the pleasant scale and relationship to
the existing house. Cliff Chisholm stated that there is a code
problem as a secondary building is not allowed to be taller than
the primary building on the property and that the board had held
people to that in the past. He said it is nicely styled addition
that in the crowded neighborhood it would overwhelm the area. He
also stated that stylistic there is no problem but the deviations
would be a problem. Planner Windemaker said if it was just a
single story garage there would probably not be a big problem
with the set back deviation.
Cliff Chisholm commented that the 23 ' 8" height is not close to
the height limitations in an R-3A zoning but there is such a
small house next to it. Ellen Kreighbaum said it was too tall
for the lot and the scale of the existing building, but in and by
itself she likes the plans . Cliff Chisholm reaffirmed that the
staff will have a problem with the lot size. Planner Windemaker
said the project with deviation will have a DRB recommendation
and then go on to public hearings before the Planning Board and
City Commission.
Cliff Chisholm again said it was nicely done but not scale. He
wondered if there were other alternatives . Mara-Gai Katz
suggested more of a dormer roof and said there are other ways of
articulating the roof . Cliff Chisholm said it was not their job
to find an alternative for them but if there is a way, it might
be done.
Ellen Kreighbaum questioned the regulation on square footage in
that zone. Planner Windemaker stated a dwelling unit has to be
at least 600 square feet and that the proposed dwelling unit met
that standard.
Ellen Kreighbaum suggested the a garage opening might be split
and part of the apartment be placed between the openings and the
bedrooms put up above in a loft arrangement . Marie O'Neill
suggested the double garage be changed to single and part of the
apartment be used in the space. Mara-Gai Katz wondered about
shortening the walls in a dormer style.
Cliff Chisholm said there must be ceiling clearance to the wall
as the floor plans indicates and the full plan of the building is
indicated there. Mara-Gai Katz said a change putting the storage
on the outside would add some room.
Maire O'Neill commented that the proposed changes will put the
access on Story rather than the alley. Planner Windemaker said
existing tree would have to be taken out to get the two parking
places in front the of garage if an alley access was used. Cliff
Chisholm said he has seen driveways into garages flanking alleys .
Maire O 'Neill pointed out the neighbor to the proposed addition
does the same thing on West Story.
