Motion: Boardmember Close motioned to approve the minutes.
Boardmember Cook seconded the motion.

- Item #4- Review of Ordinance Dedicating 32 Acres of Land Adjacent to Lindley Center as
Cemetery Land - Director Overton
• Resolution drafted for cemetery land
o switching land from Parks-Recreation-Cemetery to just cemetery for the future
o invited the cemetery board to this meeting to answer any questions
o Boardmember Close: "do you need all 32 acres?" Could the Cemetery Board make do with
a portion, such as drawing a line, cutting off the Northern end and the Lindley Center
-cemetery boardmember Katherine Ball:first land to be used will be the land most suitable
for cemetery, North side may never even be needed
-Boardmember Close recommends they give up the acreage on North side to keep a buffer
zone; resolution as currently drafted asks for all 32 acres, could be changed and get 85%of
what they asked for originally
-cemetery boardmember Ball: land can be used for parks and recreation until needed for
cemetery
-Russ Tuckerman, Chair of the board for 13 years- board could be open to dividing the land
o Boardmember Cook: he was on the cemetery board as a volunteer liaison previously.
-small group of people who are concerned about this land not being specially dedicated for
cemetery use, MSU students said it'd be 200-400 years before all the land would be used
-current resolution works as written, satisfies people who are pro-cemetery land
o cemetery boardmember Lowell Springer: we could change the wording in the resolution to
be clearer about when the land "needs" to be for cemetery use
o Boardmember Cook: splitting it up complicates the deal, in reality it's never going to be
needed for cemetery
o Deputy Mayor Carson Taylor: commission will want to know, why now? Why are we looking
so far ahead now?
o cemetery boardmember Springer: we don't yet know what may be built or where
o Director Overton: management perspective, currently has flexibility for uses
o Tuckerman: cemetery board needs to know what their ground is, board has been thinking
about this issue for ten years
o Chairman Wade: if cemetery board would consider the Recreation and Parks board ideas,
they would appreciate it
—Item#5—Subdivision Review Report-Sandy Dodge:
FOUR POINTS OVERVIEW:
• This is a large, 442 unit, development located directly east of Chief Joseph Middle School.
• A 5.36-acre park with 100%street frontage will be developed in phase 1. This will nearly meet the
dedication requirement for the entire development.

• At the request of the school district the park is to be located directly across the street from the
school, providing a buffer between the school and the development.
• A concrete sidewalk is to bisect the park providing safe bike/pedestrian access to the school.
• Connecting trails along the watercourse and community center are to be developed in subsequent
phases.
COMMENTS:
• This plan is basically unchanged from the proposal that was put before us in April. We were
supportive at that time and continue to see this as a good development from the park
perspective.
RECOMMENDATION:
• We favor the proposed sidewalk bisecting the park. The safe route to school being a superior
feature to larger uninterrupted play space. A slight meander in this trail would give it a more
park like feel that we would prefer.
MENDENHALL MIXED USE OVERVIEW:
• This is a proposal for a five story mixed use building on the site of the American Federal Savings
building on Mendenhall. The top two floors are to be residential.
• The zoning is B-3 and the developer has requested cash-in-lieu of a .265-acre dedication
requirement.
• An appraisal to determine the amount of cash-in-lieu has not yet been provided.
COMMENTS:
• We like the plaza feature in this plan. While not park, it will provide a nice gathering place and
open area.
RECOMMENDATION:
• As cash-in-lieu is the default option for B-3 zoning we would support this request upon
determination of an acceptable appraised value.

• working on the Path to the "M" project
-optimistic for completion in 2016 but realistically 2017
—Item#7— Parks & Recreation Director Renort - Mitch Overton:
• Five major master plans in the air
o Path to the "M", had a meeting on October 8 with the public, 60 or so people attended

-$3.9 million project, grant
- no real negative feedback on this project yet
-VLT feeling out landowners for right of way
o Story Mill Master Plan moving forward
-180 people came to the public meeting
-Monica: what happens if TPL wants something that the survey doesn't include?
-Director Overton: have to hear what the community wants
o Athletic Complex
-forming a non-profit foundation
-hopefully starting the master planning process
-open public comment meetings on October 21 from 7-9pm and October 23 from 5:30-
7:30pm, Madison Room at City Hall
o working on parkland dedication resolution to improve our code
.03 acres per dwelling unit, maximum under state law which City currently uses
o had a meeting with the City and County commissions, still talking with the YMCA
o Parks
-law enforcement initiative
-cleaning out a homeless camp off the Galligator Trail

• Matt Parsons: he and Chairman Wade discussed the idea of having a social outside of the board
meetings to get to know each other better
-Chairman Wade: if there is a quorum, it has to be publicly noticed and is considered a meeting
-cannot discuss the issues the board discusses
