MEETING DATE: November 17, 2014 KEY ISSUES AND RECOMENDATAIONS: The City of Bozeman transportation system is
at a critical point in its development. Sustained rapid growth, years of deferred maintenance and
current policies and procedures have resulted in a system that is, in many cases, failing to meet
the needs of the community. Strategic changes need to be considered to increase the performance, improve the quality of life for Bozeman’s residents and save money over the lifetime of the system.
This memorandum is intended to initiate a policy discussion on the state of Bozeman’s
transportation system, how transportation infrastructure is currently funded, and provide options for policy changes to improve performance and reduce cost of the overall system. As such, this document provides:
An overview of the status of Bozeman’s transportation system using the latest traffic
studies and condition assessment data.
A review of the current funding mechanisms for transportation infrastructure and the issues and limitations of the current approach.
• A summary of Bozeman’s transportation system performance and funding
deficiencies.
• Options for policy and practice changes to address these deficiencies. Staff is requesting that the Commission review and discuss these recommendations and provide
direction. Appropriate additional analysis, administrative policies and budget/financial
documents will be prepared based on Commission guidance.

STATUS OF BOZEMAN’S TRANSPORTATION SYSTEM
Transportation System Assets: Bozeman’s transportation network contains approximately 269
miles of roadways divided into the following categories.
• Principal Arterials (high traffic volume streets designed to serve major centers of activity) = 30 miles
• Minor Arterials (streets that interconnect the principal arterial system and distribute
traffic to smaller geographic areas)= 28 miles
• Collector Streets (streets that provide priority traffic flow and distribute traffic from the arterial network to the ultimate destination, often through residential and commercial
neighborhoods) = 35 miles
• Local Streets (streets that provide direct access to individual properties with limited through movement of traffic) = 136 miles.
• Alleys = 28 miles
• All Other Roads (streets that are part of the network that are not maintained by the City)
= MSU streets (6.2 miles), privately maintained streets (23.1 miles), privately maintained streets in the public right of way (9.6 miles).
Of these streets, Montana Department of Transportation (MDT) is responsible for the
preventative maintenance (i.e., chip sealing, mill and overlay, etc.) of 46 miles of State Highway
Routes (e.g., 19th Ave., 7th Ave., and Main Street). After eliminating MDT and private or privately maintained streets, the City of Bozeman is responsible for the ongoing repair and
maintenance of approximately 183 miles of streets and 28 miles of alleys. Almost 70% of these
streets serve local traffic. 100% of the alleys provide local access. Growth of the network has
been rapid. Over 25% (48 miles) of the streets maintained by the City have been added since
2004.
Asset Condition: In fiscal year (FY) 2014 the Commission approved a comprehensive street
assessment project. TransMap, Inc. was selected through a competitive, qualifications based
process to conduct a complete inventory of the City’s street network and determine the condition
of each street based on direct measurement of roughness, cracking, rutting and several other measurements of pavement condition. These data were used to develop a Pavement Condition
Index (PCI) rating for each street and the overall transportation network. The PCI is an industry
standard, objective measure of street condition. A PCI of 100 is indicative of a new street (e.g.,
Mendenhall Street has a PCI of 100 after resurfacing). Streets with a PCI of less than 60
typically require partial or full reconstruction (e.g., Story Street has a PCI ranging from 25-50). Setting a target PCI defines a level of service for street conditions. PCI values can also be used
to evaluate street maintenance and street reconstruction needs.

New streets in the west and south end generally have high PCI values and older portions of town
generally have lower PCI ratings. The combined result is an overall PCI rating for Bozeman’s transportation network of 80.

In addition to the PCI rating, a comprehensive pothole inventory was conducted in the spring of
this year to document pavement failures throughout the City and prioritize repair activities.

potholes than streets with higher PCI values.
Data collected during condition assessment was also used to calculate a PCI degradation rate, or a measure of how quickly Bozeman’s pavement deteriorates in the absence of preventative maintenance. Bozeman has a PCI degradation rate of 2 points per year. So in 5 years the PCI
rating will drop from 80 to 70.
Using the PCI degradation rate and a preventative maintenance budget of $600,000 (the budgeted amount at the time of the study), the future condition of Bozeman’s streets can be predicted. The following hyperlinks and attached documents illustrate the condition of each
street in 2018 and 2023 at the current level of maintenance funding. The data demonstrates that
many of Bozeman’s streets are at a critical point in their life cycle.

Failure to adequately maintain street pavements will result in additional streets that need
reconstruction and increase the cost to maintain the network. The pavement preservation curve
shown in Figure 1 demonstrates the relationship between PCI, maintenance funding and street
reconstruction costs.

Maintaining PCI values above 65-70 with routine preventative maintenance activities can
indefinitely extend the life of the pavement. However, allowing streets to degrade ultimately
requires reconstruction at much higher costs. Many streets in the older portion of Bozeman have
not been adequately maintained and now require reconstruction. A similar outcome will likely
occur in the “new” additions to Bozeman unless additional maintenance occurs.

System Performance: Bozeman’s transportation system is based on the Transportation Master
Plan (TMP) which is updated approximately every 10 years. The TMP predicts future traffic
demand, establishes standards for street cross sections, and identifies the arterial and collector
streets that serve as the backbone of the system. Intersections are analyzed to determine the current and future levels of service. The master plan also identifies bike and pedestrian facilities.
Failure to complete the arterial and collector network as defined in the TMP has caused gaps in
the network that compromise network performance. The following hyperlink and attached map
illustrates the current performance deficiencies of the existing network.

Each circle on the map represents an intersection that currently fails the existing level of service
standard (i.e., at least one movement through the intersection experiences delays that exceed the City’s current standard). Intersections have been prioritized for improvement as low, medium
and high based on staff analysis of traffic volumes and need. Lines on the map represent
sections of the arterial and collector network that are not currently constructed to TMP standards.
Completing the arterial and collector network represents a significant capital investment that
primarily comes from private development and associated impact fees. The network of sidewalks and bike lanes, which are an important component of the overall transportation
system, are also compromised by gaps in the arterial and collector network because these
facilities are often constructed as part of a street project.
TRANSPORTATION SYSTEM FUNDING Bozeman’s transportation system is funded through a combination of state, local and private
funds which include:
• Urban funds are appropriated by the MDT based on the population within an MDT
defined urban boundary. Next year, approximately $960,000 per year will be allocated to upgrade urban routes, which are high volume arterials. Bozeman’s allocation has historically been approximately $800,000 per year. Examples of projects utilizing urban
funds include the current upgrade of College Street, the future upgrade of Kagy Street
and past upgrades of 19th Avenue. Urban fund projects typically involve upgrades of
arterials to expand capacity and level of service. Only one urban fund project can be pursued at a time. Impact fees are commonly used to augment urban funds.
• Gas tax funds are appropriated to the City by MDT on a population and street milage
based allocation of the Montana Gas Tax. Bozeman receives approximately $660,000 in
annual gas tax funds. Portions of the gas tax are used by the City for contracted street maintenance work. Typically this work consists of asphalt overlays, chip sealing and pavement marking replacements. Gas tax funds have also been used by the City for curb
replacements and ADA ramp installations. Approximately $400,000 per year is used by
the City for contracted maintenance work, with the majority of the funds going towards
chip seal and mill and overlay projects. The remaining $260,000 is used to fund routine preventative maintenance (e.g., patch potholes, minor resurfacing projects).
• Community Transportation Enhancement Program (CTEP) is a federal program
managed by MDT that has provided the City approximately $230,000/year for projects
such as sidewalks and trails to enhance the transportation network. CTEP funds are the

only dedicated funding available for capital improvement to Bozeman’s bike and
pedestrian infrastructure. The CTEP program is being eliminated next year and will be
replaced by a competitive Transportation Alternatives (TA) program. Staff estimates that
less than one half of the historic CTEP funding will be available under the TA program. The TA funds will be awarded on a state-wide competitive basis for specific projects.
• Transportation impact fees are used by the City to pay for the capacity enhancing
portion of a street construction. Impact fees are typically used to upgrade streets, when
required, to collector or arterial standards (including bicycle and pedestrian facilities) after a developer has committed to constructing the project. For arterial and collector
streets, the developer is responsible for the “local share” (i.e., the cost of constructing a
standard local street section) and impact fees fund the difference in cost between the local
street and the arterial or collector section. Impact fees have also been used in
conjunction with urban funds. Commission Resolution 4498 (December 16, 2013) restricted the use of impact fees for intersection upgrades to 60% of the intersection costs
(the “growth” related share). No funding source was specified for the 40% “non-growth”
related share. The collection of impact fees depends on development and is highly
variable. During high growth periods like Bozeman is currently experiencing, over $1.2
million is collected annually in impact fees. The current balance of transportation impact fees is approximately $10 million. Impact fees have been used to construct a number of
network improvements since initiation of the program.

• Special improvement districts (SIDs) are a mechanism the City may use to fund all or a
portion of a street and are established by the Commission. An SID may require adjacent
property owners to share some or all of the costs of a street improvement project. Many
of the local streets in the City were originally constructed with SID funds. The reconstruction of South 8th Ave. is a recent example of street reconstruction using partial SID funding. The attached map shows the existing transportation SID’s for Bozeman.

• Payback districts may be created by the City if a developer constructs street
improvements required for the development which also serves other properties. The
construction must be done upfront by the developer. The City then facilitates reimbursement (i.e. payback) to the original developer as future development occurs in
the district. A payback district may include vacant and undeveloped lands that benefit
from development of transportation systems. The City can also establish a payback
district to facilitate the construction of transportation and other infrastructure. The
attached map shows the existing transportation payback areas for Bozeman.

• Street maintenance district funds are used to maintain and repair the existing local street network. The City Commission first established a street maintenance district for the City of Bozeman in FY1990. Annual assessments are levied against lots or parcels
within the City to fund the overall maintenance of streets, alleys and other public
transportation infrastructure. The majority of the funds generated by the street
assessment are used to pay for the labor, equipment and materials necessary to plow,

sweep and perform maintenance on the street network and associated right of way. In
2010, the Commission directed a portion of the street maintenance assessment be
dedicated to a curb replacement capital program. And in 2011, the Commission
dedicated a portion of the assessment for the street reconstruction capital improvement program (CIP) and established a goal of dedicating 18% of the street maintenance fees
for street reconstruction. Funding was at 15% during FY2014, resulting in a total of
approximately $800,000 per year for street reconstruction capital projects. On February
3, 2014 the Commission passed Resolution 4507 that established how these funds would
be used in conjunction with local SID’s to reconstruct streets based on measured traffic volumes. For local streets, the street reconstruction funds would be used to cover 25% of
the reconstruction cost. The remaining 75% would be paid through a local SID. In the
FY15 budget, the Commission added an additional $200,000 for preventative
maintenance to the annual street assessment. Miscellaneous curb and concrete repairs are
also funded annually at $50,000 each.
• Community Transportation Fund. During the FY15 budget process the Commission
designated approximately $530,000 for improvement to the transportation network. This
increase to the street assessment was roughly equivalent to the revenue generated from
the 1995 transportation bond that was retired in November 2015. Staff have dedicated these funds to cover the non-growth share in intersection upgrades.
• Developer Exactions. New developments can result in level of service failure of the
transportation network. When that occurs, the development is typically required to
address the deficiency as a condition of approval. If City funded improvements do not
correct the deficiency in a timely manner, the developer often chooses to correct the deficiency at their own expense. Upgrades on arterial and collector intersections
frequently fall in this category.

Table 1 summarizes Bozeman’s current transportation funding by source. Funding was also
categorized into routine and preventative maintenance, street reconstruction, bike and pedestrian
system and completion and expansion of the arterial and collector network. These categories
correspond to major deficiencies in Bozeman’s transportation system which are explained in detail in the next section.

TRANSPORTATION SYSTEM DEFICIENCIES A critical analysis of the condition and performance of Bozeman’s transportation system
identifies a number of categorical deficiencies that left unaddressed reduce the overall
performance of the system, compromise safety and result in additional life cycle costs. Routine and Preventative Maintenance: Routine and preventative maintenance are capital
expenditures targeted at preserving pavement life. Routine maintenance includes pothole
patching, crack sealing and minor repairs. Preventative maintenance projects include
neighborhood scale chip seals and mill and overlay projects. These projects do not require excavation of the road base nor do they require any large scale replacement or installation of curbs and gutters. Existing drainage in these projects is generally functional.
At the time the system-wide condition assessment was conducted, the City had allocated
approximately $600,000 per year on routine and preventative maintenance. After reprioritization of street maintenance workloads and with the additional preventative maintenance funding provided in FY15, Bozeman is currently spending approximately $960,000

annually on routine and preventative maintenance activities. Using the PCI data and observed
pavement degradation rates, an appropriate level of funding to maintain pavement in its current
condition is approximately $2 million annually. Figure 2 graphically demonstrates the impacts

Street Reconstruction: Reconstruction projects occur when a street has deteriorated to a point
where preventative maintenance is not possible. These streets require one or more of the
following to restore proper service:
• excavation of some or all of the road base to restore proper cross section
• significant regrading to provide for proper drainage
• installation or reconstruction of curbs
• installation, replacement or significant repair of the stormwater system
• complete removal and replacement of asphalt surfacing
Based on the current condition assessment, Staff estimate that approximately 19 streets, primarily in the older portions of Bozeman, need to be reconstructed.

A full reconstruction with curb and gutters and road base excavation could exceed $1 million per
mile. Some reconstruction projects may be less expensive depending upon the condition of the
curbs and road base. Staff estimates the cost for reconstructing the failed streets that exist today
to be almost $19 million. Additional streets will be added to this total without increasing routine and preventative maintenance activities.
Gaps in and Failures of the Existing Bike and Pedestrian Network. Missing sidewalks,
incomplete bike routes, missing trail and sidewalk sections and deficient roadway crossings are
widespread throughout Bozeman. (Note that there are parts of town that were originally designed without bike and pedestrian infrastructure. The deficiencies do not refer to those neighborhoods). Staff has not prepared a detailed estimate of the costs of correcting these
deficiencies, initial estimates identify at least $200,000 of improvements. In addition, Bozeman

has approximately 200 street corners in need of full reconstruction to become Americans with
Disabilities Act (ADA) compliant. The estimated cost for these repairs is $900,000. There are
roughly 1600 street corners that are mostly ADA compliant but lack the detectable warning pads
required for full compliance. Approximately 40 corners are constructed to ADA standards as part of the CTEP program and street reconstruction projects. Significant portions of our existing
sidewalk system have also failed. A condition assessment on the east side of Bozeman (from
Wilson Avenue to the east edge of town) identified more than 1 mile of failed sidewalks. Staff
expects similar failure rates throughout Bozeman. Homeowners were notified this summer about
the need to replace this infrastructure, but few have complied. As a result, the City will have to contract for and bill homeowners next year for the full cost of sidewalk replacement.
Gaps in the Arterial and Collector Network: Efficient operation of Bozeman’s transportation
system requires a backbone of complete collector and arterial streets. Bozeman’s Transportation
Master Plan specifies a network of collector and arterial streets to provide a high level of service throughout the City. However, in practice these roadways are constructed in a piecemeal fashion
that results in an incomplete network that delays diverts traffic.
Bozeman’s arterial and collector network is currently constructed primarily using a combination
of developer contribution and impact fees (Bond funds have been available in the past but no current transportation bond exists). A private development is proposed that fronts one or more
collector or arterial streets. Using the City’s current approach, the developer would construct
some or all of the arterial or collector street as part of the conditions of approval for the
development. Impact fees would be applied to cover the “capacity expanding” portion of the
roadway. The developer would be financially responsible for the “local share”. In other words, the developer would be financially responsible for building a standard two lane residential street
complete with curb and gutter and impact fees would be applied to cover the difference between
that cost and the cost for constructing the additional lanes and traffic control devices required on
collector and arterial roadways.
Several problems exist with this system which include:
• The system functionally places the planning and scheduling of construction in the hands
of the developer. The arterial and collector network so critical to the proper functioning
of the entire system is constructed based on the schedule of the private development, not on the overall needs of the transportation system.
• The system often requires developers to correct deficiencies in the arterial and collector
system for which they are only partially responsible.
• The system creates an arterial and collector network that is designed and constructed in a piecemeal fashion. Each developer designs and constructs their portion of their adjoining
arterial or collector street. The result is numerous separate designs that must be
integrated.
• The system often results in streets being reconstructed several times before they are constructed to the final section. Failure to initially build a street to the final section
specified in the TMP sacrifices useful life of the asset and increases final costs.
• On many occasions, arterial and collector improvements are delayed. Variances from
meeting the level of service standard are granted and the developer provides a waiver of right to protest future SIDs to complete need network improvements. This approach may

allow for better design and coordination of system improvements, but significantly
increase the administrative burden of the project. The current system will require
multiple SID’s to correct deficiencies in the arterial and collector network.
• There is currently no mechanism for addressing the elements of the arterial and collector network that are not part of a development project. Gaps in the system that compromise
overall performance are a result.
Numerous examples exist throughout town. The often criticized chicane on Oak Street west of New Holland drive is a prime example of a critical arterial route that has not been completed because it fronts an undeveloped and un-annexed parcel of property. Other examples include
failed intersections at Baxter and Davis, incomplete construction of Cottonwood, Durston,
Baxter and 27th.
Staff estimates that to complete the arterial and collector streets and improve failing intersections will require a total capital investment of approximately $60 million. Private development would
be responsible for the local share, or roughly 40-60% of this total investment. The remainder
would come from impact fees in the current system. However, there are gaps in the existing
system that need to be addressed immediately and those projects may not correspond with private development activities. Note that this cost estimate does not include extending the transportation network to any future annexations.

Table 2 provides a simple gap analysis between the existing level of funding and the overall
funding need based upon condition assessment data, transportation plans and recent construction
costs.

OPTIONS FOR ADDRESSSING SYSTEM DEFICIENCES:
There are a number of policy and practice changes that could help address the deficiencies
identified in Bozeman’s transportation system. Several of these changes are simple changes in practice that have already been initiated. Others are policy issues for the Commission to
consider.
Changes in practice include:
• Prepare designs for arterial and collector streets in advance of development when possible. The City’s current practice of having arterial and collector streets designed
piecemeal with individual development results in variations in design and poor
integration throughout the corridor. Using impact fees to design major streets ahead of
development will improve how these streets perform, ensure a more consistent design and facilitate eventual construction. Consultants are currently being selected to complete designs for Oak, Durston, Cottonwood and Baxter.
• Develop a system wide transportation model. The City’s current practice of requiring site
specific traffic impact studies for development only provides for a limited and often incomplete evaluation of the impacts of development. Creating a system-wide transportation model that is routinely updated will allow the City to more fully evaluate
the impacts of development and better allocate capital funds for improvements. Staff has
initiated a contract with Montana State University’s Western Transportation Institute
(WTI) to conduct an initial investigation to develop a transportation model.
• Purchase right-of-way prior to annexation when necessary. City practice has historically been to secure right of way upon annexation. This practice has resulted in gaps in the
right-of-way necessary to complete several transportation corridors and intersections.
Staff have retained a consultant to negotiate right-of-way purchases for Commission
approval on important elements of the transportation network.
• Consider forced annexation or condemnation. The City has historically, and successfully,
relied on voluntary property sales and annexations to acquire street right of way. But for
critical portions of the network, the Commission may need to reconsider this approach.
• Reevaluate level of service standards. The number of failing intersections and the funding gap analysis suggests that the City may need to evaluate the level of service

standards currently specified in City code. Staff plan to analyze the level of service
standards and provide options for the Commission to consider as part of the
transportation master plan update.
Major policy issues that should be considered by the Commission include:
• Increase routine and preventative maintenance funding. Failure to adequately maintain
our existing streets will undoubtedly result in further deterioration and ultimately increase
the number of streets requiring reconstruction. Staff have already implemented new approaches to routine maintenance (e.g., the use of new spray patch technology for pothole repair, purchase of new patching equipment for winter use). But ultimately the
Commission will need to consider adding capital for preventative maintenance. Staff
recommends, based on a condition assessment and the use of best industry practice to
develop a maintenance schedule, that an additional $1.1 million annually be added to the street maintenance assessment for preventative maintenance. Additional capital equipment for City staff to complete small mill and overlay projects is also
recommended.
• Continue with the existing street reconstruction funding level and policy. Based on the condition assessment, Commission Policy 4507 will effectively leverage dedicated reconstruction funding to address Bozeman’s backlog of failed streets over the next 15
years. Should residents routinely protest out of the proposed SID’s, then the policy may
need to be reevaluated. Staff recommends no change to this policy or level of funding.
• Consider additional dedicated funding for alternative transportation options. A complete, integrated and well maintained bike, pedestrian and public transportation system will
result in reduced demand on the transportation system and reduce the need for more
expensive transportation system improvements.
• Evaluate options for completing the gaps in the arterial and collector network. Options include:
o Continue with the current policies. This approach will continue to result in a
disjointed, poorly performing system. In addition, without a change in policy,
numerous and costly SID’s will be implemented to complete current streets,
especially on the west side of town. The Commission should consider the cumulative impacts and costs of these SID’s.
o Eliminate the transportation impact fee and replace it with the system-wide
arterial and collector assessment. Eliminating the transportation impact fee would
remove a perceived barrier to development but displaces costs associated with the
impact of new development onto existing residents and businesses. A system wide assessment would provide a stable and predictable source of funding that
would not be tied to development. Better planning, reduced administrative costs
and improved construction schedules could be developed.
o Create a transportation bond. Creating a multi-year dedicated transportation bond
would provide capital funding to complete critical portions of the network independent of the development process.
o Reevaluate the policies and practices associated with the use of impact fees. A
more flexible and aggressive use of impact fees to expand the transportation
system would allow the current impact fee balance to be put to use. Changing
current practice will require a clear definition of what qualifies as a capacity

expanding project. Commission Resolution 4498, which in practice limits the
ability to construct intersections, should be reevaluated as part of this process.
o Create a working “non-growth share” capital fund to augment impact fees. As
discussed above, the use and timing of impact fees is currently driven by development because the non-growth or local portion of the project must first be
constructed by the developer. Capitalizing a non-growth share fund would
provide the funding to plan and construct a functionally complete street
independent of development. Such a fund would allow for the completion of
streets like Oak, 27th, Cottonwood, etc., without having to wait for development to occur along those corridors. Developers would pay their local share when they develop and those funds would be used to capitalize the next project. In effect,
the City would finance the local share of the project cost in advance of
development.
FISCAL EFFECTS: Each policy option could have significant impacts on the overall street
assessment, tax base and impact fee assessment.
ALTERNATIVES: These suggestions represent just a few options for the Commission to consider. UNRESOLVED ISSUES: Will be identified based on Commission discussion and direction.
