Res 4570 Bearcat Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Kukulski, City Manager SUBJECT: Resolution 4570 – Adopting Procedures Related to the BearCat Armored Response and Rescue Vehicle MEETING DATE: November 17, 2014 AGENDA ITEM TYPE: Consent RECOMMENDATION: Adopt Resolution No. 4570 BACKGROUND: In accordance with City Commission action taken on October 6, 2014, Resolution 4570 adopts three specific BearCat procedure steps: 1. In October 2015, the Police Chief will submit a report to the City Manager and City Commission detailing the first year’s use and operation of the BearCat vehicle. The report will include the vehicle’s use, costs of maintenance, and any other activities pertinent to its operation; 2. Ensure that the BearCat will not be re-equipped and/or modified without prior notification and approval of the City Commission. For the purposes of this resolution, “re-equipped and/or modified” means the addition of equipment or options that modify the BearCat in any way from its current state as of the date of this resolution; and 3. Ensure that any changes in protocol for use of the vehicle will be reviewed and approved by the Commission prior to implementation. Additionally, the Commission will be immediately informed of any breaches in protocol during the reporting period. The intent of this policy is to ensure that the public, City Commission, and City Manager are kept informed regarding the use, operation, maintenance costs, modification, and changes in protocol for the BearCat Vehicle within its first year of use. Attachment: Resolution 4570 Report compiled on: November 3, 2014 143 COMMISSION RESOLUTION NO. 4570 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ADOPTING PROCEDURES RELATED TO THE BEARCAT ARMORED RESPONSE AND RESCUE VEHICLE. WHEREAS, the City of Bozeman owns and maintains a BearCat for the safety of Southwest Montana residents and our regional Special Response Team; and WHEREAS, the City Commission directed staff to take three steps to ensure City Commission and City Manager notification and proper authorization regarding the BearCat’s use, maintenance costs, modification, and changes in protocol within its first year of use. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that these procedures related to the BearCat are adopted: Section 1 In October 2015, the Police Chief will submit a report to the City Manager and City Commission detailing the first year’s use and operation of the BearCat vehicle.
