Hauser Building MiSP Z-9563 Planner Arkell reviewed the proposed project of a minor site plan for the construction of an 8, 000 square foot office and warehouse building at 25 Shawnee Way. Planner Arkell reminded the committee that final comments are due next week and that the Design Review Board will look at COA this afternoon. Fred Shields made Terry Threlkeld aware that his department will not put fabric back if they dig up the ditch. They will take the fabric out and will backfill up to fabric level and that it will then be up to the applicant to reapply the fabric. Fred Shields noted no trees may be planted over the top of the water line. Terry Threlkeld said he understood that no trees are to be over the water line. He asked if there was a minimum set back for that. Fred Shields replied 5 foot. Karen Finke suggested verifying the location of the exiting water line. She said the Dansfeld drawing places it south of where this plan shows it. Terry Threlkeld reported that during the excavation a utility locate search was called in and that the city crews had located the sewer and water service stubs which were flipped flopped on the plans . Kurt Albrecht commented that the fire wall looks fine. Discussion Item 1 . Tange Minor Subdivision Due to being quite ahead of schedule, this item, listed last on the agenda, was moved up to the second place as applicants for the other reviews had not arrived yet. Planner Arkell reviewed this pre-application for a Minor Subdivision to create 5 commercial lots on a 20 acre parcel located between Oak and Baxter. She corrected a memo sent out by Planning Director, Andy Epple that the comments are not due today as a June 12 , 1995 , memo incorrectly stated, but that they are due next week. Planner Arkell commented that the applicant is trouble shooting and asking us to let them know what problems we see will need to be dealt with. She reported that the Department of Transportation has been sent a plan because the department ' s plans for Baxter are unknown. Planner Arkell reported that they propose giving the city 30 feet on llth Ave. , doing 5 lots with a proposed motel, and a proposed skating/hockey rink. She said they have a small cul-de- sac road to serve lots 1, 2 , 3 , and 4 . She pointed out that there are no other internal roads shown. Planner Arkell reviewed the proposal to bring water and sewer through a 30 foot easement in the middle of the lots 4 & 5 . Fred Shields voiced concern about the plans showing water and sewer lines going through the middle of the buildings on one side of the plan. He also reported that there will not be enough room to build on the north end of lot 4 if they stay out of the stream set-back and give the 30 feet easement. Planner Arkell asked if it is typical to place the water and sewer up the middle of lots rather than in a street. Fred Shields said no. Karen Finke asked who the engineer is . Planner Arkell said it is Rocky Mountain. Roger Sicz asked if the cul-de-sac is a proposed city street . Planner Arkell said it looks like a 60 foot access and utility easement and that she believed it would not even be a public street . She said she believed that Baxter is a state highway. A. 2nd Week Review Continued 2 . Danhof CUP Z-9557 Planner windemaker reviewed a question John Paysek had last week concerning what looks like a retaining wall on the north and south lines . Laura Danhof stated that it is not a wall, but are fences . Planner Windemaker reviewed that they are looking at how much of the alley will need to be paved. Roger Sicz stated that if the alley is to be used for access, it is to be paved. Planner Windemaker asked if they were looking at all of the alley paved or just up to the property line. Roger Sicz stated that in the past all that has been required is paving from the closest street to the property line at the far end. Laura Danhof stated that she is sending out letters to the neighbors to see if they will pave the entire alley. She said there are a lot of businesses and that she thought they would like to see it paved. Her big concern is the traffic. Roger Sicz stated that his department only grades alleys once a year. Laura Danhof stated that this alley gets graded two or three times a year. Roger Sicz commented that it was because the department gets called on it. Planner Windemaker said she assumes there are water and sewer stubs in place. Fred Shields stated that there are stubs , a 4" sewer stub and a 3/4" water stub, if they are large enough. Planner Windemaker stated that comments are due next week. 3 . Carkeek Z-9563 Planner Arkell stated that this is Dave Skelton' s project and that he is out of town. She said, therefore, that she is there in his place. Planner Arkell reviewed the site plan of this major site plan application for a 16 unit condominium project in the Bridger Creek Subdivision off Story Mill Road. She said there is also included in this development a spa for use of the condo owners, and the golf course back behind the lot. Planner Arkell reminded the committee that comments are due next week as this is the 2nd week review. Karen Finke asked if the storm water line is existing. Ray Carkeek said it is existing on Boylan Drive on the front although the infrastructure is not completed yet. The drainage will flow to the subdivision major detention pond, which is being reviewed by the state of Montana. Karen Finke askedwhen the review would be completed. Ray Carkeek said he was unsure but assumes that it is into the State now for approval . He stated that Morrison and Maierle are handling it. Planner Arkell stated that she believed the final plat of Bridger Creek has been filed with a financial guarantee to complete the improvements . Karen Finke stated that her major concern is that the detention pond be constructed before the condos are developed so there will be a place for the water to go. Karen Finke asked if Planner Skelton had any additional comments about putting curbs on both sides of the road on the private drive. She stated that now the plan shows only curb on the interior. Planner Arkell stated that she didn' t know because there would be a lot of curb cuts . Phill Forbes questioned if the code didn' t require the curb. Planner Arkell stated that sidewalks were not required in Spruce Meadows or Linden Court on interior roads because they are just private driveways . She then read from the Zoning Code book, 18 . 50 . 120 . After reading this, she said she would go back and see what they had been requiring in other condo projects . Planner Arkell said depending on the slope of the street she would guess that the curb will be needed to keep the water going down Boylan Dr. to get to the detention pond. Chuck Winn said final comments will be due next week. Planner Arkell said that there will be a public hearing before the Planning Board on July 5 . 4 . Ponds Edge z-9556 Planner Arkell again took Dave Skelton' s place as he is out- of-town. Planner Arkell briefly reviewed the major site plan for 16 duplex rental buildings at 3316 West Babcock. She said this is zoned R-3 and that the proposed duplexes are on two lots, one has six building, 12 units, and the other has 10 buildings , 20 units . She said the proposed project is on Babcock and Ravalli, coming through Countryside Project of Lonny Walker, and the Fish Wildlife and Parks ponds are behind them giving the name to the project, Ponds Edge. Roger Sicz asked if this proposed project has a public street going through it . Planner Arkell stated that Ravalli is a public street and will be constructed to city standards . Planner Arkell stated that this proposed project goes before the Planning Board on Wednesday, July 5 . John Paysek asked if the structures are set back from the private driveways . Dennis Balian stated that they are set back 12 feet from the driveway. John Paysek asked if there are sidewalks planned next to the driveway. Dennis Balian stated that there would not be any next to the driveway. Dennis Balian stated he will be paving 333 feet of Ravalli Street which includes, 33 feet on property owned by Michael Delaney, 100 feet of the Fish, Wildlife, and Parks for which an easement is in process, and the 200 feet on the tracts he owns . Planner Arkell asked if a cul-de-sac is proposed for the east end of Ravalli if the Countryside project does not go through. Dennis Balian assumes that will happen. Roger Sicz asked about drainage in the proposed project. Dennis Balian stated that drainage plans are included in the booklet on the proposed project and it shows the drainage to be in the north-east corner. Roger Sicz voiced concern about the possible drainage onto others property. John Paysek commented that the site plan shows a drainage going to the north through the proposed project. John Paysek stated that the Countryside project was required to have sidewalks on the private driveways . Dennis Balian commented that there is a difference in that there are only two lots in this proposed project, one on each side of the public road, instead of private lots served by private streets as in the Countryside project. He said it is similar to Spruce Meadows with a 26 foot wide private driveway. Roger Sicz asked if he had considered putting up stop signs on the private drive. Dennis Balian said that he had. Fred Shields asked where they were proposing to loop the water and sewer lines . Pete Woody replied that it would be done through the Lonny Walker property. Planner Arkell confirmed that both proposed projects realize that they will need services from each other and are working closely together to do that. Fred Shields stated that the water line to the south is too long and will need to also be looped. He pointed out that another problem is the water line running under the middle of the buildings . Dennis Balian explained that they will excavate the entire garage down to the crawlspace and put in a sleeve for the other unit so that it is accessible. Fred Shields asked about the easement bordering Lots 1 and 2 . Dennis Balian said the easement is for water and sewer lines and access . Fred Shields said there is a water line, but not a sewer line or access on the plans . He also said that beyond Lot 2 there needs to be an all weather access to manholes shown on the plans . Pete Woody stated that there is no plan for a road. Planner Arkell stated that it doesn' t have to be a road. John Paysek and Fred Shields both stated that the access will need to support a truck. Planner Arkell stated that Fred Shields has other alternatives to roads and the applicant can receive that information from him. Fred Shields stated that the plans show water service coming off a hydrant leg which it is not allowed. Planner Arkell pointed out that variance was being requested from the Subdivision Regulations to allow the cration of a lot which does not front on a public or private street, thus changing the proposed plan from a minor subdivision to a major subdivision needing a public hearing. Phill Forbes asked if Ravalli Street had shifted 25 feet from the original plan. Dennis Balian said it was shifted 12 feet and that Lonny Walker had also shifted it 12 feet because of the easement given to Fish, Wildlife, and Parks . He said he wanted a full city standard street for parking on both sides due to the units being rentals . Roger Sicz voiced concern about traffic and the standard sight triangle. He stated that the city does not have the funds to paint all the curbs to create standard sight triangles .
