A. Final Week Review
1. Blackwood II Z-9523
Dave Skelton indicated the project will be continued to May
23 , 1995 .
2 . Empire Building Materials Z-9550
Planner Skelton reviewed the proposal and indicated that
because there are deviations involved, the DRC can only give a
formal recommendation to the City Commission. He noted that a curb
cut permit as well as landscaping will be required. He added that
the chain link fence will need to be moved from the back of the
curb to the property line.
Mark Chandler stated the existing fence is 6 feet high with
three (3) lines of wire.
Planner Skelton remarked that the Department of Transportation
probably will not allow for parking on East Main Street due to
visibility concerns .
Planner Skelton reiterated that, due to the deviations
proposed, Planning staff is not in a position to support the
project.
Roger Sicz voiced concern regarding large truck turning
movements and loading areas . Ron Hines responded that the number
of semi- trailers loading & unloading at the site have been reduced.
Roger Sicz indicated a preference of concrete in lieu of
asphalt sidewalks .
Karen Finke agreed.
Roger Sicz moved, seconded by Chuck Winn, to recommend
approval with the conditions recommended by the DRC and staff . The
motion was vetoed with a 5- 1 vote, Dave Skelton voting against the
proposal .
B. Second Week Review
1. Jackpot East CUP Z-9540
Planner Windemaker reviewed the proposal and explained that
the proposed casino, bar and restarurant would be a re-use of the
existing Husky Station on East Main near Town Pump. Planner
Windemaker noted the need for curbs and the utilization of the
easterly driveway.
Fred Shields questioned any known water meter changes and
indicated that he needs to see the water meter location on the
final plans . Planner Windemaker responded that she is not aware of
any water meter changes .
Rick Hixson indicated he needed drainage calculations for
the retention area, as well as paving and curb details . He added
that the property line needs to be identified as the property line
on the final site plan.
Roger Sicz inquired about the adequacy of the parking
spaces . Planner Windemaker indicated that the minimum parking
requirements are met with the proposed 23 parking spaces and one
disabled accessible space.
Roger Sicz remarked that he feels 23 spaces aren, t sufficient
even though they would meet the minimum requirements .
Dave Skelton remarked that, even though the proposal meets
minimum parking requirements , the applicant should be required to
provide more spaces .
2 . Bridger Creek Condos Z-9547
Planner Dave Skelton mentioned that the subject item will be
opened and continued until further notice and may be discussed in
two weeks .
3 . HRDC Major Site Plan Z-9553
Planner Arkell reviewed the project, noting three four-plexes
will be constructed on one lot, and four tri-plexes on the other.
She informed the committee the City Commission granted variances on
May 15th to allow the structures to encroach in portions of the
front and rear yards . HRDC calculated the parking using the
requirements for apartments, which is two per unit, but the
Planning Staff regards the units as tri-and four plexes, which
rerquire 2 . 25 spaces per unit. Planner Arkell also noted the
disabled ramps for the parking spaces encroach in to the front yard
setback.
Fred Shields indicated there are only three water and sewer
stubs existing to service the east lot . It is doubtful they will
be allowed to cut another one due to it being a new street, and the
City' s policy prohibits cutting new streets for seven years . An
exception could be requested from the City Commission.
C. Discussion Item
1. Ponds Edge Minor Subdivision
Planner Skelton remarked that the applicants will need to
resubmit a new plat in a 50' scale. He asked that the applicant
maintain 60' right-of-way and the same street standards as the
Countryside Subdivision proposal by Lonnie Walker.
Planner Skelton indicated the dead end water line from the
south was not acceptable as proposed.
Planner Skelton further remarked that the Fish Wildlife and
Parks were moving forward with consideration of the land swap.
2 . Festival Square Minor Subdivision Pre. Plat
Dave Skelton noted that Phill Forbes makes final decision it
will not go to the board. No parking signs are needed to be put up
on the West side of south 13th extended. A right-of-way is needed
now to full standard city street so it will set the stage for the
Planning office.
Dave Skelton indicated the applicants are willing to put in a
water and sewer stub.
Roger Sicz recommended to build public a street before the
building is built.
Fred Shields indicated it is probably wide enough to
accommodate; however Dave Skelton disagreed.
Fred Shields indicated they probably would not go for it
because it would cut the down number of duplexes .
Lowell Springer indicated all he needed to know was what
direction the planning committee was going.
Lowell Springer stated that Backen will put in the street and
he wants them to sign agreement that they get the contract.
Lowell Springer will go back and tell the applicants that they
recommend it be done all at once.
Planner Skelton indicated that it is a private road and
realizes the destination is far enough from 11th street so traffic
will go on Babcock anyway.
Lowell Springer stated he will submit a revised plan that
shows a 60 ft. street.
