A. Final Week Review
1. Spring Meadows Z-9535
Planner Arkell explained that the DRC requested revisions to the
plans had been made and distributed said revisions . She indicated
that the final decision will be made by the DRC on May 2 , 1995, to
give the committee members time to review the changes . Final
comments will be due on May 2, 1995 .
B. Initial Week Review
1. Sundance Springs PUD Z-9538
Planner Arkell reviewed the proposal and indicated that the DRC
will review the entire 147 acre proposal . She noted that when the
developer is constructing Phase I, they will be leaving Phase VI,
which will be totally surrounded by development, and she is not
sure if they can have two remainders . She said that the proposed
private streets will have no curb and gutter, and will be
constructed to a County paving standard.
Fred Shields remarked that the water line will need a full utility
access easement if Goldenstein is not dedicated. Planner Arkell
indicated that she will check with the County Clerk and Recorder to
see if there is an existing easement .
Craig Brawner confirmed with Planner Arkell that the phasing of the
project is clear in the application.
John Paysek noted that possible water delivery problems to the
western portion of the site have not been addressed. He remarked
that the applicant' s engineer, Dave Crawford (Thomas , Dean &
Hoskins) had indicated that there is a real potential for the sewer
to bottleneck down Fairway Drive. He added that several hundred
feet of sewer pipeline will be over capacity by the time this
development comes to fruition.
Roger Sicz confirmed with Phill Forbes that the South 3rd and Kagy
project is scheduled to begin the summer of 1996 . He noted the
traffic problem in the area.
C. Informal Review
1. MSU Residence Hall
Planner Arkell reviewed the proposal and indicated that the
applicant mainly interested in utilities and fire access for two
possible locations , both on MSU property, west and northwest of the
Hedges Complex.
Roger Sicz confirmed that the access would be on Lincoln. Planner
Arkell indicated that the access could possibly be on Garfield as
well .
Fred Shields remarked that the City does own any water and sewer
lines at the proposed sites .
John Paysek remarked that the MSU lines have about 70 lbs of
pressure and that Dave Crawford has been working with the applicant
and has assured the applicant that there will be adequate pressure
in the lines . He noted three potential points of connection with
the connection to South 15th the most desirable. He asked that the
applicant provide a full study on water and sewer for the proposal .
John Paysek noted a potential problem with the sewer line going
into West College and suggested that that line be subject to a TV
survey.
Craig Brawner remarked that if any problems with the sewer in
College are worked out, the applicant can possibly serve the site
without cutting the street. He added that approval for cutting
into College would need to be obtained from the City Commission.
John Paysek voiced concern regarding traffic impacts . Roger Sicz
remarked that Lincoln should have sidewalks installed as well as
curb and gutter. Roger Sicz remarked that Garfield needs a left
turn lane immediately.
Chuck Winn remarked that the proposed structures are to be 2 to 3
stories . Dave Crawford commented that there will be no kitchen
facilities , and students will utilize the existing cafeteria at
North Hedges .
After a general discussion regarding pedestrian and vehicular
traffic, Don McLaughlin noted the potential for a pedestrian/bike
link that could extend all the way to the Main Mall without being
near a major road.
Roger Sicz voiced concern regarding traffic and the contribution
that the subject proposal would have to the problem. Don
McLaughlin confirmed that a light will be put in at 19th and
College.
Craig Brawner suggested that an overall traffic study be performed
on the entire university area.
Don McLaughlin noted the proposed pedestrian walkways through the
parking area.
Craig Brawner remarked that no loading or demand information has
been provided to accurately evaluate what the project' s constraints
may be. Dave Crawford responded that they will try to get adequate
storm water detention in the landscaping of the parking area as
well as water and sewer flow calculations .
Craig Brawner noted that plans are being reviewed for a potential
12" water line down Lincoln. Dave Crawford noted a 10" loop which
runs around the site and said that he doesn' t see that as being
over capacity. He added that his firm would like to flow the
hydrants in the area.
Planner Arkell commented that there will most likely be no zoning
review on the proposal as the project is on MSU lands and is not in
an Overlay District.
Don McLaughlin said that they want to begin the construction
documents between Christmas and New Years, and have the preliminary
plans done by June 22nd. He continued that they are targeting
construction to begin in March of 1997 so that students can occupy
in July or August of 1997 .
