Initial Week Review 1. Lucky Lil' s Casino Planner Arkell reviewed the proposal and adjacent developments . She indicated that the project would be reviewed by the Planning Board on 2/7 and by City Commission for a final decision on 2/21 . She explained that the street running north- south along the western site boundary is a public, 40' wide street . Planner Arkell pointed out the 8" sewer main which terminates at the northern point of that street and remarked that the applicant is proposing to extend it with a private main. She indicated that she will check to see if there will be any water or sewer paybacks to the Festival Square developers . She indicated that the applicant has applied for an alcoholic beverage permit and explained that DRC would be able to comment on, but not approve, the requested variances for encroachment into the water course setback and the West Main front yard setback. Planner Arkell indicated that the Highway Department has been contacted to find out if more right of way is needed for the expansion of West Main; however, she thinks the state has enough right of way at this location. Doug Hughes asked if they are going to try to put a sign in the front setback. Planner Arkell explained that the sign would be in the front yard setback. Planner Arkell explained that the street along the western boundary was installed as a public street in 1985 with Festival Square and is improved with a full curb and gutter. She indicated that the applicant is working with Fish, Wildlife and Parks on the relocation of the stream as far east as possible . Tom Wold asked if the street is a dedication or just an easement . Planner 1 Arkell explained that it is a street easement and not a dedication on this site . She explained that the lot goes to the centerline of the existing street . Tom Wold asked if the developer would dedicate the street . Planner Arkell explained that the only way to dedicate the street is on a subdivision plat . She explained that the Festival Square developers gave the city a public street easement . Tom Wold asked what the chances are of getting the developer to culvert the stream. Planner Arkell responded that Fish, Wildlife and Parks and the SCS offices would need to make a determination; however, she feels the chances are slim as it is classified a live stream. She added that she doesn' t recall any flooding in the subject site . John Paysek confirmed that the stream is contained in a culvert under US Highway 191 . Tom Wold added that the two culverts which cross the highway don' t allow enough water in to cause flooding; however, the trailer court to the south of US 191 has flooding. B. Informal Reviews 1. Gran Tree Inn Conoco Planner Arkell reviewed the proposal and pointed out adjacent developments . She explained that this site currently has three permitted accesses onto North 7th. She pointed out the 30 foot easement along the southern boundary and indicated that it extends back as far as the Days Inn. She explained that the applicant is proposing to remove the existing gas station and build a larger one in the same theme as the existing Gran Tree Inn architecture . She indicated that Rob Bukvich, Montana Department of Transportation, noted that the alignment of Baxter and 7th doesn' t work well and would most likely require that the connection be redesigned into more of a truer T with landscaping. Doug Rand confirmed that Baxter Lane is in the State Highway Department' s right of way. Planner Arkell remarked that Planner Dale Beland had mentioned that Mr. Bukvich entertained the possibility of closing the southern access and shifting the other two to make access less complicated. Carl Solvi indicated that he has met with Rob Bukvich who has given him some alternatives . Fred Shields pointed out that the water main which serves the Gran Tree Inn runs in the driveway along the southern border of the site . He confirmed that the proposed road would not interfere with the easement for the existing water line. Planner Arkell confirmed with Carl Solvi that the Gran Tree Inn parking lot would be redesigned to incorporate the new green areas . Fred Shields asked Carl Solvi if the smaller southeast lot lines would be eliminated. Planner Arkell suggested the applicant aggregate the lots or do a deed restriction so problems would not arise as a result of the structure on the lines . John Paysek asked if parking calculations are correct . Planner Arkell responded that they have not been checked at this time . Doug Rand stated that parking requirements would be met as 2 the hotel was designed with quite a surplus of parking. John Paysek inquired if the site has a history of hydraulic problems . Planner Arkell responded that the site has no history of flooding. Doug Daniels inquired what boundaries should be considered in preparing the storm water calculations . Rick Hixson confirmed the existence of catch basins in the parking lot and pointed out the existing storm sewers . Doug Daniels remarked that most of the surface drainage runs to the northwest portion of the site . He continued, that with the new proposal, the runoff coefficient would be the same since the directional flow would remain the same and there will be additional greenery. Carl So�-vi remarked that he is considering the installation of a culvert in the eastern green area. Planner Arkell confirmed with Carl Solvi that the underground fuel tanks would be replaced. Planner Arkell pointed out that the access between the Gran Tree Inn and the Holiday Inn does not extend to the lot to the west, hence the parking in the easement . Fred Shields remarked that the developer could probably use the existing water and sewer mains to service the building. He indicated that the applicant would need to provide access to the two existing manholes . Doug Daniels agreed to meet with Fred Shields regarding the main locations . 2 . Ranch & Home Supply Planner Arkell briefly reviewed the project . Nick Salmon pointed out adjacent developments and the two accesses and said that he believes Flora Lane would be developed to 1/2 a County standard and 1/2 a City standard through the annexation process . He explained that Flora would be used primarily for deliveries and trash removal . Planner Arkell added that Flora is platted but currently not developed. Nick Salmon indicated that the site would remain an M-2 District and the structure would be essentially 29, 000 square feet with second story offices facing North 7th. He said that a porch would cover the entry/arrival area and pointed out the loading dock on the south west corner of the site. He further commented that although they are only required to have one loading bay, they will provide two loading bays as well as a pickup dock and a trash enclosure in the same area. Nick Salmon remarked that the enclosed areas of the site would be used for storage of large goods . Planner Arkell explained that code would require screening unless the area is used for display. Nick Prugh responded that a 6' chain link fence with slats would most likely be used. Fred Shields remarked that specs have been submitted for review to extend the water at the southeast and southwest points to the property line . Rick Hixson asked if enough grade exists to loop the mains . Fred Shields responded that it could be done with a sewage lift pump since there is only four feet of cover to the property line . Nick Salman explained that Dave Crawford is doing 3 the engineering and has mentioned the possibility of raising the finish floor of the building. Fred Shields remarked that he doubts a condition would come of DRC requiring that the main be extended beyond the property line if there is no grade to accommodate it . Planner Arkell confirmed with Fred Shields that the sewer for the Thompson development extends south to Mandeville . Rick Hixson remarked that Ray Center is considering looping the main at midway in the KBMN property. Fred Shields said that ideally the water main would be looped all the way around the north end of the subject site . Planner Arkell remarked that the they would need a 30 feet easement for the , main from the property to the nort�i because the building is right on the property line . Nick Salmon argued that he would have to move the building 15 feet south unless Dorn Equipment is agreeable to a 30 ' easement . Planner Arkell asked if the mains could loop along the southern property line and extend through the parking lot . Fred Shields remarked that a better plan would be to loop the main around the north end of the site and suggested the applicant work out a 30 foot easement with Dorn Equipment for access to the water main. Doug Hughes confirmed with Fred Shields that a separate line for fire sprinklering would extend off the water main. Nick Prugh asked what the possibility of two dead end water mains would be . Rick Hixson responded, that even if temporary, dead ends are usually avoided. Nick Salmon argued that he would loose a significant portion of the site unless they reversed the plan. Planner Arkell suggested he look into a deviation for the southern setback. Fred Shields asked what effect shifting the building would have . Nick Salmon responded that he would loose 15 feet x 200 feet of storage space . He indicated he would probably mirror the building with an 8 ' setback. John Paysek confirmed that with a mirrored plan, the drive access would be moved to the north of the site . Planner Arkell remarked that the drive has to be 15 feet from the property line. John Paysek asked whether there would be any conflict with the roadway where it accesses onto 7th. Planner Arkell remarked that keeping the accesses as far apart as possible is preferable. Nick Salmon pointed out that Dorn Equipment has one access in the center of their lot . Doug Hughes asked if a signal light is planned for Mandeville . Planner Arkell explained that the local Highway Department is trying to get light at Griffin/Mandeville rather than Mandeville and to install lights at the on and off ramps to the Interstate . Planner Arkell indicated that she doesn' t remember what the Thompson developers are required to do for sidewalks on 7th. Nick Salmon remarked that he has been advised to plan for future sidewalks on Flora, but none on 7th. Planner Arkell said that we have required the properties on the east side of 7th to put in sidewalks . Planner Arkell pointed out that there would most likely be considerable pedestrian traffic from this business to Dorn Equipment and she would envision some sort of internal pedestrian connection to it . John Paysek inquired about drainage . Nick Salmon explained 4 that drainage runs northwest and northeast equally and that storm water would be retained to the current use of the land in each direction. He indicated that they are considering a combination of berms and retention areas along Flora. Nick Salmon confirmed that the applicant would most likely have to loop the water main and the sewer could be an extension of the existing line and that, perhaps by flipping the site plan, sewer might be installed easier. Planner Arkell reminded the architect not to put large trees over the easement . Nick Salmon confirmed with Fred Shields that the sewer line can run down the center of the drive . , Planner Arkell pointed out that a two-hour fire wall would be necessary along the north wall of the building. Nick remarked that the building will be steel framed with steel siding and a concrete veneer around the base . He said he would use a one hour wall on the subject face if the site plan would be reversed. He indicated he is assuming the building will have exposed steel trusses on the inside with skylights and fire sprinklering. Doug Hughes remarked that the second floor office use would require sprinklerization and, based on the size of the building, a one hour wall would be required. He suggested a separation between the storage area and retail area . Rick Hixson inquired whether there would be adequate water flow for fire suppression. Nick Salmon remarked that he will look into the water flow. Tom Wold asked if the storage area would be paved. Nick Salmon remarked that it most likely would be . Nick Salmon said he understands that the building can have only one sign. Planner Arkell explained that they can have either one freestanding or pole sign, and the rest of the allowable square feet of signage can be on the building as well as some directional signage . She indicated that it is possible to have a higher pole sign if it is moved back unless they wished to ask for a deviation. 5
