A. Initial Week Reviews
1. Bridger Blacksmith
Planner Arkell explained that, at last review, DRC recommended
the parking plan be redesigned and pointed out the new
configuration and snow removal area. She said that Roger Sicz had
voiced concern with the distance of the access from the interstate.
She indicated that Lowell Springer remarked that the primary change
in the submittal is the 40 foot right of way for Story Mill Road
which has shifted everything to the south.
Upon closer review of the plan, Planner Arkell noted that the
new submittal does not show the 40 foot right of way as was
conditioned by DRC. She remarked that she would check back with
the applicants to see why this change was not made .
Fred Shields confirmed with Planner Arkell that the project
site is outside of city limits .
Dave Skelton confirmed with Fred Shields that a 10" water main
is proposed on Story Mill Road and that, if the developer wishes to
annex the property in order to tap the Bridger Creek Subdivision
extension, there would not be a problem.
Craig Brawner confirmed with Planner Arkell that the applicant
would create a drainfield for sewer and use an existing well for
water. Craig Brawner verified the dimensions of the lot with
Planner Arkell and suggested a condition that requires the
applicant to obtain a septic permit prior to final site plan
approval . Doug Hughes commented that a septic permit would be a
requirement for issuance of the building permit .
Planner Arkell showed the Committee Certificate of Survey 1518
and pointed out the center line of Story Mill Road. Phill Forbes
asked if the applicant intends to dedicate the right of way and
suggested the discrepancy between the submittal plan and COS 1518

be discussed with Sam Gianfrancisco. Planner Skelton commented
that with two minor subdivisions coming with the Bridger Creek
Subdivision, there would be an opportunity to ensure a 40, right of
way. Planner Arkell remarked that the setback is typically taken
from the right of way.
2 . Pre-Initial Review - Lucky Lil' s Casino
Planner Skelton reviewed the proposal and explained that the
DRC review would be moved back a week due to noticing requirements .
He identified the variances for the CUP. He explained that the
applicant would be relocating the ingress/egress slightly to the
north and indicated that the project would tap into the existing
water/sewer systems for Festival Square .
Fred Shields questioned the availability of sewer to the
subject lot . Planner Skelton pointed to both a 6' and an 8' line
proposed on the north portion of the site . Phill Forbes asked for
clarification of the western boundary and Planner Skelton agreed to
verify.
Planner Skelton confirmed with Planner Arkell that Saint
Esteve Street (sp?) is completely constructed with curb and gutter.
Fred Shields pointed out that the sewer main runs to a manhole
and the water main is not shown.
Planner Skelton pointed out the retention area to the
northwest and asked if the Committee sees the potential of storm
drainage going southerly to the stream. Craig Brawner commented
that the site is subject to flooding and indicated that the
retention area to the northeast might not be adequate . Planner
Skelton added that the developer proposed a stream enhancement
program to be coordinated with Fish, Wildlife and Parks .
B. Informal Review
1. Montana Kids Daycare
Planner Skelton reviewed the project, pointed out adjacencies,
and explained that the daycare use is preapproved with part of the
Walker Property PUD. He indicated that he is not aware of the
status of access to the sanitary sewer system is and assumes a
private well will be dug for domestic water services . He further
commented that Sam Gianfrancisco indicated that the right of way to
Reeves Road East is to tentatively be vacationed by the County
Commission this week.
Craig Brawner remarked that the longterm plan is to have all
the subdivisions in the vicinity serviced by the new sewer system.
He voiced concern over some confusion concerning the sewer easement
shown on the plan.
Planner Skelton confirmed with Chuck Winn that the project is,
in the Belgrade Rural Fire District Brett Waters. Doug Hughes
remarked that Beatrice Taylor buildings were required to have a one
hour wall and a walkway between them. He further remarked that, if
the building is the only structure, a one hour fire wall would not

be required. Planner Skelton indicated that he would have the
Belgrade Rural Fire District review the submittal .
Planner Skelton notified the applicants that an encroachment
permit would be necessary for the ingress/egress. Phill Forbes
voiced concern that the offset to Reeves Road East could confuse
drivers and suggested a joint access with the adjacent lot so the
entrance could line up with the property line . Dan Kamp responded
that the only way to deal with the entrance completely is to
reverse the plan: however, the grade on the north side of the lot
limits the possibilities . He further explained that the northern
portion drops about 6 to 8 feet and this plan attempts to utilize
the most level portions for the building and parking. Phill
Forbes suggested the parking be relocated to the west of the site.
Planner Skelton cited page 392 of the Zoning Ordinance, Section
1850 . 110D and questioned whether that section would apply to the
subject driveway. He said that the subject streets are perhaps not
arterials or collectors, but local subdivision streets and
suggested the applicant check with Sam Gianfrancisco.
Planner Skelton noted that the pedestrian trail system for the
PUD is still being worked out and indicated that Sam Gianfrancisco
doesn' t have a problem with putting the trail in the right of way.
Planner Skelton remarked that the proposal would be submitted
as a minor site plan and would be reviewed by DRB as an informal .
Planner Arkell pointed out that parking lots can only extend
to 100 feet without a requirement for a landscape island.
