Chairperson Skelton suggested changing the project to nine units. Mr. Hixson stated
a concern with the storm water/snow storage. Curbing needs to be installed around the
whole lot. Planner Patterson noted that Planning Director Epple stated that the existing
parking can be left as is, however, the Applicant should be sure to add as many spaces as are
needed for the new units.
Mr. Hixson stated that he also has be sure water and sewer have adequate capacity
for the new structure so the Applicant will need to submit a Utility Design Report. Mr.
Morley asked that the parking requirement be further clarified. Planner Patterson stated that
aside from existing spaces, the parking lot has to meet parking requirements by adding new
spaces for the new units. Chairperson Skelton stated that the parking lot adjustments can be
met quite simply, however a landscaping island will probably be needed to help control
traffic flow. Discussion followed on the different parking requirements for efficiency
apartments and one-bedroom apartments.
Mr. Forbes inquired if the snow storage area was in the northeast corner. Planner
Patterson pointed out the proposed snow storage area.
Chairperson Skelton stated that there is no requirement for a secondary or emergency
access for this property, however, the University Condos (also reviewed this meeting) are
proposing a secondary access through this project.

A Major Site Plan Application to allow development for 17 duplex
condominiums.
Planner Dave Skelton presented the project. He stated that next Tuesday the DRC
will make the recommendations which will go to Bourn as man City and must blanning e widened tod,

Mr. Woodward stated that if the driveway is also a utility access, then it will be required to
be 30' wide.
Planner Skelton inquired about the relocation of the ditch. Mr. Gaston stated that it
has never been maintained and it is his understanding that as long as the beginning and
ending of the ditch are in the same location, they can move/straighten it. They plan to
square it up a bit. Planner Skelton stated that troro� concerns

structures. Mr. Gaston responded that it's true that streets cannot be located over
drainfields, but he can substitute a different area. There followed a discussion on
drainfields.
Mr. Forbes commented on the private street egress/ingress points. There followed
discussion on driveway access onto Kagy Blvd.
Mr. Hixson stated that Building will need a plan that discusses sewer and water
capacities. Mr. Woodward stated that his department wouldn't install water lines down the
middle of the lots and under the garages. The lines would be better located along one side
of the property. Planner Skelton stated that they will have to relocate the water and sewer
lines as they are using up what little boulevard space is left.
Mr. Gaston asked if the City could install a meter pit in the middle of the yard. Mr.
Woodward responded that is unnecessary as the plat shows a room in the building for the
meters. Mr. Woodward distributed a memo (on file at the Planning Office) which stated the
conditions that have to be met to satisfy the Water Department's requirements.
Mr. Hixson stated that the easement needs to be farther back and 10' wide. Planner
Skelton stated that the parking lot at the north end will work for a fire truck turnaround.
Mr. Winn confirmed. Planner Skelton stated that there should be no parking along the
private street. Mr. Winn suggested signing the street as a fire lane. Mr. Gaston agreed to
that signage. Mr. Woodward inquired if this was now a vehicle access. Mr. Gaston
responded that it is still a utilities access. He stated that it is a private lane with a utility
easement. Mr. Iwaniak stated that the original document states that it is a sewer, water, and
emergency access.
Planner Skelton suggested keeping to one design rather than using three different
designs, if the applicant felt strongly enough about it.

2. Lattice Sketch Plan Review/COA - (Skelton)

- Construction of a 24' X 40' metal building for storage purposes. No
sewer or water services proposed.
Planner Dave Skelton presented the project. He stated that here are no water/sewer
additions planned. There are no yard setbacks required. There has been substantial clean-up
of the property to the south. This project will go to DRB.
Ms. Foster stated that she came to see what her neighbor planned to do. She was
concerned that it would be another Harry Ellis-type project. She stated that she was glad to
see the Applicant was planning a pitched roof. She felt that the whole neighborhood is in a
state of transition. Ms. Foster asked if it would be possible to have landscaping replace the
chain link fence woven with orange plastic strips. She has a prospective buyer for her

C. INFORMAL REVIEW

- Conversion of residence on the National Historic Register to an antique
shop. Need opinions on parking and access including a deviation for a 12'
access drive.
Planner Dean Patterson presented the project. It is located in a "B-3" District which
requires no side yards. Mrs. Carlson is requesting options for parking. She is going to
request a deviation for a 12' driveway so they don't have to tear out an existing tree. He
stated that Mrs. Carlson will need two parking spaces plus one handicapped space. Mrs.
Carlson stated that she will be using approximately 660 square feet of the structure for the
antique shop. She is interested in keeping the yard as it is as it's the only grass on the

block. She liked the configuration of the landscaping plants around the building.
There followed a discussion on parking areas. Chairperson Skelton stated that Mrs.
Carlson may need a variance for an option that requires backing up into traffic. Mr. Bolling
stated that they prefer not to have to curb the whole lot as it is like a residential unit.
Mr. Forbes stated that the 12' driveway isn't a problem for him. Chairperson Skelton
stated that curbing could be a problem. Mr. Forbes stated that the purpose of curbing is to
control runoff and protect the landscaping. Chairperson Skelton stated that these would all
require variances. It would be up to City Commission to grant them. This project will be a
Minor Site Plan and a Certificate of Appropriateness Application with Deviations.
Mr. Mabee stated that accessibility for handicapped will need to be addressed. Mr.
Bolling explained his ideas for meeting this requirement, widening a doorway and installing a
ramp on the front entrance which is on Grand Street. He inquired about the possible
locations for signage. Planner Patterson stated that the Applicant will have to include her
signage proposal with her application.
