Planner Patterson summarized written comments received from neighbors Mary Peterson and
Robert Thompson. Ms. Peterson's concerns centered on emergency vehicle access and any
increase in traffic in that alley. Mr. Thompson's letter stated that he is against the construction.
Planner Patterson has researched deeds of ownership for the alley. Planner Skelton asked if the
alley was shown as property. Planner Patterson affirmed. He also found deeds to two of the 1/6
parcels. Due to the ensuing discussion as to who the other owners might be, Mr. Thorsen n
requested formally to table for not more than thirty days.

Planner Patterson gave a general overview of the project. It is a minor sight plan to enlarge
the parking area and construct a storage building for 4-5 cars. They would remove an existing
shed and build the garage in its place. Questions were asked about the extent of the unspecified
uses of the garage. Planner Patterson will forward the questions. Planner Skelton asked about
sidewalk improvements and extent of the existing pavement. He stated that there shouldn't be
a curbing problem. John Paysek asked about emergency vehicle access and if there needed to
be a designated lane for fire trucks. Chuck Winn stated that the storage area description was
nebulous and needed to be more specific.

Planner Arkell gave the general overview of the project, which was to construct a 68 unit motel.
The proposal would create an artificial lot for expansion sometime in the future. It discussed
installing 8" water mains and a hydraulic sanitary lift station. Planner Arkell stated that the
landscaping plan is slim, the signing is too large, and parking access is the biggest problem.
Planner Skelton wants to look at the master plan to be sure this proposal meets the
specifications. The re-routing of Baxter was discussed at length. Planner will convey to
developer our questions on landscaping, signing, traffic analysis on 7th and Baxter, and suggest
they meet with the City Engineering Department.

Planner Skelton gave a brief overview of the past history. He reiterated that this project would
be an extension of development west of Technology Park. He discussed the effects of the zoning
change for that area. He voiced his concern about access to W. College; it needs to be as far
east as possible. Chuck Winn stated that access for infrastructure could be a problem. John
Paysek asked if parking would be a problem. Lowell Springer of Springer and Associates stated
that it is a very difficult intersection. He's discussed some ideas with the Montana Highway
Department which now agrees it might be feasible to break down College and run it parallel
along West Main to Ferguson. He thinks that Garfield will be extended to West Main. Phill
Forbes stated that he thought the major movement was taking the traffic from College to West
Main.

Planner Skelton stated that the purpose of the discussion was to give Bridger Creek developers
information to help them prepare a plat. Planner Skelton stated that one concern was emergency
access from Hole 14. Rex Easton explained that the existing cart path which parallels the street
is paved and will be maintained in the winter. He explained that all drainage flows general west
into areas of quaking aspens and two ponds. Their idea is to spread out the drainage to slow
the flow. Phill Forbes asked about the lowest point in the subdivision and how it would affect
drainage. Keith Belden explained the proposal for drainage. He stated that the lowest point is
in the north west area. John Paysek stated that there may be a need for a hydraulic analysis to
prevent creating an artificial flood plain. Richard MaBee and Phill Forbes had concerns about
water and sewer. Keith Belden explained that the proposal included extending the water from
Boyland Drive into Phase 2. Sewer lines would also be extended.

John Paysek stated that the hairpin curves on Augusta Drive need to be considered. There was
discussion on paving verses gravel roads in the subdivision, the need for a trails system, how
to prevent condos being built in the subdivision, and when and if improvements need to be done
to McIlhattan Road. Keith Belden explained the location of water and sewer lines and plans for
emergency access.
Chuck Winn moved to adjourn the meeting. Meeting adjourned.
