Thorsen Minor Site Plan/COA #Z-95126 617 East Lamme Planner Dean Patterson reviewed the project. This is an application for the construction of a 20' x 32' garage/workshop with a one bedroom apartment. There is an alley running north/south providing access to the rear of the lot. The area has water and sewer service. There is a fire hydrant in the middle part of Lamme Street. They will be demolishing a small shed to make way for a garage/workshop and one bedroom apartment. The area is zoned R-3A which allows 1-2 family dwellings. It also allows community residential facilities and day care services. There is a B-3 district located across the street on Lamme. The Simkin Lumber Business is across the street also. The site is in the conservation overlay district. The shed is located where the drive way is proposed. Regarding the R-3A designation, this lot meets yard setback, building height, lot coverage, and floor area requirements. It does not need the requirements for lot width. The zoning calls for 60' feet minimum for a two family structure. This lot is 38.5 feet wide. Additionally, R-3A allows two family dwelling units with common walls but says nothing of two separate units. Apparently the Planning Department administratively allows both of these situations in the conservation overlay district without deviations. Planner Dean Patterson noted some items that he requests the committee to look at from the proposal. The wires from the proposed structure will be hanging across the neighbor's lot. The applicant also proposes extending the existing gas and sewer lines down the length of the lot to the new construction. Planner Patterson questioned if they should be on opposite sides of the lot. 1 One of the Staff's concerns is the grate on the sewer line. It is about 150' reaching from the front of the lot to the proposed structure. Planner Patterson was concerned if they could make the connection. Also, regarding the lighting impact on the neighbors, the second floor lights may be too bright for such a narrow lot. Dave Skelton questioned if the new sewer line would be a problem. Karen Finke is going to check with her department regarding water service and sewer service. Dave Skelton asked if they meet the yard setback requirements and Planner Patterson confirmed. Karen Finke asked if they had an adequate turnaround. Planner Patterson confirmed. Chuck Winn inquired how far from the city street will the structure be. Planner Patterson replied that the distance is 210' from front to the back of the lot. Planner Patterson ettimated it was 150' from the street. Planner Patterson asked Chuck Winn if 150' was close enough for fire department standards. Karen Finke commented that she didn't know if the sewer line was connected all the way through and said it could be a problem. Chuck Winn agreed. Phill Forbes asked if this could be a business because of the sign. Planner Patterson mentioned the sign is just decoration. Planner Patterson commented that the ground floor is part garage and part apartment. Dave Skelton mentioned a letter is needed from the owner committing to what this structure is going to be for. Phill Forbes stated the alley might need to be paved out to the street for apartment use. Planner Patterson reminded the Committee that they will look at this project next week and the following week. A decision will be made in two weeks. B. DISCUSSION ITEMS 1. 09/27/95 Impact Fee Study Informational Meeting is scheduled for 7:00 PM. 2. 09/27/95 Zoning Ordinance Training Session workshop will be held at the Lindley Park Center Phill Forbes questioned what the workshop was about. Dave Skelton noted the criteria for the training session. Phill Forbes asked when the changes for the code amendments are effective, Dave Skelton answers 1015. 2
