HomeMy WebLinkAbout09-05-1995 DRC DEVELOPMENT REVIEW COMMITTEE - SEPTEMBER 5, 1995 MEMBERS PRESENT: Phill Forbes, Public Service Director Dave Skelton, Senior Planner Rick Hixson, Engineering Staff Kurt Albrecht, Building Official Roger Sicz, Street/Sanitation Superintendent Chuck Winn, Fire Marshall STAFF PRESENT: Debbie Arkell, Project Planner VISITORS PRESENT: Ed McCrone, applicant Final Project Review - Old Story Mill PUD Concept Plan Z-95107 The Committee reviewed written comments received from Sam Gianfrancisco, County Road Superintendent. Many of his comments regarding paving streets to county paved standards will be over-ruled, and the streets will be required to be paved to City Standards, due to their location within the City limits. Roger Sicz commented that Griffin Drive needs more than just an overlay, as indicated by the County Road Superintendent; it will require re-excavation and new fabric. Griffin Drive can be reconstructed to County Road Standards. Story Mill Road South from its intersection with Bridger Drive to the south edge of the PUD must be improved to City paved standards. Hillside Lane, from its intersection with Story Mill Road South to the east edge of the PUD must be improved to City paved standards. Debbie stated that the Montana Department of Transportation noted that the developer should consider the impact to Bridger Drive/Story Mill Road intersection during preliminary planning. At a minimum, waivers of right to protest the creation of SIDs for signalization at Story Mill and Bridger Drive, and Griffin and Rouse will be required. It was noted a full traffic study must be submitted with the preliminary plan, and this traffic impact study will be used by the City to determine the extent of improvements and waivers. Sanitary sewer issues were discussed. The current line terminates near Zigs, and a main extends north to the Bridger Creek development. Phill noted that there are two separate outfalls on these mains, with the main for Bridger Creek only serving the Bridger Creek area. Rick noted that the Zigs main must be extended down Bridger Drive to Story Mill Road and then south to serve the development. 1 Ed McCrone asked if the City would be open to a proposal for an alternative on-site sanitary sewer, such as an "environmental or green" system. He noted he was familiar with one in Ontario which generates methane, then the methane is used for energy generation and the water is used for irrigation. Phill noted that MSU is also looking at such a proposal. He added that the City Code requires connection to City sewer and water services, and the City Commission would have to determine if an alternate system could be used. He added that he felt such a system would only be allowed if there were no alternatives, but guessed the MSU system will gain approval because it is an institution who will have the knowledge and staff to maintain the system. He noted that private entities may get tired of the maintenance of such a system. Mr. McCrone noted an alternative system would probably cost more than extending the main, but it would be unique solution for a unique site. There is a water main which runs through the site. An easement will be needed for the main, if one is not currently field. Water rights or cash-in-lieu thereof must be provided at the time of development, as arranged in the Annexation Agreement. Fire lines will need to be brought to City standards. Storm sewer/storm water runoff must be addressed with the preliminary plan. A utilities report detailing the estimated demand on the water system, waste water generation, and how they will be dealt with must be submitted with the preliminary plan. A Geologic Hazard Investigation Report must be submitted up-front with the preliminary plan which, among other things, especially addresses the hill and stability thereof. Kurt Albrecht noted there would be seismic concerns with regard to reusing the existing structures for living environments. A report from a structural engineer on the change of occupancy of each building will be required at the building permit stage. Phill Forbes stated he thought it was mentioned at Annexation that Story Mill Road South does not lie within the dedicated right-of-way. If this is the case, the problem must be rectified. Roger Sicz asked what the status is of the railroad right-of-way, expressing concern that a portion of the right-of-way may be dedicated to the City with the public street, and if it is not the applicant's property to dedicate, it would create a problem. Ed McCrone noted that it is his understanding that if the right-of-way reverts back to the Mill if not used/maintained. He tried to get a quit claim deed from MRL but they were reluctant to do so. Phill noted that the issue will show up on a title report. It was noted that there will be an impact on the Stock Yards with this development, especially parking, and that the Stock Yards may also impact this development as well. There was a question with regard to the ditch status/ownership. Mr. McCrone noted he was unable to trace ownership of the ditch, and said it is not officially used for irrigation, but a trickle 2
