HomeMy WebLinkAbout08-29-1995 DRC DEVELOPMENT REVIEW COMMITTEE MINUTES - AUGUST 29 , 1995 MEMBERS PRESENT: Dave Skelton, Chairman/Planner Chuck Winn, Fire Marshall John Paysek, Engineering Fred Shields, Water/Sewer Kurt Albrecht, Building STAFF PRESENT: Georgiann Youngstrom Patrick Morris VISITORS PRESENT: Bayliss Ward Ron Schmit Diane Stewart Rene e Sippel -Baker Dana Gleason A. Final Week Review 1 . Dana Design MaSP Z-95103 Dave Skelton began the August 29 , 1995, meeting of DRC . Planner Morris stated that the committee will be making a recommendation to the Planning Board. He reviewed the location of the project and noted that it is an expansion of an existing building and parking lot. He stated that the proposed parking itself meets the parking requirements for the zoning code and commented that members of the committee may be familiar with the present parking situation which is inadequate for the site. Planner Morris reviewed the Planning conditions . He stated that condition #9 had been discussed with the applicant ' s representative and that the applicant is willing to work with the Planning Office in meeting this condition part of which is to indicate on the final site plan the provision of a permanent irrigation system for the plant material . John Paysek stated that the first five conditions from the Engineering Department are typical . He stated that #6 is special in that the site shall be configured to allow adequate movement for fire truck circulation. He commented that the plans were well done, clear and concise. Kurt Albrecht stated that he and Bayliss Ward had gone over the plans. Chuck Winn stated that this proposed project is not in the City of Bozeman Fire jurisdiction and that the RAE Fire District Fire Chief had contacted him to address some concerns as he was unable to attend today. Chuck Winn stated that the RAE Chiefs concern is that there is no water at the site for fire protection now and with the addition of the square footage in the proposed project there still will be inadequate water. Bayliss Ward then asked specific questions concerning the construction of the addition to address those concerns and noted that what is being suggested now is different from what he and Kurt Albrecht had determined previously. He wondered if the construction requirements discussed with Kurt Albrecht could now be set aside in consideration of the development of construction changes in the addition. Chuck Winn stated that the addition construction is a separate issue. Kurt Albrecht commented that he was unaware of the RAE Fire Chief s suggestions when he had visited with Bayliss Ward. Dave Skelton stated that a condition could be added to resolve the discussion. He said the condition would state that a Fire Implementation Plan with RAE Fire District approval would be submitted before Final Site Plan approval. Chuck Winn stated that the most preferable method would be a sprinkler and that he realizes that this is a high dollar amount without the water. Dave Skelton asked if Roger Sicz had forwarded any comments . Planner Morris stated Roger has no comments . Dave Skelton moved, seconded by Chuck Winn, to recommend conditional approval for the project including a condition for a Fire Implementation Plan. The motion carried by unanimous voice vote of the members present. Planner Morris noted that the review process now goes to Planning Board on September 19 at 7 p.m.
