A. Final Week Review
1. Cowdrey PUD Concept Z-9591
Dave Skelton asked when this proposed project would be shown to the
Planning Board and Planner Arkell replied that it will not as this
is a concept plan looking for any possible trouble spots .
Planner Arkell reviewed her comments concerning the concept and
stated that the space of Kid' s Depot cannot be used as part of the
open space needed in the PUD. She voiced concern about the
distance from parking that the 8-plex will be and suggested that a
wider sidewalk be considered for ease of loading and unloading.
Planner Arkell commented on having a private outdoor area.
Planner Arkell noted that the City of Bozeman is in need of a
variety of housing and apartments are certainly needed. She stated
that with the residential bonus requested there are areas in which
they will need to exceed code requirements eg. setbacks, parking
spaces .
Planner Arkell noted a memo from Phill Forbes , Public Service, in
which he stated that there is no reason to do a traffic study at
this time.
Fred Shields stated that each building must have its own water and
sewer service line and the size and location of each must be
approved by the water department. He stated that if any building
is to have fire sprinklers the plans for such are to be submitted
and approved before any building permit may be obtained.
Roger Sicz stated the concern he raised last week about the
intersection at 22nd and Dickerson will take care of its own.
Kurt Albrecht noted the building code requirements in his comments .
Karen Finke stated that she was having difficulty finding things on
the plans . She asked if the drive approach exists . Planner Arkell
confirmed that it did.
Karen Fink noted the snow storage needs to be shown and commented
that additional storm water information was needed.
Lowell Springer stated that he had not meant to imply that they
were asking formally to have the other property where the Kid' s
Depot exists to be counted in the open space but that with that
space not counted there is now more open space than in the original
PUD. He stated that they had not identified the location of
everything on the plans at this conceptual stage but that it will
be on the formal application.
Buz Cowdrey stated they had tried to blend in the shingles on the
Kid' s Depot with those on the existing apartment buildings and as
will be on the proposed project. He said the pitch of the Kid' s
Depot roof is the same as on the proposed project. He noted that
his business receives 50- 60 calls a day for availability of
apartments .
Lowell Springer asked if there were any negative feelings about the
density they were requesting. Planner Arkell stated that after she
realized the scale of the plan was 1 :40 she felt better about the
project as before she felt it was very crowded.
B. Second Week Review
1. State Capitol Employees Credit Union MiSP Z -9596
Planner Arkell reviewed the project . She stated that the
subdivision required a storm plan which included an outlet control
structure on each lot, this lot showing one on the northwest corner
yet the site plan does not show any. Planner Arkell stated that
the plat shows a 20' storm drainage easement and that the site plan
doesn' t look like it is shown on the plan.
Planner Arkell stated that cash in lieu for water rights must be
paid prior to final site plan approval as well as SID paybacks for
SID 621 and 622 must be paid.
Planner Arkell noted that an existing concrete footing must be
removed or filled and that the highway 191 access is not
acceptable. She said Rob Bukvich had called her this morning and
had stated that the access will be a 40' access . He told her that
although the accesses are movable, the property owner must write
the Department of Transportation to notify them of the placement
they would like otherwise the access will be put in as shown on the
site plans by Montana Department of Transportation.
Planner Arkell stated that the on-site traffic flow seems to be
tight and voiced concern about the general lay out . She noted that
the one way is 15' but it must be 161 . She stated that her
concerns are with the safety and aesthetics .
Planner Arkell stated that the sewer and water mains are shown
north of the lot yet the easements on the subdivision plat provide
for them to be on the site. She indicated the 30' utility easement
must be shown and the "as builts" for the sewer and water received
prior to final site plan approval . .
Planner Arkell stated that a diagram for the retaining wall is
needed.
Fred Shields stated the trees are shown on top of the sewer and
that is not acceptable. He concurred that "as builts" are needed
for the site plan. He asked what size water line they are
considering. Gerry Gaston stated 3/411 . Fred Shields stated that
was a guess . Gerry Gaston stated 111 .
Fred Shields asked if they are proposing to fire sprinkle the
building. Gerry Gaston stated he didn' t know. Kurt Albrecht
stated that Chuck Winn had been contacted by the architect and was
working with him. Fred Shields stated that the design of the fire
line must be approved before the building permit will be issued.
Gerry Gaston commented on the drainage. He stated that at one time
they were anticipating a lot of impervious surface but they are now
able to meet the retention requirements . Karen Finke stated she
will take a closer look.
Gerry Gaston asked about the setback on the access . Planner Arkell
stated that the setback is 15' from the property line. Gerry
Gaston stated that SBA had negotiated for three accesses onto
Huffine. He wondered why they had to be 40' wide. Planner Arkell
stated because of the arterial and the speed needed to go into a
26' versus a 40' access .
Planner Arkell asked why the drive-up is west and east . Dick
Shanahan stated it was at the request of the property owner. Gerry
Gaston stated the owner wants good eye contact with the customers.
Dave Skelton stated it is very odd circulation system but if it is
the way the client wants it we have previously allowed clients
wishes to remain. Planner Arkell stated that she has a problem
with all the asphalt surrounding the building. Gerry Gaston stated
that it is a group design of the property owners and asked what
else could be done. Planner Arkell gave an alternative.
Dave Skelton stated that no one had commented about Waivers on
Fowler and Signalization or Wavier of Right to Protest. Planner
Arkell explained the procedure to Roger Mathews .
Fred Shields asked if the applicant should install the second half
of Fowler adjacent to their property. Dave Skelton indicated the
plan is to construct the second half from highway 191 to Babcock at
one time, noting that the Balian Subdivision only had to provide a
waiver.
Dave Skelton stated that a decision will be made next week.
C. Initial Week Review
1. Bridger Greens MaSP Z-95101
Planner Skelton stated that not all improvements to the Bridger
subdivision are installed. He said the road is not yet paved.
Planner Skelton stated that this proposed project is similar to the
Carkeek proposal . Planner Skelton stated that there are 17
proposed condominium units with an interior driveway. He noted
that the site plan does have the curbing and that the applicant is
not proposing any private driveway parking.
Planner Skelton asked Fred Shields if there are three man holes
with a main extension. Fred Shields stated that stubs are existing
and the manhole on Boylan is existing. John Paysek asked if there
are proposed manholes . Fred Shields replied there are. Planner
Skelton stated that it looks like one of the proposed manholes is
on the property line.
John Paysek noted that the existing locations for the water and
sewer on the site plan are o.k. but recommends that they follow an
alignment parallel with Boylan until they get to the driveway and
to put the service lines in the paved area instead of under curb
and sidewalk. He said this will keep the service lines from areas
where trees may be planted and would enable equipment needed for
servicing to have access .
Planner Skelton wondered about the parking area. He stated that on
the Carkeek proposal the storm drainage was on the parking area.
John Paysek stated that there is adequate drainage with on-site
retention or detention and that they have plenty of open space.
Fred Shields stated that he doesn' t like any of the water and sewer
plans . He stated he had suggested a water pit and meter by the
driveway, but the applicant has chosen to bring this plan to the
committee. He noted that there is 780, of service lines on the one
lot .
Fred Shields stated he was unable to determine if they have
crawlspaces or slabs and commented that the plans aren' t complete
enough. John Paysek asked the length of the main. Fred Shields
stated it is 251' and 150, of service line.
Planner Skelton asked who the engineer is for the proposed project.
Fred Shields replied Dave Grigsby.
John Paysek stated that the water and sewer can obviously function
as planned. Planner Skelton stated it seems backwards . Fred
Shields stated the plan looks just like the plan Arcadia Gardens
has and is using. John Paysek asked if the applicant realized that
one of the manholes is in the driveway? Fred Shields commented
that there is only one driveway so when his department service the
lines, no one will be able to go in or out. John Paysek asked if
the committee can allow the manhole to be put there. Fred Shields
replied that the committee can if the applicant chooses to place it
in the driveway.
Roger Sicz commented that one good snow storm and no one will be
able to get out of the subdivision. John Paysek asked what the
topography is like and if it is flat. Roger Sicz replied that it
is flat with no trees .
Planner Skelton noted that keeping the water and sewer lines in the
streets will mean one or two more manhole covers .
D. Discussion
1. Wayne Lachenmaier Minor Subdivision Preliminary Plat
Application
Planner Morris reviewed the location of the Minor Subdivision as
being next to the Greenway Subdivision.
John Paysek stated there is a 10" main and that someday Durston
will be widened. Karen Finke asked if there is an existing tri-
plex or if this project is proposing one. Planner Morris noted
that there is an existing tri-plex.
Planner Morris stated that each building will need individual water
and sewer service. John Paysek stated he had visited with the
applicant and told him there are enough services in the street and
if he gets his before the street is paved he will probably have the
services in place.
Dave Skelton stated that "as builts" are needed to be shown on the
plat. John Paysek stated he thinks they are building some
driveways and sidewalks on the Potter property. Fred Shields
stated that plans for some of the improvements are not shown on the
Greenway plans . John Paysek replied that they are being done as
"as builts" .
John Paysek stated that the sidewalks and curbs are already
designed and that he thought Potter is constructing the sidewalks .
He said that Wayne Lachenmaier has come forward now to have his
done on his property. John Paysek said he told Wayne Lachenmaier
to get the services in soon. Dave Skelton stated that the seven
year moratorium on paved roads will make it difficult for them to
receive the services if they do not install them before the road is
paved.
John Paysek stated the sewer is in but doesn' t know if the water
stubs are in. Dave Skelton stated that this minor site plan will
be contingent on the mains and service stubs being in place.
Planner Morris stated that he has advised Wayne Lachenmaier about
this concern.
John Paysek commented that the Waivers of SID and other waivers
will need to be the same as the Greenway Subdivision. Roger Sicz
stated that the waiver for the signalization of 19th will be
needed.
John Paysek stated that the detention pond is on Greenway property
and this minor subdivision will need to tie into that somehow.
Roger Sicz asked if Sam Gianfransisco had received a copy of this
site plan. Planner Morris replied no. Roger Sicz stated that
Durston is a county road and county maintained therefore, Sam
Gianfransisco, as County Road Supervisor, should be made aware of
any improvements on Durston.
John Paysek stated that the committee should be aware that there is
not enough gas service in place for the Greenway Subdivision and no
telephone service. Fred Shields added that the engineer failed to
submit plans to the gas company or telephone company until the day
before the pre-construction meeting. John Paysek commented that
Wayne Lachenmaier needs to be aware of this concern.
