Chairperson Dave Skelton called the meeting to order.
A. FIRST OF TWO WEEK REVIEW
1. Tanner's Way/Horan Annexation #A-9505 and ZMA #Z-95157 - (Skelton)
Between unimproved W. Villard and Western
- An Application for Annexation to the City of Bozeman of 3.16 acres
between the two improved ends of Villard Street west of Western Drive. Also
a Zone Map Amendment Application to change the zoning from "AS" to "R-2-A".
Senior Planner Dave Skelton presented the project. The applicant is proposing a private, interior
street. Planner Skelton suggested that this may be a subdivision PUD. He has concerns with
the street development as it does not provide any on-street parking or sidewalks.
Mr. Woodward asked where the rest of the 12 units are that don't appear on the plan. He also
noted that the narrative stated that the property is bounded on all sides by the City, however,
this is not so, as the area to the west isn't within City Limits.
Mr. Brawner noted that there could not be a cul-de-sac at the end because the dead end is too
long. He also noted that to loop City water there would need to be a street cut on a new street.
Discussion ensued on the width of the proposed street. the lack of proposed sidewalks, set backs
if the street is widened, and parking. The private street would need curbing and sidewalks.
Storm water retention is shown clearly on the plan. Pedestrian circulation, wider street, and
sewer service need investigating.
Planner Skelton noted the applicant appears to be moving in the wrong direction. There would
be a need for numerous deviations to develop the property as proposed. He summarized the
Committee's concerns and stated the applicant needs to re-think his application.

B. ONE WEEK REVIEW
1. Cook ZMA #Z-9622 - (Skelton)
2700-2800 West Babcock
- A Zone Map Amendment Application to amend the zoning designations
on a 20 acre tract of land north of the Main Mall and directly east of Babcock
Meadows Subdivision from "R-3" (Residential Medium Density) and "R-4"
(Residential High Density) to a "R-MH" (Single-Family Mobile Home).
Senior Planner Dave Skelton presented the project. He noted a letter from Mr. Gene Cook has
been received, requested a re-hearing of his project. Discussion followed on the developing of
this property and the adjacent property.
Mr. Brawner moved, Mr. Woodward seconded, the meeting be adjourned. Motion carried
unanimously by voice vote.
