FINAL WEEK REVIEW 5. Big Sky Family Trust MiSP #Z-9615 - (Skelton) 20, 22, and 24 Graf Street - A Minor Site Plan Application to allow the construction of three duplex condominiums in Spring Meadows. Senior Planner Dave Skelton presented the project. DRB is not involved in this project because it isn't in the Conservation District. He reviewed Staff's conditions: the applicant provide a landscape legend on the site plan; the driveway for the east most duplex structure be perpendicular to Graf Street; the applicant provide a typical detail of the physical separation between each dwelling unit's driveway for each duplex structure; the applicant provide documentation that no permits are needed from SCS, Army Corps of Engineer's, City of Bozeman Floodplain Officer and Montana FWP; the applicant submit to the Planning Office the by-laws and protective covenants for the homeowner's association; the applicant provide documentation from the DRC for Spring Meadows P.U.D. stating that the proposed development complies with the architectural and landscape guidelines of the planning unit development; six boilerplate conditions; and the applicant, upon submitting the Final Site Plan for approval by the Planning Director and prior to issuance of a building permit, shall also submit a written narrative outlining how each of the above conditions have been satisfied. (Complete text of conditions is on file at the Planning Office.) Mr. Paysek noted the most important conditions from his Staff are condition #2-storm water drainage/treatment grading plan and maintenance plan must be provided and approved by the City Engineer; condition #8-the drive approach shall intersect the public street at right angles; condition #10-flood plain conditions; and condition #11-the required permits will be obtained. He continued that Staff will drop condition#11, as Planner Skelton's condition #4 precludes it. Mr. Gaston asked if there can be stacking for one car in the driveway. Mr. Paysek noted that shouldn't be a problem. Mr. Woodward, responding to Mr. Ranieri's question on placing the manhole, noted the manhole can be along the driveway. Mr. Paysek noted the buildings will have to be flood proofed. Mr. Woodward noted his staff conditions will be covered in the Site Plan review. He noted also that it is more cost effective to fund a 6" water main with service to each house from it. He suggested placing the power of the other side of the water main. Discussion followed on easements and spacing between water mains and other utilities. It was noted that there has to be an easement for the sewer main that belongs to the City. Discussion ensued on slope of sewer lines and depth of sewer mains. Mr. Gaston suggested moving the manhole 135'. Mr. Woodward concurred that it would work. Mr. Sicz inquired what they plan to do with garbage. Mr. Gaston responded that single cans in garages are to be rolled out on collection day. Mr. Ranieri asked if curb and gutter with 30" high plantings would satisfy the physical separation of the driveways. Planner Skelton noted the Planning Director would have to provide that answer. Mr. Winn moved, Mr. Paysek seconded, conditional approval as per DRC conditions. Motion carried unanimously by voice vote. FIRST OF TWO WEEK REVIEW 1. Smith ZMA #Z-9608 and MPA #P-9604 4521 Durston Road - A Zone Map Amendment Application and a Master Plan Amendment Application to change the land use designation from "Agricultural/Semi-Rural" in County Zoning District No. 1 to "Urban Residential Infdl" and amend the zoning designation from "SRR" (Semi-Rural Residential) in County Zoning District No. 1 to "R-3A" (Residential Two Family Medium Density) on a 19.957 acre tract. Assistant Planner Chris Saunders presented the project. He noted that Planner Patterson is working on the Annexation Application. He continued that the applicant wants to annex and change the zoning to accept up to a 5-plex. It is located north of Valley Unit. The applicant is proposing 67 lots with a possibility, under the zoning, of 217 units. The applicant projects there could be 274 people in the project when completed. Planner Saunders noted a more possible number is 751 people. The applicant is proposing to develop the back portion (north end) later after City services are available. Access is proposed off Durston for the southern portion. Mr. Sicz was concerned there is no secondary access planned. Snow conditions are bad in areas where there is little traffic, the City doesn't plow these streets, therefore, residents could have problems with accessing the property. He continued that the current infrastructure will limit the area to be developed. Chairperson Skelton suggested phasing for future development. Right-of-way requirements were discussed. Chairperson Skelton suggested Engineering check with the Public Works Director about an east/west street in that area. Mr. Paysek noted that there should be no problem in this phase with sewer capacity. Mr. Smith asked if Mike Money has done anything with the property to the west. The group responded not to anyone's knowledge. Planner Saunders asked for written comments at next week's meeting.
