- A Minor Site Plan and Certificate of Appropriateness Application to allow
the expansion of an existing single occupancy office building.
Assistant Planner Chris Saunders presented the project. It is a 3100 square foot addition. He
continued by indicating the floodplain lines on the site plan and stated the property is located in
an M-1 zoning district. Mr. Paysek inquired about easements for water and sewer. He stated
the 18" water line may need an easement. Mr. Albrecht noted concerns with the size of the
final building and sprinklering. Mr. Winn noted concerns about access for the fire department.
Mr. Forbes noted the bridge is substandard at 16' wide.

- A Minor Site Plan and Certificate of Appropriateness Application to allow
the conversion of an existing single family residence into a retail establishment
selling antiques, collectibles, gifts, and associated items (Pine Corner Antiques).
Associate Planner Dean Patterson presented the project. He noted the applicant indicated this
is the only property on the block with any grassy area. It is surrounded by commercial use and
asphalt. The applicant is proposing two deviations -- (1) a 12' width driveway access and (2)
only partial curbing around the building. Discussion followed on parking, use of interior space,
and the need for a structural engineer to certify that the floor structure is sound for that type of
use.

C. INFORMAL REVIEW
1. Fellowship Baptist Church - (Arkell)

- A discussion regarding the proposed expansion of the Fellowship Baptist
Church.
Senior Planner Dave Skelton presented the project. He stated the church wants to expand to the
east. Planning Staff s main concerns are with some type of loop circulation of traffic and a
sidewalk along Durston. Discussion followed on the length of the parking lot, uses (zoning) of
the area, the creek on the east end, the extension of Poole Street with the expansion of the
church, flooding that occurred with the last thaw, and extension of utilities in Poole Street.
Mr. Forbes moved, Mr. Skelton seconded, the meeting be adjourned. Motion carried
unanimously by voice vote.

A. FINAL WEEK REVIEW
1. N. 19th Properties #Z-9605 - (Skelton)

A Major Site Plan Application to allow the construction of three 5000
square foot retail/office buildings.
Senior Planner Dave Skelton reviewed the project. He indicated that Staff's conditions are the
usual ones and he has discussed them with the applicant.
Mr. Paysek stated that his conditions are mostly boiler plate, however, his calculations indicate
that the storm water drainage area is incorrect. It should be a 10 year, 2 hour calculation. He
continued that if the sewer main is extended, an easement will be required for it. The well and
plumbing must follow plumbing code. If there is another manhole near the property, it is not
on record. It would have to be inspected and approved.
Mr. Woodward presented his department's conditions, with #4 being the most important. It
states that the well location shall be shown on the Final Site Plan with a minimum separation
between building sewer and domestic well of 50 feet.
Discussion followed on the possibility of construction of the buildings before the infrastructure
is in. Mr. Basile stated that they plan to complete the street as soon as the construction is done.
Planner Skelton reported that Bret Waters had no problems in connection with the Rural Fire
Department. Mr. Waters stated the Fire Department would not require sprinklering of the
buildings.
Discussion followed on impact fees. Mr. Forbes stated that Mr. Epple will be sending out a
Memo. Mr. Skelton assured the applicants he will send them a copy of the Memo so they know
what to expect.
Chairperson Skelton asked for a recommendation for Planning Board. Mr. Winn moved, Mr.
Paysek seconded, approval of the project as per the conditions of DRC. Motion carried
unanimously by voice vote.

- A Minor Site Plan and Certificate of Appropriateness Application to allow
the construction of a 25' X 45' structure consisting of a two car garage and a two
bedroom apartment.
Historic Preservation Officer Derek Strahn presented the project. He explained there is ample
open space in this area. The railroad right-of-way is near the property. The water and sewer
would be connected to existing lines on Wallace Avenue. Four parking spaces are needed and
available. A general discussion of concerns ensued.
