Vice-chairperson Chuck Winn called the meeting to order. He introduced the first project.
A. FINAL WEEK REVIEWS
1. Ohman MiSP/COA#Z-9658 - (Strahn)
612 South loth Avenue
- A Minor Site Plan Application for the conversion of an existing garage
into a studio apartment.
Historic Preservation Planner Derek Strahn reviewed the project,noting that it is for the
conversion of a single car garage into an apartment. He noted that there are no conditions from
Staff.
Mr.Paysek noted that of his five conditions,#3 is most important as it allows the continued use
of a gravel surface on the alley. (Complete text of this Staff report on file at the Planning Office.)
Mr.Woodward led discussion on Mr. Paysek's second condition. Mr.Paysek agreed to delete
"and water" in the three places referenced in condition#2.
Mr. Sicz moved, Mr. Paysek seconded,that the application be recommended for approval to the
City Commission with the amended conditions. Motion carried unanimously by voice vote.

B. SECOND WEEK REVIEWS
1. Babcock Meadows Preliminary Plat Phase H and Amended Phase I P-9633
3100 Block W.Babcock (Saunders)
s - A Preliminary Plat Application to amend the Final Plat of Phase I and
to amend the conditions of Preliminary Plat approval for Phase II.
Planner Chris Saunders presented the project,then noted that he has received a call from Keith
Belden of Morrison-Maierle Architects stating that the applicant is planning to withdraw and
resubmit the project with some townhouse lots. Planner Saunders noted that based on the square
footages of the lots, an additional 53 units could be added.
Discussion ensued as to whether the 8" water and 8" sewer mains would be adequate for the
existing and additional units. Mr.Hixson stated that the 8" water would probably be large
enough. Planner Saunders noted that some of the lots would be combined into larger lots and
then condominiums built.
Mr.Hixson inquired if the City is still in litigation with the developers of this property. Planner
Saunders didn't know.
Mr.Hixson noted that if a street cut is made,the whole street will be required to be repaved. Mr.
Woodward noted that because the infrastructure isn't there,he feels that DRC has to deny the
application.
Planner Saunders noted that if this application is to proceed, the Planning Office must advertise
the hearings this week,he will call the applicant immediately after this meeting.
Mr. McNeil inquired if impact fees would be assessed. Planner Saunders stated that they would.
Mr.McNeil noted that if park land access is removed,then an equal amount of land will have to
be added on another side of the park.
Discussion ensued on the removal of accesses. Mr. Forbes noted that the access to be removed
and the one to be left are to be marked on the site plan. Planner Saunders noted that it is written
in the narrative.

C. INITIAL WEEK REVIEW
1. Bozeman Daily Chronicle MaSP Z-9662(Williams)

- A Major Site Plan Application to allow construction of offices and a
printing facility.
Planner Christopher Williams presented the project,which is located at the intersection of
Huffine/U.S. 191 and College Street. He noted that the property had recently undergone a zone
code change from PLI to BP.
He inquired if there would be a problem with having only one access to the parking lot. Vice-
Chairperson Winn noted that the turn around space is adequate and the driving aisles wide enough
to not cause problems due to single access.
Discussion ensued on fire protection. Mr.Woodward noted that the applicants plan to sprinkler
the building. He also noted a discrepancy on the size of the fire service line.
Mr. Sicz noted that the applicants had moved the access as far to the east as possible.
Mr.McNeil inquired about plans for Farmers'Canal and periodic flooding problems. Mr. Sicz
noted that there was a lake on College Street near the Farmers' Canal in February. Mr.Hixson
stated that he will check on plans for the Farmers' Canal. Mr.McNeil inquired if there are bridges
existing or proposed. Mr. Hixson noted that there are some headgates, but he knows of no
bridges.
Mr. Sicz noted that there will need to be a condition for a waiver of right to protest street
improvements. Mr. Poulsen noted that he has no comments until the building plans are submitted.
Mr. Woodward noted that there has been a change in the water service lines from the plans
submitted Zone Code Amendment- either the water service line has been reduced from 6"to 2"
or the fire service line has been reduced from 6" to 4". He can't tell which lines are involved.
Vice-Chairperson Winn noted that DRC will see this project next week.

y Planner Christopher Williams presented the changes proposed. He noted that the Accessory
Dwelling Units changes will mostly affect DRC.
Discussion on the changes, separation of water/sewer services, and splitting of lots ensued.
Mr. Sicz moved,Mr. Forbes seconded,that the meeting be adjourned. Motion carried
unanimously by voice vote.
