SUBJECT: Modification of Contracts for Snow Removal Services for City Facilities with Granite Peak Hardscape and Landscape, and Solstice Landscaping.

RECOMMENDATION: Authorize the City Manager to sign the revised contracts with the modifications listed on the Attachments with the two contractors that were previously approved for snow removal for the upcoming year. Granite Peak Hardscape and Landscape for City Hall,
Fire Station #1, Alfred M. Stiff Professional Building, Soroptomist Park, and now the Lindley
Center; Solstice Landscaping for Story Mansion, and Beall Park, Lindley Center removed.
SUGGESTED MOTION: Authorize the City Manager to sign the revised contacts with the
modifications listed on the Attachments with the two contractors that were previously approved
for snow removal services for the upcoming year.
BACKGROUND: Contracts for the four contractors taking care of city buildings were
approved on September 22. Since then the Fire Department has secured another plowing vehicle
to take care of Fire Station #3, so it will not be added to the contracts. Based on the contract
requirements for meeting the state prevailing wage rate and changes in staff one of the contractors, Solstice Landscaping has requested the removal of the Lindley Center from their original bid and has requested a slight increase in the cost per time for plowing and shoveling of
the Story Mansion site and Beall Park. A request for plowing of the Lindley Center was sent to
the other three contractors and Granite Peak Hardscape and Landscape provided the best price
proposal so it will be added to their current contract.

UNRESOLVED ISSUES: Staff has worked closely with the contractors to define a level of
service that keeps the parking lots and sidewalks cleared of snow on a regular basis and to
provide a safe path of travel for pedestrians and vehicles. At a minimum we are following the City’s Municipal Code 34.06.020 for snow removal. We have increased the snow removal level
for most buildings to reduce snow and ice build-up. Should we start to receive negative
comments from the public or building staff on the condition of the grounds we will reassess the
best practices and modify the level of service accordingly.
ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: The cost for snow removal services for city buildings listed above are included under contracted services in the Facilities budget. The parking lot areas are paid for
out of the budget for Parking Control; and the Recreational Buildings are paid for out of the
budget for the Recreation Department.
