Members Present: Karen Finke, Larry Woodward, Chuck Winn, Phill Forbes, Neil Poulsen, Dave Skelton, Roger Sicz Staff Present: Dean Patterson, Debbie Arkell, Jody Olsen, Chris Saunders, Carol Schott Visitors Present: Vito Quatraro, Yvonne Jarrett, Gene Graf, David Jarrett Vice-Chairperson Chuck Winn called the meeting to order. He noted a change in the agenda order. He introduced the Graf ZMA. B. INITIAL WEEK REVIEW (1 of 2) 2. Graf ZMA #Z-9686 - (Arkell) Gallatin Center, North 19th Avenue A Zone Map Amendment Application to change the zoning from A-S to B-2, M-1, PLI, and R-4 on a 167 acre parcel. Assistant Planning Director Debbie Arkell presented the project. She noted that the biggest issue is that the Master Plan states that infrastructure must be available before an area is rezoned. Sewer is available on the property, however, water is only as close as Oak Street. Gene Graf, Yvonne and Dave Jarrett joined the DRC. Mr. Graf stated the reasons for requesting the different zoning districts. He noted that sewer service is available on the property and he understands that the applicants have approval from the City to hook-up due to them allowing North 19th Avenue to pass through the property. He noted that he has been discussing an SID with City officials to install the water. The SID would cover about 1000 acres. He continued that the applicants want City water/sewer and will annex to get it if necessary. He stated that the State of Montana has drilled a well north of this property for the Visitor Center and it tested clean. He noted that this project is outside of the Buttreys Plume. He stated that if the SID isn't formed during this winter, he hopes that wells will be acceptable for the time being, until City water services are available. He noted that he's not sure how many landowners on the east side of North 19th will participate in the SID, however, all landowners on the west side have indicated an interest. He plans to circulate the petition for the SID soon. He explained the improvements that will probably be installed. He noted that it is up to the City when the property is annexed. Discussion ensued on the water SID. Water/Sewer Superintendent, Larry Woodward asked if the lines drawn on the site plan indicate subdivided lots. Planner Arkell noted that there has been little subdivision to date. Mr. Graf noted that there are 5 parcels on this property which were formed when North 19th Avenue was installed. Chairperson Dave Skelton reiterated that the zone change cannot happen until the infrastructure is installed. Mr. Jarrett noted that this is a chicken/egg scenario - which 1 comes first. Chairperson Skelton explained that either City services or Community services are required to be installed. Public Service Director Phill Forbes noted that it is to the City's advantage to handle the whole property at one time rather than piecemeal. Discussion ensued on the wells proposed for Costco and the post office sites. Discussion ensued on the feasibility of installing City water. Planner Dean Patterson inquired if the post office and Costco are to be on City sewer. Mr. Graf noted that the post office would be connected to the Baxter sewer line and Costco would connect to the Valley Center sewer. Planner Arkell explained how the annexation process would work in that area. Mr. Graf noted that he could force an SID for water service installation east of North 19th, but would rather remain friendly with those neighbors. Chairperson Skelton inquired if Mr. Graf has a Master Plan for the project. Planner Arkell noted that the streets are on the site plan submitted for the ZMA. Mr. Graf noted that he will probably submit for a subdivision review after they receive approval for the ZMA. He continued that the approaches are already installed from Valley Center and North 19th Avenue, however, any approaches needed on Baxter Lane would have to be addressed on the next application. 2 DEVELOPMENT REVIEW COMMITTEE TUESDAY, October 8, 1996 CITY COMMISSION ROOM, CITY HALL, 411 EAST MAIN 10:00 A.M. INITIAL WEEK REVIEW (1 of 2) 1. Miller etal ZMA #Z-9687 - (Olsen) 600-900 Block of North 19th - A Zone Map Amendment Application to change the zoning from R-2 to R-O on a 3.42 acre parcel. Chairperson Dave Skelton presented the project and noted that Mr. Miller, etal, had agreed to hold off on rezoning this property until the North 19th Master Plan Amendment was closer to finalization. Dale Miller joined the DRC and explained the applicants' proposal. He noted that the noise level was high when North 19th was built. Neighbors have tried to rent and/or sell houses along Blackmore Place and haven't succeeded due to noise levels from North 19th. He doubts that duplexes will be built along North 19th due to the high noise levels. The neighbors have indicated that anything to buffer the noise is what they want. Chairperson Skelton noted that rezoning cannot result in a higher impact of traffic than what it is already zoned. He noted that DRC has experienced difficulty in developing long narrow properties. Public Service Director Phill Forbes suggested a shared accesses for lots 21 and 22. Water/Sewer Superintendent Larry Woodward noted that there is no water service to the back lots. He also noted that the infrastructure needs to be in place prior to changing the zoning. Discussion ensued on utilities and services. Mr. Miller explained the sewer changes made last winter. Mr. Woodward noted that a water main extension would be required. Chairperson Skelton noted that written comments will be given to Mr. Miller in two weeks at the DRC meeting. INITIAL WEEK REVIEW ( 1 of 3) 1. Bozeman Warehouses MiSP/COA #Z-9690 - (Patterson, Finke) N. Church A Minor Site Plan/Certificate of Appropriateness Application to allow the construction of a three unit office/manufacturing building with parking. Planner Dean Patterson presented the project. He noted that this property was previously reviewed by DRC as Bozeman Townhouses, which has been abandoned. He discussed issues for the Osterman Warehouses, which is a similar project. He noted that parking could be a problem. He indicated that the site plans aren't quite as well developed as usually submitted and noted the deficiencies. He continued that a minor issue is with parking and the calculation of the required parking spaces. He also noted a need for a master signage plan for the building. Mr. Tom Bourdeaux joined DRC. Mr. Bourdeaux explained the project. He noted that the water retention/detention grading plan will be completed tomorrow. Streets/Sanitation Superintendent Roger Sicz noted that paving and the storm sewer are the biggest issues. Mr. Bourdeaux noted that he wants the street paved, however, he objects to being the sole funding source for it as it benefits others in the neighborhood and the City. Discussion ensued on storm sewer locations, storm water detention/retention, curbs and gutters. Public Service Director explained that Mr. Bourdeaux may want to appeal the DRC condition for the paving of the street to the City Commission. Water/Sewer Superintendent Larry Woodward noted that there is a water main near the property, but no service line to it. Planner Patterson inquired if DRC wanted to continue this review for a week to wait for more complete site plans. The Committee concurred that it shouldn't have to delay the review if the plans are delivered tomorrow. Mr. Bourdeaux explained the easement along Cottonwood Street. Planner Patterson asked Project Engineer Karen Finke to check on the easements with the plat room. Mr. Forbes inquired about the missing north elevation. Mr. Bourdeaux explained the north elevation. He continued that there are 16 parking spaces including accessible spaces. Mr. Sicz noted that two approaches are quite close together. He also questioned how drainage was going to be controlled. Mr. Bourdeaux noted that he plans to install curb and gutter. INITIAL WEEK REVIEW (1 of 2) 3. Wiegand ZMA #Z-9691 - (Saunders) Lots 8 & 9, Block 3, Kirk Subdivision A Zone Map Amendment Application to change the zoning from R-3 to R-0 on a .67 acre parcel. Planner Chris Saunders presented the project. He noted no substantive problems. He noted that there is a question regarding water/sewer capacities. He continued that he needs comments for next week's Staff report. Mr. Vito Quatraro joined DRC. He explained that the application is for a small office complex. He indicated that it would blend with the other uses in the neighborhood. Public Works Director Phill Forbes inquired about the orientation of the building. Mr. Quatraro noted it would face Dickerson. Water/Sewer Superintendent Larry Woodward noted that there is a sewer easement between the two lots preventing one building from being located on both lots. Planner Saunders suggested that one lot could contain the building and the other be the parking lot. Discussion followed on the lot line and sewer easement. Mr. Quatraro requested that the second week of DRC Review be moved to October 22nd. Chief Building Official Neil Poulsen moved, Streets/Sanitation Superintendent Roger Sicz seconded, that the meeting be adjourned. Motion carried unanimously. 5
