Chairperson Dave Skelton called the meeting to order. He noted that all five applications
this week are final week reviews.
A. FINAL WEEK REVIEW
1. Miller etal ZMA #Z-9687 - (Olsen)
600-900 Block of North 19th
- A Zone Map Amendment Application to change the zoning from R-2 to
R-O on a 3.42 acre parcel.
Chairperson Skelton asked for comments from DRC to assist Planner Jody Olsen with her
staff report. He noted that Water/Sewer Superintendent Larry Woodward had sent a
comment regarding an easement across lot 15 to service lot 1. There were no comments
from the other DRC members.

2. Bozeman Warehouses MiSP/COA #Z-9690 - (Patterson, Finke)

A Minor Site Plan/Certificate of Appropriateness Application to allow
the construction of a three unit office/manufacturing building with parking.
Chairperson Dave Skelton noted a letter has been received from Mr. Thomas Bourdeaux
requesting an extension for a decision until next week to allow him time to resolve several
engineering questions. He also reviewed comments received from Water/Sewer
Superintendent Larry Woodward.
Mr. Jonathan Roen joined DRC. He asked if Mr. Bourdeaux had contacted Mr. Woodward
about fire line requirements. Fire Marshall Chuck Winn noted that he had talked to Mr.
Bourdeaux about fire protection. Mr. Winn and Chief Building Official Puulsen discussed
passive fire protection.
Discussion ensued on the types of businesses that could potentially be located in the building.
Planner Dean Patterson noted that a FAX from Strategic X indicates that they are negotiating
to buy one of the spaces, and asked DRC if condominiumizing affects DRC's review. The
answer was negative.
Project Engineer Karen Finke forwarded several items that need attention (complete report on
file in the Planning Office). Engineer John Paysek discussed Engineering's concerns
regarding curb and gutters, paving, and storm drainage.
Planner Patterson reviewed Streets/Sanitation Superintendent Roger Sicz's comments. Mr.
Roen asked for clarification of Mr. Sicz's comments and discussion ensued. Mr. Roen noted
that new drawings will be submitted incorporating all of the conditions and suggestions.
Public Service Director Phill Forbes inquired about the north elevation. Planner Patterson
handed him one, then explained that it is not accurate as the north elevation should show a
gable on the east side.
Planner Patterson noted that the easements have been clarified on the east side. Mr. Roen
clarified the easement issue further. Chairperson Skelton suggested that Engineering verify
the easement width. He also noted that a decision will be made on this application next
week.

3. Embry MiSub Preliminary Plat P-9648 - (Patterson)
1901 Chambers
- A Minor Subdivision Preliminary Plat Application to amend Lot 1,
Block 2, Graf's First Subdivision to divide the lot into 2 lots.
Planner Dean Patterson explained the project. He noted that Planning Staff's comments are
standard. Engineer John Paysek presented Engineering's comments. Chairperson Dave
Skelton shared Water/Sewer Superintendent Larry Woodward's comment that the sewer stubs
are already installed.

4. Graf ZMA #Z-9686 - (Arkell)
Gallatin Center, North 19th Avenue
- A Zone Map Amendment Application to change the zoning from A-S to
B-2, M-1, PLI, and R-4 on a 167 acre parcel.
Chairperson Dave Skelton noted that comments are needed from DRC for the Staff report.
Mr. Gene Graf and Mr. David Jarrett joined DRC. Planner Arkell noted that this is the final
week review for this project. She noted a change in proposed zoning since the last meeting,
explained other changes made, and noted that a condition will be added that the zone change
will not be in effect until water service is available.
Engineer John Paysek reviewed Engineering's comments. Mr. Graf presented a letter with
concerns that the Post Office and Costco may have with the solvent site. He continued with
an update on water availability - Gerald Gaston has a petition ready for signatures for most
parcels north of Oak Street, behind Holiday Inn, south of Baxter, and east of N. 19th.
Chairperson Skelton reviewed Water/Sewer Superintendent Larry Woodward's comments.
Discussion ensued on the possible location of the new water main.
Mr. Graf inquired what would happen to the Post Office in view of the water main location
since they have accepted his offer to sell. Discussion ensued.
Chairperson Skelton inquired how many minor subdivisions Mr. Graf anticipates before a
major subdivision occurs. Mr. Graf and Mr. Jarrett discussed their plans.

A Zone Map Amendment Application to change the zoning from R-3 to
R-0 on a .67 acre parcel.
Chairperson Dave Skelton noted there were no comments on this application from
Sewer/Water Superintendent Larry Woodward. There were no comments from any of the
DRC members.
Fire Marshal Chuck Winn moved, Public Service Director Phill Forbes seconded, that the
meeting be adjourned. Motion carried unanimously 5-0. Meeting adjourned.
