Chairperson Dave Skelton called the meeting to order.
A. INFORMAL REVIEW
1. Bozeman Veterinary Clinic I-9661 - (Olsen)

- An Informal Application to discuss a CUP for a veterinary clinic.
Planner Jody Olsen asked Sid Gustafson to join the DRC and go over his proposal. An
informal review was held.

B. ONE OF A TWO WEEK REVIEW
1. Bozeman Interfaith Housing, Inc. P-9651 - (Saunders)
3302 West Babcock
- A Minor Subdivision Pre-Application Application to subdivide 9.88
acres into 4 lots for church, multi-family, and single-family use.
Chairperson Dave Skelton noted that there will be no action taken on this application,
Planner Saunders will prepare written comments and forward them to the applicant. Bruce
Foley, Mike Popiel, and Mr. Hessajoined DRC.
Planner Chris Saunders presented the project. He noted Planning Staff concerns with Olive
Street, the need for easements across the property, and correct locations of the existing
water and sewer lines. Mr. Foley noted that there is supposedly a land swap involved with
the Fish, Wildlife, and Parks, but he doesn't know the status of that swap. Chairperson
Skelton noted that Mr. Foley could talk to James Wysocki or Phill Forbes to get the status.
Planner Saunders noted that there could be a problem for this subdivision since there isn't a
secondary access proposed. Mr. Foley explained the proposed phasing. Planner Saunders
noted that annexation would be required. Mr. Foley noted that the owner is interested in
having stubs for sewer/water installed. Rick Hixson, Project Engineer, noted that stubs
cannot be hooked up without annexation. Chairperson Skelton asked if they have spoken to
the lady who owns the property to the west. Mr. Foley noted that they have not. Mr.
Hixson asked forathe timing on the project. Mr. Foley noted they would like to get going
this year, if possible. Mr. Hixson noted that the street is very impacted now. Planner
Saunders and Mr. Hixson concurred that the access on Babcock is a problem. Planner
Saunders noted that the improvements on Babcock are 2 or 3 years from being completed.
Mr. Hixson concurred that the Babcock project will be completed in 1998.
Chairperson Skelton suggested the process to follow. Mr. Hixson noted that there is a
"river" located there. Mr. Foley noted that it is a large irrigation ditch. Discussion
followed on Wilda Lane and sewer/water main locations.
Planner Saunders noted that the annexation application is expected soon. Mr. Foley
concurred.
Chairperson Skelton noted that this project will be discussed again next Tuesday.

C. INITIAL WEEK REVIEW
1. Yellowstone Peaks Mobile Home Park MaSub P-9660 - (Arkell)
2701 West Babcock
- A Major Subdivision Application to subdivide 6.1481 acres into 36
mobile home lots.
Planner Debbie Arkell explained the project and noted that due to the narrowness of the
lots, only double wide mobiles would fit the lots. The applicant is proposing a 22' street
with a 4' boulevard and a 4' sidewalk. Staff will recommend parking on one side and
curb and gutter on both sides.
Chairperson Dave Skelton inquired about the status of water/sewer on McGough's
praperty. Planner Arkell noted that it is under review; Rick Hixson, Project Engineer,
concurred.
Larry Woodward, Water/Sewer Superintendent, noted that this project has the same
problem as the prior one - a lot traffic will be dumped on Babcock Street. Mr. Hixson
noted that this is a preliminary plat. Planner Arkell concurred. Chairperson Skelton
noted that this is a formal review.
Mr. Woodward asked if this is a court or individual lots. Planner Arkell noted that it is
a court. Mr. Woodward noted that the City's responsibility ends at the pit.
Discussion ensued on easements.
Chairperson Skelton noted that this is the first week of a three week review.
Mr. Hixson moved, Mr. Woodward seconded, that the meeting be adjourned. Motion
carried unanimously.
