Bozeman Interfaith Housing
Dave asked Bruce to introduce the folks joing DRC. Chris noted
Plannings concerns, see staff memo. Discussion on the easement
for West babcock Street. Floyd noted that only 10 units are
anticipated to go in before 1998 . He asked when West Babcock
will be improved. Chris noted in 1998 and the phasing of 10 now
and the rest lfater would be helpful . Floyd noted that they have
held a meeting for the neighbors and only one came.
Bruce noted that this is a 3 lot minor and could qualify for a
summary review. He asked if this would have to go before a
public hearing. Dave noted that there will be a public meeting
that may or may not be noticed before the Planning Board. Bruce
discussed meeting will O'Mallays after this meeting. Dave has
discussed with O'Mallays and emphasized that it would be to
therir advantage to Dave noted that the land swap
seems to be totally dead.
Mike asked ow the planning office would react if the easements
were in process and not complete. Dave commented that until
easment is filed there is no guarantee that it will be obtained.
Rick noted that 2 easement may be needed as there may be a 301+
strip of land between this project and the FWP land. Craig noted
that a project like this would be difficult to approve without a
Plan A or Plan B unless there is a letter stating that the
easement will be granted. Discussion on phased approach and
lessening the traffic impact. Floyd noted that in the first unit
of 10, there is only one car per family. Chris suggested a
covanent to limit the number of cars per unit. Mike noted that
there is a window of time that this project must be completed.
they have 3 1/2 months to fnance and begin the project . Floyd
noted that he is in charge of raising the money for financing.
He reviewed the financing he has obtained. He feels that they
are right at the top in getting the grants . Mike noted that if
this project goes, and the first phase is im place by September
1, 1997 , then they will be in line for appling for grants in the
fall 1997 for construction in early 1998 .
Craig noted that phasing is easier to approve.
Larry noted that the length of the cul -de-sac is too long, 500 '
is max for water/sewer. Craig noted that there may be
sewer/water paybacks to Valley Unit. Discussion ensued.
Rick noted that the radius of two curves may be too tight, have
to be 150 , on the center. Craig noted that if requesting any
less, then a 'variance or deviation will be needed.
Rick noted that he would have written comments this afternoon.
Larry handed out comments .
Mike asked if water/sewer and building could run concurrent.
Chris noted that it would have to be in the form of a request at
the time of the submittal . He ntoed that this will go through
both City and County Commissions . Debbie noted that annexation
will have to occur first, then subdivision. Chris noted that
annexation before connection to sewer/water. Bruce asked if all
could be done concurently.
Yellowston Peaks - -
Jonathan roen joined DRC. Debbie explained the project. Similar
to what Steve McGough did on adjacent property.
Debbie asked Engineering how far sewer/water were installed in
McGough. There may be paybacks for sewer/water.
Concern with retention area. Discussion on drainage. discussion
on right of way for Mendenhall . Jonathan noted thet the
retention is smaller due to the narrower street that is in
Willows . Roger expressed concern about the runoff from driveways
and sidewalks .
Debbie asked if the acccess from Babcock will be used or
abandoned. JR stated it will probably be abandoned. Debbie
asked about the access for the 4 lots fronting Mendenhall . JR
explained.
Debbie noted that the annexation agreement has been approved,
however, not filed and must be before connecting to
infrastruscture. Where will mail be received. Discussion on
best place to put boxes and to discuss with USPO before final
plat and show location on final Plat.
Roger noted that in winter with snow build up, there will be one
way traffic on Sunlight. Debbie noted that landscaping will be
required. Rick asked about dedicated easements . Debbie noted
that since it is a mobile home park, there cannot be dedicated
easements , however, there will be a written agreement. Debbie
reviewed further conditions and suggested he review Wheeler Park
conditions and expect to be required to do the same.
Larry suggested he contact Montana Power. Neil asked if there
would be separate power meters . JR said yes . Discusssion on
sewer/water and the possibility of paybacks required. Debbie
wouldnI ; t support cash in lieu of parkland as the lots are small
and the children need a place to play. JR asked if they could do
detention and drainage into Farmer' s Canal easement, would that
meet with resistence. Craig suggested using on- site detention.
Rick noted that February flooding is common.
Rick noted that the owner owes to his neighbors where the water
is going to go when it overflows the retention pond.
Saccoccia and Perkins- - -
Dave intorduced Keith and noted that a formal recommendation
needs to be made next week. Decided to review Perkins at the
same time and invited Jerry Perkins to join DRC. Chris reviewed
Saccoccia project . Questions will be adequacy of infrastructure.
Dean reviewed Perkins property.
Roger asked Phill will get a full blown section. Phill noted
Oakk will be completed to Durston. Keith asked if it would be a
problem with the City to realign the road. Dean asked Phill if
the City will handle the agreements . Phill noted that the
accesses will be installed from Oak. Dave noted that Andy Kerr
may have the specs on them.
Dave noted that there are not a lot of comments anticipated.
Roger asked how the signalization of Oak and 19th will be
generated. Discussion ensued.
Keigh asked for the status of the water line SID that ' s being
kicked around for Graf ' s property. No official submittals have
been received.
Dave noted that next week we need written comments .
