HomeMy WebLinkAbout12-17-1996 DRC MINUTES DEVELOPMENT REVIEW COMMITTEE TUESDAY,DECEMBER 17, 1996 Members Present: Larry Woodward, Dave Skelton,Neil Poulsen, Chuck Winn, Phill Forbes, Roger Sicz Staff Present: Karen Finke, Christopher Williams,Debbie Arkell, Carol Schott Visitors Present: Ray Center, Terry Morrison, Pete Woody Chairperson Dave Skelton called the meeting to order and introduced the first item. A. FINAL WEEK REVIEW 1. Kountz Trailer Kourt Expansion MaSub P-9652 - (Williams) 8628 Huffine Lane - A Major Subdivision application to allow the subdivision of 27.5 acres to create 12 new spaces to accommodate 11 new manufactured homes for a total of 120 homes Mr. Ray Center joined the DRC. Planner Christopher Williams reviewed Planning Staff's conditions - 1) is the standard requirement for a final plat submittal with the platting certificates, 2) refers to landscaping requirements from the Bozeman Municipal Code, and 3) pertains to the Gallatin County impact fees for fire protection (full Memo on file in the Planning Office). Discussion ensued on trees compared to a hedge when considering the area will be used for snow storage. Project Engineer Karen Finke noted that her department's conditions deal with a waiver of right to protest sewer improvements. She discussed the necessary components of the Improvements Agreement. She noted that the applicants must have approval from the State for the expansion. She continued that the storm water calculations didn't appear in the package she received. Mr. Center noted that the storm water calcs are completed and he will get them to her. Mr. Center commented on the excessive water use in the Kourt and noted that something will be done by the owner to control the amount of usage. He noted that individual meters will probably be installed. Discussion ensued on the cause of the excessive water use. Ms. Finke inquired of Public Service Director Phill Forbes if a financial guarantee will be necessary for her department's condition#3. Discussion continued on condition#3. Streets/Sanitation Superintendent Roger Sicz moved,Fire Marshall Chuck Winn seconded, that a recommendation for conditional approval be forwarded to the Planning Board. Motion carried 6 - 0. Mr. T's Sinclair I-9665 - (Arkell) 816 North Eighth Avenue - An informal review to discuss and make suggestions for a new towing service and tire sales. Mr. Terry Morrison and Mr. Pete Woody joined DRC. Planner Debbie Arkell reviewed and presented the project. Mr. Winn moved, Ms. Firnke seconded, that the meeting be adjourned. Motion carried 6 - 0.
