Introduction The Bozeman City Manager is tasked with recommending a balanced budget to the City Commission each year in early May. This is the budget that funds all of the City’s services, beginning in July.This year's recommended budget is still being developed. The City Manager would like Bozeman residents to give feedback on priorities for the coming budget to help inform that process. Here is a link to last year's adopted budget to give you an idea of what types of categories and expenditures may be included in the upcoming budget. As with all budgets, there are limited amounts of money – and trade-offs. In order to spend in one area, you often need to cut in another area. Bozeman is a small city filled with citizens aspiring to build their families, businesses, and futures. It’s a community with a unique heart and soul. How would you prioritize the City government’s investments in the following areas? Drag and drop the items in order from most important to least important. You can also leave us a statement about other projects or areas you would prioritize within the budget. We would also be interested to hear if you think taxes should be decreased with a resultant decrease in city services or whether you think taxes should be increased with a resultant increase in city services. Feedback provided prior to April 25th will be considered in the City Manager's recommended budget. Feedback provided after that date will be considered as part of the adoption process by the City Commission. "The transit-plus-density prescription imposes major costs on cities without significantly saving energy or reducing emissions. Nor does it cure obesity, end poverty, or bring about world peace, as some of its advocates seem to believe. Urban leaders need to be wary of people who propose policies that are anything but sustainable." http://www.cato.org/publications/commentary/sustainability- hoax Regarding the swim center: We live in one of the most year-'round recreation-intense areas in the world, and the city of Bozeman wants to build a swim center. There are already pools at The Ridge, the high school, the university, and nearby hot springs, never mind all our rivers, lakes, ponds, and streams. What a silly obsession this has become. Our infrastructure is in terrible shape and should have been taken care of long ago.One thought would be to try to extend the life of certain areas until they can be taken care of. Why is everything thing always at Bogert . Beall or Lindley Park? I suggest you raise the rentals on the most popular areas to encourage people to start using and enhancing the parks in their own neighborhoods. Farmers Market on Tuesday Night is 3x bigger then when it was forced to move for being too big. Maybe it should become a traveling Market. A different neighborhood each month. I have lived here for 45 years and yet walking or riding a bike is worse than ever. The City does not enforce shoveling or (and yes, a law on the books) edging. Which if homeowners, edged. Sidewalks would suddenly be wide enough for two people again and less standing water and ice from those same said people that don't shovel.I believe that in seeing the big picture, too many of the simplest items are being overlooked. And last but not least, enough already, put a light signal on Willson and College and another at Willson and Grant. It is impossible to cross that street on foot anymore! It seems very unfair to expect taxpayers on a single street like south eight or east story to pick up the tab for even half the expense of repairing a street used by everyone in town, particularly when the city is willing to pick up the tab for people who moved in below a landfill without doing their due diligence. It would be more equitable to start building infrastructure improvements into our tax base. Thank you. More important. One of the best ways to reduce greenhouse gas emissions is to provide opportunity for people to NOT use their vehicle. Sustainable food, shelter, and transportation systems are priority for healthy and happy lifestyles. Density is paramount to preserving the habitat that surrounds us. Growth is upon us whether we except it or not so preservation of community becomes priority in balancing the economic highs and lows. Community requires immediate connectivity in a biological/physical sense and economic/wealth in a "shared" dynamic. Utopia is not the result of smart growth and smart design because Utopia's, as designed objects, do not exist. Utopia's are a state of mind from which you share happiness and health and wealth with your community. Smart growth and smart design start with accessibility, opportunity, and education. In fact the list of prioritized items is too generic to begin with, and I do not quite put any of these items on the top of my list. What about education, gardening/agriculture incentives, affordable housing initiatives? I come form the East Coast and believe me, I know what growth can become. All On Forum Priority Lists sorted chronologically As of June 16, 2014, 2:53 PM http://peakdemocracy.com/1797 Page 8 of 12 As Bozeman continues to grow and densify, an effort must be placed on not only improving existing transportation structure, but also continue building a robust non auto centric Transportation System to relieve pressure in a cost efficient (and healthy) manner. Without careful planning for the different world of the future, Economic Development might be misguided, only worsening a bad situation. In terms of Sustainability, it is in Bozeman's best interests economically, and socially, to encourage the build up of local food/energy production, because that stuff is never going to get cheaper than it is right now, it takes a long time to build infrastructure, and we will be kicking ourselves if our economic stability crumbles because we decided against investing in (or encouraging) local food and energy. I agree the Police need more breathing room, but we must not fall in the trap thinking that the police (and the $$ spent on them) make the town safe. It is the community and the economy of Bozeman that does that. Don't get me wrong, I love the presence of Police in Bozeman (they are not aggressive or inept), but we should be mindful of the things that really make this a safe community, and put forth the effort to maintain them as well. Improve Technology, not sure what is meant here, a bit vague. Does it mean things like putting up cameras everywhere, or does it mean more stuff like this, because this is a great idea for input from the community which Bozeman serves. Storm Water, does this mean just updating and spending money on existing infrastructure (probably), or modifying the increasingly urban landscape of Bozeman to reduce the load on existing infrastructure (storm and drinking/irrigation water), and increase ecosystem function within the city (which it should)? The Family Aquatics Center, it seems to be shill as a training center for the new police station. This talk of it bringing us in line with "comparable communities" disregards Bozeman's exceptionalism as a growing mountain community, and the unique option to become not just another Boulder, Vail, Jackson that depends on incoming wealth and services, but a robust-self sufficient community that serves (and is served by) the SW Montana region. Not that I don't think it would be nice, I just think we're going to build it (and spend a lot of $$) for the wrong reasons. I mean, the last I heard, they want to build a pool where you cant even swim laps. Huh? Olive from Church to Eighth is terrible. Story from Church to Tracy is terrible. Home owners have been paying taxes EVERY YEAR, but Story hasn't been repaired since 1938??? How is that possible? Why should they have to pay a premium now? Regarding 'Economic Development': There seems to be an attitude in the City Commission that more and bigger is better. It is not. Quality of life is not improved by density—density is the opposite of quality. We need a moratorium on this rampant development: a few years to see the results of the development already in place. STOP. Take a breath. Appreciate what is. Then see what the next steps need to be. More, more, more leads to obesity and ill health. Out of control growth is called CANCER, and kills its host.
