Meeting was called to order by Vice-Chair Dodge at 10:01 a.m. B. Approval of Minutes of August 21, 2014 meeting—Committee member Beeman motioned to approve the August 21, 2014 meeting minutes as submitted. Committee member Starner seconded. Motion passed unanimously. C. Changes to the Agenda—none. D. Public Comment: - none. E. Disclosures: 1:02 — Committee member Starner has continuing monthly conversations about land above Painted Hills Subdivision that Gallatin Valley Land Trust is interested in getting a trail connector through Arrowleaf Hills up to Triple Tree. Page 1 of 4 MINUTES OF THE TRAILS, OPEN SPACE AND PARKS COMMITTEE MEETING, SEPTEMBER 18, 2014 Committee member Dodge disclosed that he has been invited to a meeting that GVLT is hosting for planning the M Trail. 5:13 - Parks & Recreation Director Overton mentioned a potential GVLT TOP application will be the Birch Street/Front Street trail connector off of Oak Street. GVLT and the City will investigate re-acquiring the rite-of-way. The Mountain Bike Park may also be a future TOP application. F. Discussion i. Introduction of Carolyn Poissant—8:40- Ms. Poissant was introduced as the newly hired Trails, Open Space & Parks Design & Development Manager. Manager Poissant introduced herself and informed the committee that she is a landscape architect, graduated from the University of Michigan, has been in public and private sector work for about 30 years, mostly with local and regional governments. Has worked for the City of Ann Arbor, city and county of Denver, and with Tahoe, NV. She has also worked with the Federal Government,the Forest Service and BLM as a consultant. Is a certified community planner. Is a building inspector, specializing in storm water and landscape management, floodplain and wetlands management. Is currently finishing her public administration masters degree. Has GIS knowledge. Commends the City and the TOP Committee for having the vision to move these great projects forward. Ms. Poissant's office will be at the Beall Park Recreation Center. ii. TOPs Projects Updates—A lot has been happening since the last TOP meeting. Athletic Complex— 14:10 -Sports Foundation is very close to filing for their 501(c)3 status. They have the initial, required three board members. The Memorandum of Understanding was drafted by the Sports Foundation and is being reviewed by City Attorney,Tim Cooper. No more funds will be spent on this project until a binding MOU is signed. Two of the seats on the board will be filled by the city. 32:44—Director Overton reported that work on the master planning process is beginning. Tim Stephan will do the draft master planning per bono. He has master planned over 30 sports complexes. The "unofficial board" of the Sports Complex Foundation has a weekly meeting. Run Dog Run is looking at an athletic complex dog park. A local person is interested in leading the playground project for this park. Rick Hixson, City Engineer, has taken the lead on working on a RFP for the road construction. He will utilize the monies designated for infrastructure from the TOP bond. Rugby, lacrosse, Blitzz Soccer, Bozeman High School and the city are all involved. AYSO soccer has shown interest. Manager Poissant mentioned there will probably be some subcommittees of the board, such as financial development. Page 2 of 4 MINUTES OF THE TRAILS,OPEN SPACE AND PARKS COMMITTEE MEETING, SEPTEMBER 18, 2014 Bozeman Ponds—16:14—Need to file a basic annexation and subdivision exemption to get the plat corrected. A RFP for the final design, engineering and construction management has been drafted and is being reviewed by Director Overton. Have received a basic soils report from Haven. The park master plan will be taken from the draft plan completed by Dick Pohl. Story Mill Park—18:29—Meeting with Maddy Pope to discuss the project and options of project management. TPL's attorney is working on the MOU. City will focus on infrastructure. Wetlands restoration is proceeding well. Non-historical buildings have been removed. Manager Poissant is working on the historical buildings with Courtney Kramer. The survey for master planning for this park is now online on the City's website and will be open for comments until October 3`d. There will also be a Community Workshop at the Emerson Ballroom on October Vt from 5 to 8 p.m. Project is on track to close on land by end of the year. Trail to the M—23:50—Ms. Poissant has talked with Kirk from Federal Lands Access Program. Manager Poissant has worked with NEPA before. October 81n there will be meeting from 4 to 7 p.m. at the City Commission room. The public will be able to give input, learn about the project, and ask questions. Stake holders in this project are the city, state, Gallatin National Forest, county and Western Federal Lands. Bozeman Creek Enhancement—29:18—Next Bozeman Creek Enhancement committee meeting is September 22"d. No changes since the last TOP meeting. Confluence is working on an alternative plan, which includes the bridge, riparian corridor, and stream based stabilization. Probably will be one less bend in the stream. This will still be a good project. 40:14—Committee member Beeman inquired regarding what amount of monies has been bonded. $9.9 million was bonded last year. Probably$5.1 million will be bonded this next fiscal year. iii. The next TOP meeting will be held on Thursday, October 23rd at 10:00 a.m. in the upstairs conference room in the Professional Building. iv. FYI —55:39—TOP Manager, Poissant will be traveling with a few city representatives to Denver, CO. to look at bicycle infrastructure and how Denver is addressing this. There is a state of the art mountain bike park located there that the group will tour. It was designed by the same company that has submitted a conceptual design for the City of Bozeman. Property that is being looked at is about 90 acres located adjacent to the landfill.
