CIP Gaston PSA Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: Capital Improvements Projects Field Survey Professional Services Agreement MEETING DATE: October 27th, 2014 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve and authorize City Manager to sign the Professional Services Agreement with Gaston Engineering & Surveying, Inc. BACKGROUND: Attached is a copy of the partially executed Professional Services Agreement with Gaston Engineering & Surveying, Inc. for the Capital Improvements Projects Field Survey Project. The document is in the City’s standard format. The designs for the City’s annual rehabilitation projects are done by City Engineering staff. We do not have the capabilities to complete the survey work and base mapping that is necessary to perform the designs. To get that information, we compile a group of streets and contract out the survey and base mapping services. The scope of work in this agreement will provide us with the data we need to complete the next few years of rehabilitation projects. These services were procured through the City’s consultant selection process. A Request for Proposals was published in the Bozeman Daily Chronicle on June 15th and 22nd, with the proposals being due on July 3rd. Proposals were received from 7 firms on the project which were distributed to a selection committee of 5 city employees. The written proposals were scored by the selection committee and interviews were held with 4 of the firms. The selection committee decided to split the scope of work between two of the firms that were interviewed. Gaston Engineering & Surveying, Inc. was selected to complete this portion of the work. The cost per acre for this contract is the same as the contract with Morrison Maierle that was approved by the commission a few weeks ago. UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission FISCAL EFFECTS: $44,614.13 from the Water, Sewer and Street Reconstruction Funds.
