SUMMARY
This assistance provides an introduction to transportation system performance measurement and
reporting. Based on broad, inclusive public conversations about desired future conditions,
communities can establish objectives-driven planning, programming and design processes coupled
with monitoring and reporting methods that improve the accountability and effectiveness of their
transportation programs and systems.
COMMUNITY BENEFITS
This assistance provides recipients with an understanding of how transportation system performance
can be integrated into community comprehensive planning processes to improve local self-
determination and transportation agency accountability. Rather than telling citizens what they
"need," TSP empowers citizens and elected leaders to take control of their transportation programs -
roads and streets, transit, pedestrian and bicycle- and redeploy them as strategic tools for achieving
the community's objectives for economic vitality, public health, environment, community identity,
neighborhood character as well as the classic transportation objectives of access, circulation and
travel.
SUBJECT MATTER COVERED
• Public involvement and empowerment techniques;
• How to translate land use objectives into transportation performance criteria;
• Techniques for integrating the modes into a common vocabulary and measurement system;
• Data sources and low-cost measurement systems for tracking transportation performance;
• The use of benchmarks and indicators;
• Design of monitoring and reporting systems; and,
• Examples of performance measures used successfully by communities and regions
OUTCOMES
• An engaging and enlightening evening public forum providing information about transportation
performance measures and their use to guide public investment;
• Answers to specific technical questions and problems;
• Suggestions for low-cost ways to develop data and reporting systems;
• Community members build a common vocabulary, debunk common myths, focus on shared
values, build or validate common visions, and learn basic principles and practices;
• Practical strategies for improving the built environment in ways that bring about increased
economic vitality and greater sustainability.
