CITY SHOPS TRAINING ROOM BOARD MEMBERS PRESENT: Elisa Boyd, Chairperson Scott Makoutz Lessa Racow BOARD MEMBERS ABSENT: Jeff Krauss—Commission Liaison- Excused Bill Hoch—Excused CITY STAFF PRESENT: Vince Galli - Forestry Doreen Olean, Recording Secretary 1. Chairperson Boyd called the meeting to order at 11:01 a.m. 2. No changes were made to the meeting agenda 3. 2:16- Board member Racow moved to approve the June 25, 2014 minutes as submitted. Board member Makoutz seconded. Motion passed unanimously. 4. Public Comment—none. 5. New Business—2:21—Board member Makoutz is assisting with writing an Urban Forestry Management Plan for Bozeman. There is a lot of public support. There may be positions added in the department including an urban forester. Will be a lengthy process. A series of meetings will be held. Will be presented to budget committees in February and then to the City Commission. Would like Tree Advisory Board members and their networks involvement in the public meetings. Mr. Makoutz has had meetings with the Parks& Recreation Director, Economic Development Director and a couple of the commissioners. Board may need to have more frequent meetings. Last certified arborist was hired in 2005. Board member Racow recommended that the street tree list be updated removing Ash trees from the list. Urban forester will have some policing duties and able to enforce rules. The police department also has a code enforcement officer. HOA presidents cannot enforce rules for boulevard trees. Board member Racow requested that board member Makoutz provide the Board with a general outline of the plan. Public meetings will assist with the development of the plan. First meeting before the City Commission is on Monday,October 6 at 6:00 p.m.to announce development of plan under public comment portion of commission meeting. 6. Old Business Page 1 of 3 MINUTES OF THE TREE ADVISORY BOARD,SEPTEMBER 17, 2014 a) Cost share program, 2014-27:39- Forester Galli reported 175 trees will be ordered for the cost share program next year. All 175 trees were sold from this year. Voucher program helps homeowners replace the tree up to$200. Most of the tree stock is from Reece Creek tree farm. 7. FYI a) City tree management plan b) Bogart Creek Enhancement Project—38:23—Looking at redesigning project. Still will be a good project. c) MSU Tree Campus USA—Will be removed from future agendas. Forester Galli mentioned that the City of Bozeman is a Tree City USA for 20 continuous years,which is probably the longest running Tree City USA in the state. d) Other board information/activities: Parks and Recreation Board; Beautification Board; Subdivision review committee,Cemetery Board. 8. Other—43:50- Mr. Galli stated that the Forestry Dept. will be using City Works to track tree maintenance and work load. Possibly the Board could come and spend some time with the Forestry Department workers and see what is entailed with their positions. 9. The next meeting is scheduled on Wednesday, October 15 at 11:00 a.m. in the City Shops Training Room. 51:12- Board member Boyd moved to adjourn the meeting at 11:52 a.m. Board member Makoutz seconded.
