Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Bob Murray, Project Engineer
Rick Hixson, City Engineer
SUBJECT: 2014 Wastewater Collection System Facility Plan Update - Amendment No. 1
MEETING DATE: October 20th, 2014
AGENDA ITEM TYPE: Consent
RECOMMENDATION: Approve and authorize City Manager to sign Amendment No 1 to the
Professional Services Agreement.
BACKGROUND: Attached is a copy of the partially executed Amendment No. 1 with
Morrsion Maierle for the 2014 Wastewater Collection System Facility Plan Update.
The document is in the City’s standard format. These added services are for the consultant to
assist the City in complying with EPA requirements in review of the need for local limits and
implementation of local limits. The scope of services generally follows the process identified in the EPA Manual, Local Limits Development Guidance, Chapter 7.2. Detailed Local Limits Re-
Evaluation. Services will be provided in a collaborative fashion with the City providing
background information and sampling, and the consultants providing general assistance, data
analysis, computation of the maximum allowable headworks loading, and assistance with local
limits implementation.
The amendment also covers rental of an additional flow meter for data collection needed for the
hydraulic modeling of the collection system for the facility plan update. The original budget was
based on using the City’s meter for some for some of the flow data. Shortly after installation of
our meter, it broke down and could no longer be used. The consultant rented an additional meter to replace ours.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: This will be paid for out of the wastewater fund.
