Nan McKay & Associates, Inc., (NMA) is pleased to submit our proposal in response to the City of
Bozeman’s Request for Proposals to provide an Evaluation of Regulations and Policies related to
Affordable Housing.
NMA, a leader in the affordable housing industry for more than thirty years, is a professional services
firm that offers consulting, program management, financial management, training, tools, and technology
solutions to housing agencies throughout the nation.
NMA is a privately owned corporation incorporated in the state of California and a certified small,
Women-Owned Business Enterprise (WBE). Our corporate office is located in the San Diego area and we
have offices in Chicago, Florida, and South Carolina. NMA employs over 292 full-time staff members as
well as seventy-five (75) contractors who specialize in a variety of affordable housing issues.

Section 1: Project Summary
NMA is prepared to provide the City of Bozeman (COB) with professional consulting services related to
conducting an evaluation of regulations and policies related to affordable housing.
For this proposed project, Catherine Ures, an experienced NMA consultant, will be assigned to work with
the City of Bozeman and complete the required scope of work within the timeframe outlined in the RFP.
Ms. Ures will work closely with the COB both onsite and offsite to review, conduct assessments and
provide recommendations on various current ordinances and policies. She will meet with appropriate staff
members and provide weekly progress reports to ensure the City is informed and the project schedule is
met.
At the end of the engagement, Ms. Ures will present the finalized documents and report to the COB
Commission. NMA will provide two hard copies, and one PDF version, and an editable electronic version
of all preliminary and final documents.

2.1 Organization

tools, and technology solutions to housing agencies operating public housing and Section 8/Housing
Choice Voucher (HCV) programs throughout the nation. NMA staff not only understand the complexities
of HUD regulations and operational best practices; they also have real life professional experience in the
field and a commitment to ensuring housing authorities have available resources to reach their goals of
providing housing assistance to the community they serve.
NMA expertise includes program and operational assessment, compliance reviews, quality control,
technical assistance, program management, financial management, Moving to Work (MTW) consulting,
policies and procedure development, Administrative Plan and Admissions & Continued Occupancy Plan
(ACOP) development, Fair Housing and 504 consulting, regulatory training, staff coaching, and
mentoring. NMA has provided these services to all sizes of agencies, including many of the largest
agencies in the nation.

2.2 Customer Service

2.3 Familiarity with Regulations
NMA is well known for its knowledge and ability to interpret and assist housing professionals to
understand and apply the various regulations and requirements for Federal housing programs. NMA is
currently working on a major HUD initiative as a subcontractor to Deloitte and has contracted directly
with the HUD on a number of projects including conducting stop loss assessments for housing agencies
across the country.
Not only does NMA consult with many PHAs, we also work directly with HUD. NMA was recently
awarded, as part of a collaboration, the contract to update the HCV Guidebook. The HCV Guidebook has
not been updated in over ten years. Awarding this contract to NMA demonstrates HUD’s confidence in
NMA’s reputation as the most knowledgeable firm with regard to the housing program. In addition to the
HCV Guidebook, our team has been assisting HUD with the envisioning, planning and development of
the Next Generation Management System (NGMS) which is focused on the HCV program initially. We
have also assisted with the envisioning of additional wait list administration policies for the HCV
program. These two engagements will keep NMA abreast of all new HCV program regulations, tools and
direction.
2.4 Financial & Other Resources
NMA has the internal management, financial, information technology, accounting, and systems resources
necessary to effectively implement and manage the components of this project. At present NMA has a
Line of Credit of $750,000, along with working capital of approximately $2,000,000.

3.1 Principals
John McKay, Chief Executive Officer (CEO), has been with NMA since 1998, and
has served as the CEO since 2007. Mr. McKay has considerable experience with
public housing agencies across the country, HUD, and many private sector
organizations. Mr. McKay also led the initiative that brought the first fully
functional Performance Management System to the housing market. Mr. McKay has
had the opportunity to work with most housing software providers first hand
through program management projects or through technical assistance provided
directly to the software company. Additionally, Mr. McKay leads the development
of the NMA software suite, focusing on operational efficiency systems including
online recertifications, waiting lists, and other systems that integrate in with housing
authorities full software packages. Mr. McKay is a Malcolm Baldridge Performance
Excellence Senior Examiner and has assessed, analyzed, and provided feedback to
some of the country’s most well run private and public organizations.
Raymond Adair, MBA, CGFM, is the Vice President of Finance and a Senior
Associate for NMA. He has been with the company for twenty years. In his role as
Senior Associate, he directs the financial and accounting services offered by the
company to its national clients. He has a wide range of experience in the finance
and accounting area both for private companies and for governmental entities. He is
considered one of the public housing industry’s leading experts in the areas of
financial management and accounting for HUD’s Public Housing, HCV and Capital
Fund programs. He has provided technical assistance, conducted fiscal reviews, and
accounting and policy reviews for various housing authorities around the country. In
addition, he has extensive knowledge of HUD fiscal requirements for various grant
programs, HUD’s online systems (VMS, and FASS-PHA), the use of fee-for-service
and the preparation of indirect cost allocation plans.

Carrol Vaughan, Vice President of Professional Services, joined NMA in 2012,
following her tenure at the San Diego Housing Commission (SDHC) where she
served as the Executive Vice President and Chief Operating Officer (COO). While
at SDHC she developed the agency’s first business plan, focusing on using the
agency’s portfolio to develop additional resources for needed affordable housing.
The initial goal of the business plan was achieved when the SDHC was approved to
convert its public housing portfolio to tenant based vouchers, while retaining the
physical asset of the housing units. Two years later, the agency’s business plan
outlined steps to attempt to reactive the agency’s MTW status, which had been
inactive for five years. Ms. Vaughan advocated with HUD in DC for reactivation
and was successful in receiving HUD approval to reactivate the MTW status. As
COO, she implemented a performance based pay-for-performance system at the
Housing Commission, establishing measurable goals used to determine level of
compensation and bonuses for all staff, union represented and exempt. She also
oversaw many internal initiatives to further improve each of the operating divisions’
performance to better serve SDHC’s stakeholders.
Dorian Jenkins, Vice President of Program Management, is an leader with a keen
understanding of public housing operations as a result of his experience working
through the Public Housing Authority (PHA) ranks, starting out many years ago as a
Housing Specialist and eventually rising to become an industry recognized
Executive Director at the Los Angeles County Housing Authority. Mr. Jenkins has
over twenty years low-income housing experience and currently leads NMA’s
Program management contracts in Florida and Chicago. Under Mr. Jenkins’
leadership, the program management division has positioned NMA at the forefront
of program management, staff augmentation, and performance management as
PHAs look for opportunities to streamline operations.
Michael Petragallo, Vice President of Inspection Services, is responsible for the
successful completion of over one million HQS inspections. Mr. Petragallo has also
developed and supervised HQS, UPCS, and QC inspections and contracts for PHAs
throughout the country, while maintaining an active presence in the field. Mr.
Petragallo has experience with direct technical consulting, special inspection
projects to address construction and rehabilitation, and developing technical
solutions for lead-based paint abatement programs.

3.2 Project Team
Ms. Carrol Vaughan, Vice President of Professional Services will oversee and manage the project to
ensure all tasks are completed to COB’s complete satisfaction.
All NMA team members are trained internally to instill NMA expertise, and commitment to providing
our clients the highest quality services, products and overall satisfaction. In addition, each of the technical
staff is required to participate at least once each year in a learning opportunity to maintain their
professional expertise and credentials. Annual performance evaluations include individual goals for the
following year and quarterly meetings are held with each person to discuss progress in meeting goals or
barriers encountered.

Ms. Vaughan has over thirty years of experience in the affordable housing industry.
As our Vice President, Professional Services, she ensures that NMA offers high-
quality consulting, training, and products that help housing agencies better serve
their communities.
Prior to joining NMA, Ms. Vaughan served as the Executive Vice President & Chief
Operating Officer with the San Diego Housing Commission. ere she served as the
Executive Vice President and Chief Operating Officer (COO).At the Housing
Commission she was responsible for all housing programs, along with operation functions, including
organizational development & training, planning & policy development, community relations, financial
services and information technology. Some of her accomplishments at SDHC include: developing the
agency’s first strategic and business plan, leading its public housing disposition efforts;
implementing the restructure of the organization to better focus on growing its portfolio using
private sector financing and development techniques; and developing online measurement tools to
tie employee performance to compensation levels. Ms. Vaughan was formerly with NMA from 1996 to
1999, and before that served in leadership roles with housing agencies in North Carolina and Kentucky.

Catherine J. Ures
Project Role: Consultant
Ms. Ures, a consultant with NMA has over 10 years experience working with
affordable housing and non-profit organizations. As a consultant and project leader,
Ms. Ures successfully coordinates with a multiple cities and organizations to develop
and implement policies, operating procedures and procurement strategies. Ms. Ures
was contracted to work with the City of Joplin where she developed, structured
and facilitated the implementation of three successful affordable housing
programs, one of which has been recognized as a model program by HUD.
Utilizing her vast experience and knowledge of various housing programs and municipal legal
requirements, Mr. Ures frequently interfaces with City Staff, local interest groups and non-profits to
identify and address the needs of the communities.

Senior Consultant, City of Joplin
Deloitte has been contracted by the City of Joplin to assist with the administration and regulatory
compliance of a $45 million Community Development Block Grant –Disaster Relief (CDBG-DR)
grant award.
Developed, structured, and facilitated the implementation of three successful Affordable Housing
Programs which leveraged CDBG-DR funding: Homebuyer Down Payment Assistance Program,
Housing Rehabilitation Program, and a Rental Assistance Program. The Homebuyer Down
Payment Assistance Program has been recognized as a model program by HUD.
Developed program documents and procedures for all associated housing and infrastructure projects utilizing the CDBG-DR grant. Interfacing with City staff, local interest groups and non-profits to identify housing need; guide and program for future housing development. Provide financial and contractual oversight for the all current projects outlined in the City of Joplin’s CDBG Action Plan.
Senior Consultant, ProjectSEARCH
Project SEARCH serves people with disabilities through innovative workforce and career
development. Deloitte’s work is a pro-bono effort to enhance the business structure of the organization.
Managed, developed, and structured a procurement strategy and template for the non-profit organization to use to procure an updated data system.
Facility Lead Consultant, International Diplomatic/Military Organization
Deloitte developed an operational plan for the client’s new headquarters (HQ), assisting in
deciding the relevant mix of insourced vs. outsourced activities and capabilities.

Successfully managed and negotiated the Owner Participation Agreement and all associated contractual amendments over the seven-year life of the project which leveraged joint funding

NMA is currently providing the Seattle Housing Authority
with consulting services related to revising and developing
policies to meet the needs of Seattle’s local community. By
utilizing our standard “Model ACOP”, NMA redeveloped
SHA’s plan, creating a user friendly public housing policy
manual. NMA works closely with SHA to identify all policies
in place for each of the different types of subsidies
administered by SHA’s Operations division.

NMA was contracted by the District of Columbia Housing
Authority to provide partnership services related to writing and
revising administrative and programmatic procedures for the
Housing Choice Voucher Program (HCVP). NMA reviewed
DCHA’s existing procedures, drafted new procedures and
workflows to ensure compliance with current policies, and
conducted workshops with HCVP management and front line
staff to address needs and facilitate timely completion. NMA
ensured that all policies and procedures were in compliance
with HUD regulations.

City of Joplin
Description of Work Performed & Deliverables Provided
Contract Dates: 2/1/2014 – 9/30/2015
Population: 50,789
NMA has experience running one of the most successful
Community Development Block Grant-Disaster Recovery
(CDBG-DR) home buyer assistance programs in the
country. The Joplin Home Buyer Assistance Program
(JHAP) offers up to $30,000 of down payment and closing
cost assistance to eligible applicants for purchase of a home
in the Tornado Zone (the area of Joplin most impacted by
the tornado). As administrators of the JHAP program, NMA
is responsible for developing the policy manual and
standard operating procedures to ensure the City’s program
is operated in compliance with Federal law.
NMA also developed an effective custom workflow,
electronic document management, and data management
system within thirty days of taking over administration of
the program. This system helps manage and monitor the
timely completion of all work steps required to move an
applicant through the income approval, environmental
review, and closing processes.

current regulations and policies related to affordable housing and various options the City may want to

Review and assessment of the City’s currently suspended Workforce Housing Ordinance (WFH)
Review and assessment of the City’s Planned Unit Development Ordinance with regard to points
awarded for affordable housing
Recommendations regarding the efficacy of the WFH ordinance and PUD ordinance
Recommendations on the appropriateness of an Inclusionary Zoning program for the City of
Bozeman and best practices of other cities for consideration.

6.1 Public Participation
NMA will work closely with the Community Affordable Housing Advisory Board (CAHAB), City Staff,
interested organizations and the public to complete the proposed work. As part of NMA’s commitment to
customer service and mission to deliver proven results for the affordable housing industry, NMA will
provide a transparent public process that engages interested community partners.
6.2 Reports and Meetings
To ensure successful outcomes and client satisfaction, NMA consultants remain accessible throughout the
duration of each assigned project. The NMA consultant will provide the COB with weekly progress
updates and be available to answer any questions or concerns the City Staff may have during the
engagement as well as be available for follow up discussions as needed.
6.3 Deliverables
At the end of the engagement, NMA will provide two hard copies, and one PDF version, and an editable
electronic version of all preliminary and final documents.
