Dear Planning Commission,
I have read the two Baxter Meadows resident letters on the Baxter Meadows HOA website. Idefinitely agree with their concerns and remain deeply chagrined about what appears to be
insufficient oversight and long-range planning for the entire Baxter Meadows area, asevidenced by the construction of a huge apartment complex without sufficient access.
I particularly agree with the resident suggestion that the Planning Commission wait to
approve the Four Points R3 and R4 development until the results of the enormous apartmentcomplex already under construction can be studied in terms of traffic, safety, noise, etc.
Until all of the proposed roads are fully operational, I think the entire area is at risk. I get my
mail at the Trakker Building and have been appalled by the speed at which constructionvehicles whip through what is essentially a parking lot on Caballo. I cannot even imagine
what kind of accidents and near misses we can anticipate once the new apartments areoccupied, as it appears that people will be living in the apartments well before sufficient
ingress and egress have been established.
The traffic light at Baxter and Davis is already a necessity. Significant traffic controlmeasures need to be in place immediately on Vaquero and Caballo to limit and slow down
construction traffic now and resident traffic later.
Construction on the proposed Four Points site should not be allowed to begin until Cattailand Kimberwicke are completed to Davis (where you will no doubt need additional traffic
lights) and construction traffic forbidden to use Ferguson. There is already considerableschool traffic to and from Chief Joseph Middle School in the mornings and afternoons
between Ferguson and Baxter. Adding construction traffic is going to make school trafficworse and dangerous. Many school children ride their bikes on Ferguson. I can't imagine any
parent wanting large construction vehicles to share the same road with their middle schoolchildren.
Please, please, please think through the consequences of the proposed development. As I said
in an earlier letter opposing Mr. Tracy's initial suggestion of apartments directly across fromChief Joseph School, I would ask the Commission in the strongest possible terms to protect
the quality of life, which residents of Baxter Meadows selected in purchasing here, from an
out-of-state developer who appears to have no other stake than financial in his plans. Hisrefusal to even control the weeds on his property does not bode well for his willingness to
take any action to protect the residents of this lovely area.
You are our only hope in seeing that whatever development takes place is done in aresident-centered manner, not a developer-centered one. From what the other residents
are expressing, it would appear that public comment has been neither sufficiently solicitednor considered when it comes to mitigating traffic problems, such as the area around
Meadowlark Elementary School. I would hope that that is not the case, but the fact thatCottonwood has not been put through would indicate that resident concerns for traffic ease
and safety have not been given enough weight in decision making processes.
Please work with us Baxter Meadows residents in this situation by ensuring thatsufficient road/traffic control infrastructure and safety measures are in place and
guaranteed before any more approvals are given to this and other developers and beforeany more R3 or R4 construction takes place.
