Specific Agreement with Montana Department of Transportation (MDT)

RECOMMENDATION: Authorize Mayor to sign CTEP Project Specific Agreement
BACKGROUND: The Community Transportation Enhancement Project (CTEP) was a
federally funded program that provided funding each year for qualifying projects. In 2013 the
program was eliminated in favor of a new program called Transportation Alternatives (TA).
Since the elimination of the CTEP, the Montana Department of Transportation has been working with local communities to select, design, and construct eligible projects before the funding is
forfeited. Bozeman currently has $239,548 in CTEP funding that must be spent by the end of
2015. Any funds unspent at that time will be forfeited back to the Federal Government.
Previously on May 19, 2014 the City Commission reviewed and accepted a list of recommended projects the City intended to include in their final CTEP application. MDT has reviewed the
City’s application and has drafted the attached agreement.
The following projects have been included in this agreement:
• Asphalt shared use pathway on North 19th providing connectivity between Baxter Road
and East Valley Center Drive.
• ADA accessible curbs, signage, striping, curb/gutter for the following intersections: o College Street & 9th Ave. o College Street & 10th Ave.
o College Street & 13th Ave.
o 12th Ave. & Story Street o 12th Ave. & Dickerson Street o 13th Ave. & Story Street

o 13th Ave. & Dickerson Street
o 14th Ave. & Story Street
o 14th Ave. & Dickerson Street o 10th Ave. & Alderson Street The approval of these proposed projects does not guarantee their construction, as funding may
run out before all the projects are completed. Identification within the agreement allows the
projects to be eligible for CTEP funding. As this is the final CTEP allocation, there are more
projects identified than funding available to assure all of the available CTEP funds are used. The shared use pathway on N. 19th Ave. is the top priority and any leftover funding will be used to
construct ADA accessible curbs and ramps.
Included in the CTEP application was a request for $75,000 for way-finding signage. MDT
rejected this application because the final locations and details of the signs were not yet defined. In conversations with MDT, it was decided that due to time constraints the way-finding signage
project was not appropriate for this final CTEP allocation.
UNRESOLVED ISSUES: None
ALTERNATIVES: Complete as many approved projects as funding allows as directed by
the City Commission.
FISCAL EFFECTS: As stated earlier, the City has a current balance of approximately $239,548
in unallocated CTEP funding. A 13.42% match is required on all CTEP projects. Based on $239,548, the City’s 13.42% obligation would be approximately $32,147.
Matching funds for CTEP projects are budgeted in the annual CTEP/TA Capital Improvements
Budget. The CTEP matching fund currently h9as approximately $124,000 to cover all required
local matches for this CTEP request and all current CTEP/TA projects under design or construction.
