The meeting was called to order by Chairperson Hawks at 10:05 a.m. B. Committee member Dodge moved to approve the June 19, 2014 minutes as written. Committee member Starner seconded. Motion passed unanimously. C. Changes to the Agenda - none D. Public Comment—none E. Disclosures: 59: - Committee member Starner met with Jim Ogburn regarding a sports complex public/private partnership for indoor tennis and soccer. Looking at a partnership on the 80 acres at the Sports Park. 4:55 —Committee member Chandler met with GVLT about a bridge across Sourdough at the Lincoln Trail. Mr. Chandler has offered to design a bridge for them. 5:09 — Committee member Hawks received an update from Allen May about the progress of the Sports Park, all of which was positive. 5:39 — Committee member Beeman had a casual conversation with Nathan Albrecht who thought that having some office space around the Sports Complex to help offset the costs of parking maintenance, streets, etc. would be a good idea. Page 1 of 4 MINUTES OF THE TRAILS, OPEN SPACE AND PARKS COMMITTEE MEETING, AUGUST 21, 2014 7:17 — Director Overton had a meeting with Kelly Pohl, GVLT and City legal to look at a couple of right of ways. One is the Lincoln Street ROW for potential trail connection from Burke Park to Christy Fields. GVLT may be looking at potential applications to TOP. The other ROW is the Front Street ROW, which is on the northeast side of town that runs along the railroad by Kenyon Noble's property up to Birch, which is the connection from Oak. City still owns this ROW. This is a great potential connection to Birch to Front to Story Mill Spur which comes back into town and back up to Story Mill to Story Mill Park to the Trail to the M. There is some fencing and property in the City's ROW. This would add a piece of trail connectivity. The trail connection would entail a bridge and some fencing that would cost around $100,000 as a TOP project. F. Discussion i. TOPs Projects Updates—Mitch Overton a. 14:32—Carolyn Poissant has been hired to work with the TOP projects. She is a seasoned park planner. She will begin work on September 9th. Has worked in Denver, Reno and Salt Lake City. Trails, Open Space and Parks Bond will be one component of her job. She will plan and design parks through development and project management. She will also work with the Development Review Committee and with Subdivision Review. Will eventually work on park maintenance district and on the revision to the PROST Plan. Her office will be located in the Beall Park Recreation Center. b. 21:44—There are no new applications for TOP funding. There has been no further communication regarding the Storm Water Project. c. 22:10—Path to the M —Mr. Overton is in communication with Western Federal Lands. NEPA process has begun or will begin soon. Late September there will be a stake holder meeting with City, County, GVLT, State, National Forest and neighbors. Hopefully can begin project next spring or summer. NEPA process, which can be lengthy, has to be completed first. d. 24:53—Story Mill Park—Wetland mitigation plan has gone through preliminary site plan review and received approval. Demolition of the farm has been contracted out to Greg Poncelet and has begun. Working on the MOU with TPL. Internal legal team is working with NW Energy on the relocation of the gas line. Beginning work on a community meeting to design the active front 20 acres of the park. Public meeting is scheduled on October 1st from 5 to 8 p.m. Will use the three conceptual designs that came from TPL landscape architects. Scheduled to close on this property by the end of the year. Page 2 of 4 MINUTES OF THE TRAILS, OPEN SPACE AND PARKS COMMITTEE MEETING,AUGUST 21, 2014 e. 28:09 - Bozeman Creek. Property owner Phil Nelson said no on his property. The design needs to be altered. This is still a great project. The project will not have as many of the bends as originally proposed. Committee member Chandler wondered about the area south of Bogart Place to widen the stream and increase the flood plain. Committee member Hawks mentioned that we can keep this project in mind as a part of the study on water quality as an improvement to the creek downstream. f. 34:15—Bozeman Ponds. The preliminary master plan has been completed by Dick Pohl and the Recreation & Parks Advisory Board Master Planning Committee. A request for proposals for the final design and engineering from a professional engineering firm needs to be completed to get the plan to the Development Review Committee and then to the City Commission. g. 36:07—Sports Complex. The City has closed on the purchase of the 80 acres. Some master planning needs to be done internally. Tim Stefan, who is a landscape architect and on the Sports Complex committee, has offered to help with the master planning pro bono. Mr. Overton has met with City Public Works and Engineering to begin working on the roads and the RFP to build Oak, alter Flanders Mill, alter Baxter and then start on Cottonwood. Engineering will lead this part of this project because it is all roads. The roads and the park master planning can run concurrently. Bozeman School District will be involved in the master plan process. The adjoining subdivision, Flanders Mill Development, will be involved in % of the cost of Flanders Mill Street. h. 38:35—There is a balance of$862,000 in the Trails, Open Space and Parks Bond Fund that is unallocated. ii. 52:10 -The next meeting is scheduled for Thursday, September 18th at 10:00 a.m. in the upstairs Professional Building room. iii.
